The national land survey is implemented for the purpose of accomplishing the basic goal called an effective development of national land through close survey on physical/social conditions and periodic/social requirements of national land. However, the situation is that there isn't much difference from other data because the data constructed at the local governments or other ministries are gathered to be processed and provided as national land index which is not a field survey while the situation is that the national land index are changed frequently according to domestic and foreign circumstances and transition so that the applicability is low because there is no data accumulated for a long period of time on the same index. Considering that most government offices and local governments are performing surveys out of their own unique necessity to construct the results followed by such survey as data which includes spatial data as a form of database since the importance of statistics data and map data has become highlighted recently, it is necessary to make a new approach in the aspect of investigating the current situation of national territory on the national level. Accordingly, this study has proposed a new national land survey system to prepare for unification of North and South Korea as well as to provide the decision making data necessary for setting up the policies for effective land development and value conservation of the national land.

국토해양부의 국토지반정보 DB구축사업은 건설현장에서 발생하는 지반조사성과를 전산화하여 재활용할 수 있도록 DB구축, 시스템 보급, 센터 운영 등을 주요수행사업으로 '00년부터 현재까지 10년 이상 지속적으로 추진되고 있다. '07년부터 "지반조사성과전산화및활용에관한지침"이 국토해양부 훈령으로 제정 시행되면서 건설현장에서 발생하는 지반조사성과에 대한 전산화는 건설사가 직접 입력 제출하고 있다. 지침 시행과 함께 국토해양부에서는 국토지반정보 통합DB센터(한국건설기술연구원) 중심으로 지반정보 유통프로세스를 확립하고 지반정보 생산을 위한 지반정보 입력시스템, 검수 등록을 위한 검수등록시스템, 지반정보 유통을 위한 웹유통시스템으로 구성된 국토지반정보 유통시스템을 구축 운영하고 있다. 보급 활용 중인 국토지반정보 유통시스템에 대하여 지반정보 생산자 및 활용자들의 지속적인 개선요구사항들을 수렴하고 있으며, '11년도 사업을 통하여 사용자 중심의 국토지반정보 유통시스템으로 개선 및 추가개발을 추진하였다. 본 연구에서는 건설현장의 의견을 수렴하여 사용자 중심으로 개선한 국토지반정보 유통시스템의 주요 연구내용을 소개한다.

Various basic information is required to scientifically and rationally utilize and manage national territory. For this, a variety of informatization projects have on developed from public sectors. However, there are a lot of problems including weak linkage between individual information systems and databases and lack of the coordinating function in promoting national territorial informatization projects. This study aims to provide policy alternatives on the integration and linkage of basic information within national territorial planning system. These results will be applied to the planned utilization and environmental friendly management of national territory.

과거 무분별하게 획일화되어 개발되었던 하천 개발 사업으로 인해 수질오염과 생태계 훼손으로 하천의 건천화 현상이 발생함에 따라 최근 하천복원 사업이 적극적으로 계획·추진되고 있다. 수생태계의 건강성과 종적 연속성을 회복하기 위한 하천복원사업에 앞서 하천환경의 현상태에 대한 평가는 매우 중요한 부분이다. 유럽과 미국에서는 드론을 활용하여 하천관리 및 재해 피해조사가 활발하게 이루어지고 있었다. 국내의 센서기술과 무선통신 기술의 발전으로 인해 실시간 수집 가능한 정보의 범위가 늘어남에 따라 국내 하천환경 분야에서는 드론을 활용하여 획득된 원격탐사(RS) 자료와 지리정보 데이터베이스를 접목한 하천 공간조사 연구가 증가하고 있는 추세이다. 본 연구에서는 2019년 국토부에서 제시한 하천환경 평가체계에 따라 국내 도시하천중 하천복원사업을 시행하였던 청미천 지역에 대해 현장 조사와 UAV 영상, 항공영상을 활용하여 하천환경평가 결과를 비교하고자 한다. 하천환경평가체계 지침서는 캐나다(2013) 온타리오 하천평가기법을 참조하였으며, 급경사/중경사/완경사로 구분되며 사전조사와 현장조사 야장으로 구성되나 본 연구에서는 물리 평가지표만을 대상으로 하였다. UAV를 이용하여 촬영한 영상을 PIX4D 프로그램을 활용하여 정합한 후 획득된 색체정보를 활용하여 하천환경평가를 실시하였으며, 항공영상은 국토지리정보원의 국토정보플랫폼 국토정보맵에서 다운받은 자료를 활용하였다.

According to increasing the value of real estate and various land use by urbanization and industrialization, the importance of land use has enhanced regardless of above or below the surface. Therefore the changes into Digital Cadastre using high-technical surveying methods has tried to find a solution in the purpose of providing accurate land information to End-users in real time. However Korean cadastral system was established for a short time through the Land & Forest project and it has been used for cadastral surveying until now. Land devastation by the Korean war and the indiscreet land use by unplanned land development of industrialization has raised failures to construct correct cadastral records. So it has occurred that it becomes one of social problems due to the current unmatched areas between adjacent parcels. Therefore government has tried to make an effort to solve the problems such as reducing unmatched areas and introducing a Case study for Cadastral resurvey. And also it is necessary to adopt a suitable Korean model for Cadastral resurvey. In this study, the current Korean situation of cadastral surveying was investigated and the optimized models for various patterns of Land surveying was offered.

국토해양부(장관 권도엽)가 원도급업체의 '하도급대금 지급보증서' 발급현황을 조사한 결과 이 중 보증서 미발급 혐의가 있는 6,695건(1,414개 업체)에 대해 최근 해당 지방자치단체에 사실관계 조사 및 시정명령 등의 처분을 통보했다. 대한설비건설협회가 그동안 건설산업 공생발전위원회와 국토부 장관과의 간담회 등을 통해 하도급대금 지급보증서 발급여부 감독 철저 등 불공정 하도급 관련 제도개선을 건의한 결과 이같은 시정명령이 통보된 것이다. 국토부는 원 하도급자 간의 공정한 건설문화 정착을 통해 하도급자가 보호받을 수 있도록 앞으로도 지속적으로 노력할 계획이라고 밝혔다.

지형.생태.자원 등 자연 환경과 정치.경제.사회.문화 등 인문 환경을 총망라해서 지도화하는 작업의 중요성은 역사적으로도 증명되었다. 이와 같은 연구와 조사는 국가의 통치와 민생 안정에 상당한 역할을 한다. 새 정부에서 국토 환경에 대한 연구와 조사, 기록의 중요성을 인식해 적극 실행해주길 바란다.

과거부터 지금까지 극한강수의 증가경향이 지속되어 미래에도 극한강수의 규모는 증가하고 빈도 또한 잦아지리라 전망되고 있으며, 특히 짧은 지속시간을 갖는 극한강수(국지성 호우)의 증가 경향이 확연한 편이다. 4대강 살리기 사업 이후 하천에 대한 접근성이 향상되어 하천의 기본 목적과 함께, 하천변의 친수지구로써의 활용이 증대되고 있다. 이렇듯 자연(기후) 및 사회환경 변화로 본류 보다는 작은 규모의 지류하천에 홍수위험도가 증가하겠고, 본류도 고(高)수위 보다는 하천변의 침수가 잦아지리라 전망된다. 홍수통제소는 변화하는 환경에 대응하기 위하여 '홍수예보지점의 확대', '홍수정보의 다양화'을 추진하고 있다. '홍수예보지점의 확대'를 통하여 현재 본류 중심의 홍수관리를 지류까지 확대하고, '홍수정보의 다양화'로 하천변(친수지구) 사용자가 요구하는 정보 컨텐츠를 발굴, 제공하여 홍수예보 및 홍수정보에 대한 맞춤형 서비스를 도입하고 있다. 따라서, 이 연구에서는 수요자 중심의 정보제공을 위하여 이용자가 많은 하천 시설물의 현황을 파악하여 현장조사 및 측량을 실시하였고, 측량결과를 바탕으로 친수지구의 위험이 예상되는 관심수위를 지정하였다. 연구결과, 하천변 용도별 현장조사, 위치, 고도 등이 포함된 DB가 구축되었고, 현장 측량으로 정해진 하천변 침수 관심수위의 재현정도를 조사하여 정보제공이 시급히 요구되는 지점을 결정하였다. 향후 이 결과를 기초로 하여 지형 및 하천특성 등을 추가 수집하고, 취약 구간에 대한 정보 제공 방안을 정형화하여 하천변 홍수피해의 최소화를 하고자 한다.

현재 우리나라 국토공간자료의 이용은 자료에 대한 낮은 접근성, 분석방법의 일관성 유지의 곤란, 결과의 미공유에 따른 중복작업, 자료의 분산에 따른 즉각적인 의사결정의 지연 등의 문제를 지니고 있다. 이를 위하여 다양한 국토모니터링 정보를 통합, 처리하여 효율적으로 제공하는 시스템 개발이 요구되고 있다. 이 연구에서는 현재까지 구축된 국토모니터링과 관련된 공간정보시스템의 사례를 조사하고, 특성을 정리하여 국토모니터링을 위한 통합된 공간정보시스템이 갖추어야할 내용과 설계전략을 제시하였다.
