Development of the Integrated Water Resources Index based on characteristic of indicators (세부지표 특성을 고려한 수자원통합지수 개발)

  • 국내에서는 1999년부터 국가수자원관리종합정보시스템(WAMIS) 구축 및 운영을 통해 물관리정보화사업을 추진하고 있으며 기초정보분석 중심에서 수자원 계획 수립과 정책 결정을 지원할 수 있는 시스템으로 확대하여 대국민 수자원 정보 제공과 홍보를 활성화하려고 노력하고 있다. 하지만 지금까지 국내에서는 수자원 현황을 평가하기 위해 상수도보급율, 하천개수율 등을 이용하여 수자원의 단편적인 분야만을 평가하여 왔으며 이들 개별지표들만으로 국내 수자원 상황에 대해 국민들이 체감하는데 한계가 있어 이들 사업의 성과를 지수화하여 수자원 정책과 사업의 효과를 국민들에게 적극적으로 홍보할 필요가 있다. 이를 지원하기 위해 2007년부터 2009년까지 수자원 각 분야별 수자원계획수립 업무지원체계를 구축하였으며 수자원 현황 평가를 위해 분야별 평가지수를 개발하고 수자원 통합지수를 선정하여 중권역별로 산정한 바 있다(건설교통부, 2007; 국토해양부, 2008, 2009). 보다 합리적인 수자원 평가를 위해서는 분야별(물이용, 치수, 하천환경) 평가 지수의 공간적 범위 확대 및 세부지표를 추가 고려함으로써 과거에서부터 현재까지의 분야별 변화 패턴을 파악해야 한다. 이를 통해 수자원 관련 정책 및 사업의 성과를 평가하고 구축된 기초자료 및 분석정보를 제공해 줄 수 있는 도구의 개발이 무엇보다 중요하다고 하겠다. 따라서 본 연구에서는 기 개발된 분야별 평가지수 산정 결과와 분야별 현황과의 비교 분석을 통해 지수의 현장 적용성을 검토함으로써 기 개발된 지표의 취약점 및 한계점을 제시하였다. 보다 합리적이고 타당한 분야별 평가를 위해 세부지표를 추가로 선정하였으며 선정된 분야별 세부지표를 PSR 구성체계에 맞추어 구성하였다. 또한 분야별 현황 및 특성을 평가할 수 있는 분야별 평가지수를 개발하였으며 물이용 특성을 평가할 수 있는 지수를 '물이용안전성지수', 치수 특성을 평가할 수 있는 지수를 '홍수안전성지수', 하천환경 특성을 평가할 수 있는 지수를 '하천환경건강성지수'라 명명하였다. 또한 분야별 평가지수를 통합하여 수자원 현황을 평가하고 관리할 수 있는 수자원 통합지수인 '물만족지수'를 개발하여 제시하였다. 분야별 평가지수를 구성하는 각 세부지표의 특성을 파악하여 지표 산정 범위를 점, 선, 면으로 확대하여 제시하였으며 세분화된 공간단위별로 기초자료를 조사, 수집하여 시계열 DB를 구축하였다. 개발된 분야별 평가지수 및 물만족지수를 연도별 표준유역별로 구축된 DB를 이용하여 산정하고 비교 분석하였으며 상대적인 분야별 안전성 및 건강성을 평가하여 지수의 적용성을 검토하였다. 지표 관련 기초자료 및 분석을 통해 생성된 정보자료는 수자원정책 수립과정에서 매우 유용한 정보를 제공해 줌으로써 정책결정을 지원할 수 있고, 일반인과 관련 전문가들에게 수자원 관련 다양한 정보를 제공할 수 있다.

  • The Under Space Integrated Map has been constructed consistently from '15 construction projects until the present time in an effort to implement the "ground sinking prevention method" for the purpose of strengthening underground safety management. The constructed Under Space Integrated Map is utilized to provide information to the person in charge at local government through application of the system of underground information based on the administrative network and to deliver this to specialized underground-safety-effects -evaluation organizations through map extraction based on a floor plan. It suffers from a limitation in its practical use, however, since information is only provided, without promoting a separate renewal project. Although in Section 1 of Article 42 in the Special Law Concerning Underground Safety Management the content pertaining to submission obligations of completion drawings related to underground information including change and renewal are stated explicitly in order to solve this problem, submission is not sufficient since a submission window based only on the administrative network is operated. Accordingly, the Ministry of Land, Infrastructure, and Transport constructed an online system for submitting completion drawings, in an attempt to change the method by which entities involved in underground development directly submitted completion drawings. In this study, a DB standard relating to submitting completion drawings was designed and applied in order to construct an auto-renewal system based on submitted completion drawings, which will be extended to cover the range to underground structures hereafter.

Proposal of Youngjong-do 112 Block Demo-Plant for Application of Smart Water Grid (SWG 적용성을 위한 영종도 112블록 데모플랜트 구축 방안)

  • 스마트워터그리드(Smart Water Grid; 이하 SWG)란 현재 직면에 있는 물 부족, 물 안보, 물 복지 등 물에 대한 문제를 ICT 기술을 활용하여 물관리의 새로운 패러다임을 제시할 수 있는 융합 기술이다. 즉, SWG는 기존의 수자원 관리 시스템의 한계를 극복하기 위해 첨단 정보통신기술을 이용하는 고효율의 차세대 인프라 시스템으로 다양한 수원을 활용하고 물을 효율적으로 배분 관리 운송하여 수자원의 불균형을 해소하고, 첨단센서네트워크를 이용해 용수관리 전분야에 걸쳐 양방향 실시간으로 용수정보를 감시 대응하여 용수관리와 에너지 효율의 최적화된 메가시티(mega-city)에 적합한 지능형 물관리가 가능할 것으로 예상되는 시스템이다. 따라서 국토교통부 과제로 추진중인 SWG 연구단에서 개발한 스마트 워터 기술을 영종도 112 블록에 적용하여 지역주민의 물복지 향상 및 물 사용자에 대한 소비자 만족도를 높이는데 목적을 두고 데모플랜트를 구축 방안을 수립하였다. 영종도 112블록(인천 운서동 및 운북동 일원)은 인천 공촌정수장에서 해저관로를 지나 영종통합 가압장에서 가압 후 공항신도시배수지에서 물을 공급받고 있는 지역으로 면적은 $17.41km^2$, 인구는 약 17,000명, 물사용량 $8,000m^3$/일, 총관로연장 약 55km, 유수율이 겨우 73.2% 지역이다. SWG 적용성 평가를 위해 영종도 112 블록에 유수율 제고 및 운영비용 저감을 목적으로 데모플랜트를 구축하였다. 스마트 계측을 위해 스마트미터 469개(15~20mm), 디지털미터 172개(25~200mm), 누수유무센서 1개소, 다항목 수질측정기 1개소, 유량계 3개소, 수압계 5개소, AMI 시스템 641개 및 물효율 운영프로그램과 물정보 App서비스 기능으로 구성하였다. 물효율 운영프로그램은 실시간 수요량 예측, 배수지 운영에 따른 취수량, 송수량, 펌프 대수조합 및 운전스케줄링이 가능한 경제적 물공급 스케줄링, 관망상태 감시 및 제어(실시간 유량/수압 분석을 통한 누수분석) 기능이 탑재되어 통합운영센터에서 운영할 계획이다. 데모플랜트 운영을 통해 수자원의 효율적인 배분 및 공급, 유지관리 향상, 운영 비용 최소화 등의 결과를 바탕으로 신도시 및 기존도시의 물관리 정책수립에 활용할 수 있을 뿐만아니라 시간적 공간적 불균형 해소 및 물시장 발전에 크게 기여할 것으로 사료된다.

Research on Conceptual Designs and Basic Plans of Korea Land Spatialization Program's Proving Ground (지능형국토정보 공동실험장 기초설계 연구)

  • Korean Land Spatialization Program(KLSP) is the R&D program of the National GIS Project for developing ubiquitous GIS core technologies under control of Ministry of Land, Transport and Maritime Affairs(MLTM). The first program of KLSP, from 2006 to 2012, initiated with $132 million (US dollars) of national fund and $42 million of matching fund. KLPS which aims 'Innovation of the GIS technology for the ubiquitous Korean land' consists of 5 core research projects and 1 research coordination project to practically utilize and commercialize the results of core research. Korean Land Spatialization Group(KLSG) is planning the KLSP proving ground for testing, integrating, exhibiting the KLSP's outcomes. In the near future, this proving ground would be utilized as a national ubiquitous GIS proving ground. The key objective of this paper is to present the conceptual designs and basic plans. In addition, this paper discusses characteristics of the outcomes which are applied to KLSP proving ground.

  • The visual implementation of 3-dimensional national environment is focused by the requirement and importance in the fields such as, national development plan, telecommunication facility deployment plan, railway construction, construction engineering, spatial city development, safety and disaster prevention engineering. The currently used DEM system using contour lines, which embodies national geographic information based on the 2-D digital maps and facility information has limitation in implementation in reproducing the 3-D spatial city. Moreover, this method often neglects the altitude of the rail way infrastructure which has narrow width and long length. There it is needed to apply laser measurement technique in the spatial target object to obtain accuracy. Currently, the LiDAR data which combines the laser measurement skill and GPS has been introduced to obtain high resolution accuracy in the altitude measurement. In this paper, we first investigate the LiDAR based researches in advanced foreign countries, then we propose data a generation scheme and an algorithm for the optimal manage and synthesis of railway facility system in our 3-D spatial terrain information. For this object, LiDAR based height data transformed to DEM, and the realtime unification of the vector via digital image mapping and raster via exactness evaluation is transformed to make it possible to trace the model of generated 3-dimensional railway model with long distance for 3D tract model generation.

Detection of the Unified Control Points for RPC Adjustment of KOMPSAT-3 Satellite Image (KOMPSAT-3 위성영상의 RPC 보정을 위한 국가 통합기준점 탐지)

  • The KOMPSAT-3 can acquire panchromatic stereo image with 0.7 m spatial resolution, and provides Rational Polynomial Coefficient (RPC). In order to determine ground coordinate using the provides RPC, which include interior-exterior orientation errors, its adjustment is needed by using the Ground Control Point (GCP). Several thousands of national Unified Control Points (UCPs) are established and overall distributed in the country by the Korean National Geographic Information Institute (NGII). UCPs therefore can be easily searched and downloaded by the national-control-point-record-issues system. This paper introduced the point-extraction method and the distance-bearing method to detect of UCPs. As results, the distance-bearing method was better detected through the experiment. RPC adjustment using this method was compared with that by only one UCP and GCPs using GPS. The proposed method was more accurate than the other method in the horizontal. As demonstrated in this paper, the proposed UCPs detection method could be replaced GPS surveying for RPC adjustment.

A Study on Real-time Autonomous Driving Simulation System Construction based on Digital Twin - Focused on Busan EDC - (디지털트윈 기반 실시간 자율주행 시뮬레이션 시스템 구축 방안 연구 - 부산 EDC 중심으로 -)

  • Recently, there has been a significant interest in the development of autonomous driving simulation environment based on digital twin. In the development of such digital twin-based simulation environment, many researches has been conducted not only performance and functionality validation of autonomous driving, but also generation of virtual training data for deep learning. However, such digital twin-based autonomous driving simulation system has the problem of requiring a significant amount of time and cost for the system development and the data construction. Therefore, in this research, we aim to propose a method for rapidly designing and implementing a digital twin-based autonomous driving simulation system, using only the existing 3D models and high-definition map. Specifically, we propose a method for integrating 3D model of FBX and NGII HD Map for the Busan EDC area into CARLA, and a method for adding and modifying CARLA functions. The results of this research show that it is possible to rapidly design and implement the simulation system at a low cost by using the existing 3D models and NGII HD map. Also, the results show that our system can support various functions such as simulation scenario configuration, user-defined driving, and real-time simulation of traffic light states. We expect that usability of the system will be significantly improved when it is applied to broader geographical area in the future.

  • As the results of the information project, manufacturing of the digital map and various thematic maps of the national land has been completed. Furthermore, it is necessary to organize a systemized management system, which can control and utilize all artificial features (e.g. buildings, roads, bridges etc.) as well as natural geographic features (e.g. rivers etc). Howener, it has difficulties in managing NGIS as a unified system, because of the discordance of DB of each geographic management organizations. Therefore, this study has been conducted to apply to the system and method providing geographic UFID that can be a key in order to managing, searching and utilizing geographic and artificial features and that makes it be able to estimate the location with the only identifier. Moreover, the system and method, providing geographic UFID, applies to systemized management of NGIS DB as well as consistency of information.

Analysis on Mapping Accuracy of a Drone Composite Sensor: Focusing on Pre-calibration According to the Circumstances of Data Acquisition Area (드론 탑재 복합센서의 매핑 정확도 분석: 데이터 취득 환경에 따른 사전 캘리브레이션 여부를 중심으로)

  • Drone mapping systems can be applied to many fields such as disaster damage investigation, environmental monitoring, and construction process monitoring. To integrate individual sensors attached to a drone, it was essential to undergo complicated procedures including time synchronization. Recently, a variety of composite sensors are released which consist of visual sensors and GPS/INS. Composite sensors integrate multi-sensory data internally, and they provide geotagged image files to users. Therefore, to use composite sensors in drone mapping systems, mapping accuracies from composite sensors should be examined. In this study, we analyzed the mapping accuracies of a composite sensor, focusing on the data acquisition area and pre-calibration effect. In the first experiment, we analyzed how mapping accuracy varies with the number of ground control points. When 2 GCPs were used for mapping, the total RMSE has been reduced by 40 cm from more than 1 m to about 60 cm. In the second experiment, we assessed mapping accuracies based on whether pre-calibration is conducted or not. Using a few ground control points showed the pre-calibration does not affect mapping accuracies. The formation of weak geometry of the image sequences has resulted that pre-calibration can be essential to decrease possible mapping errors. In the absence of ground control points, pre-calibration also can improve mapping errors. Based on this study, we expect future drone mapping systems using composite sensors will contribute to streamlining a survey and calibration process depending on the data acquisition circumstances.

The Demand Survey and Correlational Analysis for Geological Data (지질 자료의 수요조사 및 상관성 분석)

  • In general, the importance of geological information is emphasized not only for national SOC construction, underground space development and energy resources development but also in areas related to environmental disasters such as mine damage, ground subsidence and landslides. Although geological information is highly useful in developing industrial raw materials, national land management and people's welfare, there is no unified governmental institution in charge of collecting and managing geological information in the national level. For this, this paper study: first, to analyze geological demand for common experts; second, to analyze geological demand for public institution; and third, to set priority for geological informatization. In the result of surveying demand for geological information, we need to improve laws and systems for collecting and reporting geology-related materials, making thematic maps, and maintaining and managing geological information we need to establish national strategies and build an integrated system for interoperability of databases and systems. Accordingly, we will guideline on future direction of strategies for the national integration of geological information management system.
