Cultures mean communication. With the whole world communicating online simultaneously, international availability has also been required in education. Especially the social media including the YouTube has opened a new age of e-learning, if not intending to do so, and the curriculum of a college or a university has kept up with the needs of our time. This study contains domestic and international professional programs equipped with internalization of a curriculum. It has suggested a role of college of arts as a customized and specialized institution which offers students advanced skills of related international industries through an internationalization of a curriculum of media and arts. It also suggests that full-time faculties need to develop a program to secure an international expertise. It can be concluded that a shift of paradigm towards education industry through social media contributes to needs to secure an international availability of a curriculum.

기업의 ESG 활동의 일환으로 탄소중립과 순환경제의 개념을 활용한 기업의 성과를 고객에게 알리기 위하여 고품질의 전과정평가 결과에 대한 요구가 커지고 있다. 이를 위해서 LCI 데이터베이스에 대한 글로벌 요건에 맞는 고품질의 LCI 데이터베이스를 구축하고 관리하는 것이 국가적으로 중요하게 인식되고 있다. 이를 위해 UNEP는 GLAD 플랫폼을 만들었고, EU는 LCDN 플랫폼을 만들어 국제통용성을 고려한 고품질의 LCI 데이터베이스를 관리하려는 노력을 하고 있다. 국내 LCI 데이터베이스는 정부주도로 1999년부터 지속적으로 개발되어 활용되고 있지만, 국제통용성의 측면에서 볼 때, 기업의 생산현황을 반영한 최신의 일차데이터가 부족하고, LCI 데이터베이스에 포함된 목록항목들이 모든 환경영향을 충분히 평가할 수도 없으며, 데이터 정보제공의 형식인 LCI 데이터베이스 포맷이 글로벌 동향을 충분히 반영하지 못하고 있다. 이에 국제통용성을 고려한 국내 LCI 데이터베이스의 개발을 위해 산업을 대표하는 협회 또는 단체를 통해 매년 최신의 일차데이터를 확보하고, 이를 토대로 모든 환경영향을 평가할 수 있는 수준의 목록항목을 포함한 국내 LCI 데이터베이스를 개발하고, 이를 Eco-SPOLD_02 또는 ILCD 등의 최신 LCI 데이터베이스 포맷으로 관리하여야 한다.

Compared with the Certification Requirements for Professional Engineer in other country, those of Korean are not satisfactory. This is due to a few facts such as no relation with accreditation of engineering education and no separation of technical field and engineering field. Eventually, this problem makes it impossible to ensure the international mobility of Korean professional engineers. This research reviews the international trends regarding the professional engineer certification requirements, compares the requirements of Korea and other countries, proposes three alternatives for improvement, and suggests two implementation plans for the alternatives.

국제물품매매계약은 당사자간의 합의에 의해서 이루어진다. 그러나 국제간의 물품매매에 관련하여 모든 상황을 특정계약에 반영하는데는 한계가 있다. 따라서 특정계약에 대한 해석과 판단의 기준이 되는 하나의 보편적이며 합리성에 기초를 둔 준거법이 필요하게 된다. 이러한 준거법은 어느 특정국가의 사범으로 충분할 수도 있지만 국제거래가 안전하고 원활하게 실행되기 위해서는 그것이 세계 어느 나라에 있어서도 같은 내용의 통일적인 법에 의하여 규율되는 것이 바람직하다. 특히 경제적 합리성에 기초를 둔 거래법의 분야에서는 이론적으로 법의통일은 가능하며 실제적으로는 로마의 사법통일협회(UNIDROIT)나 국제연합 국제상거래위원회(UNIDROIT)에 의하여 지금까지 어느 정도 통일사법 제정의 필요성이 꾸준히 제기 되어 왔다. 이러한 목적을 수행하기 위하여 UNICITRAL(국제연합 국제상거래위원회)이 1980년에 발표한 국제물품매매계약에 관한 UN 조약-비엔나협약(CISG)은 국제간의 물품매매에 관한 계약법으로서 중요한 역할을 수행하고 있다. 비엔나협약(CISG)의 법리적인 근거는 "자주적인 준거법의 제정 및 그 적용상의 통일성"에 있다는 것이다. 또한 그 내용을 보면 첫째, 지역적 의미를 가지는 법률용어의 사용을 피하고 대신 격지간의 계약시 실제로 발생하는 현실적 사례의 관점에서 법안을 작성하고자 하였고 둘째, 그 내용을 달리하고 있는 각국의 사법을 통일하는 것에 의해 모든 사법적 법률관계에 같은 내용의 사법을 적용하는 방법, 즉 세계통일사법의 제정이라 하겠다. 본 연구는 비엔나협약(CISG)의 입법취지와 배경을 고찰하였으며 또한 통일사법으로서 협약상의 "일반원칙의 통용"을 계약성립(Formation of Contract)의 과정별로 정리하였다.

The Ministry of Education. Science and Technology had revised the 'The professional Engineers Act' in 2007 in order to enhance the efficiency of the professional engineers. The Ministry also had adopted "The International Professional Engineer Registration System which included APEC engineer and EMF international professional engineer and has worked on various MRA of professional engineer and has worked on various MRA of professional engineers through FTA with USA, Singapore. EU, Canada and Australia etc. The Ministry will participate in the negotiation meeting For MRA of professional engineers with Singapore in coming November and also will negotiate positively MRA of professional engineers with USA upon the ratification of National Assembly.

OCF(Open Connectivity Foundation)는 각국의 전문가들이 모여 다양한 사물인터넷 기기들의 상호운용성을 보장하기 위해 표준을 제정하는 민간 표준화 단체로, 인텔, IBM, 마이크로소프트, 삼성전자, TTA 등의 글로벌 기업이 참여하고 있다. 이 표준화 단체에서는 사물인터넷을 위한 플랫폼 표준을 개발하고 있고, 시험기준, 시험방법 등에 대한 시험표준도 제정하고 있다. OCF 시험소에서는 해당 표준에 따라 시험을 수행하고 인증을 통과한 기기에 대해 OCF인증을 부여할 예정으로, 올해 10월 TTA가 시험소로 지정받았다. 본 고에서는 일반적으로 사용되는 통신 기기에 대한 표준 적합성 시험 및 상호운용성 시험 방법을 설명하고, OCF에서 개발된 표준 적합성 시험항목과 시험방법을 소개한다. 마지막으로, 국제적으로 통용되는 OCF 시험 및 인증 체계를 소개하고자 한다.

In the modern world, where the number of people moving from country to country is sharply increasing, domestic and international driver's licenses are easily fabricated or forged, and distinguishing if a driver's license is legitimate or not is often a difficult task. Furthermore, this would require different countries to mutually share and administer the driving records of individuals, making it a much more complex task (Added to it is the complicated matter of countries having to mutually share and administer the driving records of individuals.) However, the authenticity and security of a driver's license has become the first priority since driver's licenses are also used as identification cards in most countries, thus requiring measures to prevent inappropriate uses arising from theft and embezzlement. In this paper, we propose the mutual authentication mechanism which, can provide enhanced security and efficient operation that is administration of personal information contained within ISO Compliant Driving licence(IDL).

This study purposed to discuss and suggest how to apply the internationally circulated standard Korean language curriculum to the fields of education. For this purpose, principles of the curriculum development that use reference of criterions like setting the education goals and stages of the Korean as second foreign language at the Korean foreign secondary school with the cases were reviewed. Studies about the curriculums of Korean language as an unit of state were began at 2010 and being continued in 2017. These researches pointed out a standard of the Korean language education, which influenced the development of curriculums, evaluations, and textbooks. Korean language teachers need lots of informations how to adjust the curriculums because they recognize that the curriculum as a reference of criteria is very difficult to be utilized. Roles of the reference of criteria that were extracted from the review on the curriculum development of the Korean as a second foreign language are providing a content basis for setting the goals of the curriculum and setting the stages connected with the operation of semesters. After the macroscopic development, plans for the phase of a syllabus run along. At this stage, sources of the items of education should be offered and elaboration of the education contents may design the syllabus. Finally, through a series of process, programs for Korean language education and textbook will be completed. Through this whole process, standard curriculum provides orientation and guidelines for the process of the development.
