지구온난화에 따른 기후변화, 오존층파괴, 산성비 등 지구환경 문제가 심각해짐에 따라 이를 정확히 파악하여 과학적 기초자료를 산출하기 위한 지구규모의 관측ㆍ수집ㆍ관리 및 이를 제공할 수 있는 체제 구축의 필요성이 절실히 대두되고 있는 실정이다. 이와 같은 환경여건 변화에 따라 환경부는 오존층 파괴물질 및 온실가스 농도를 분석하여 오존층 파괴 및 지구 온난화 등의 지구환경문제를 파악하고, 몬트리올 의정서, 기후 변화협약, 교토 의정서 등 국제환경 협약에 적극 대응하기 위해 1999년 4월 수립된 2000년대 대기오염측정망 기본계획에 따라 지구대기 측정망을 국가관리 측정망으로 확정하고, 우리 공단에 동 측정망 구축을 위탁하였다. 1992년6월, 브라질의 Rio de Janeiro에서는 세계인의 관심속에 '환경과 개발을 위한 국제연합 환경회의'가 개최되었다. 이 회의는 세계 1백78개국에서는 1만 5천여명 이상의 대표들과 1백15개국의 정치지도자들이 직접 참여한, 당시까지 열렸던 최대규모의 국제 환경회의였다. 리우회의가 이처럼 많은 나라들의 관심을 끌 수 있었던 것은, 점차 인류의 생존뿐만 아니라 생태계의 존립을 위협하는 환경오염과 80년대 이래로 계속되어온 후진국들의 경제적 위기에 대한 관심, 그리고 이 문제들에 대한 그 어떤 해결책이 나오리라는 막연한 기대감 등이 작용했기 때문이다. 그러나 기대와는 달리 이 회의는 별다른 성과를 얻지 못한 채 끝나고 말았다. 이는 지난 1972년 Stockholum에서 열린 "Earth Summit" 유엔환경회의(그때는 2개국 수상만이 참석했음) 이후 선진국과 후진국 사이에 환경보존과 경제개발이라는 두 개의 모순적인 패러다임(Paradigm)에 대해 뚜렷한 시각차가 발생한 것에 기인한다.

The flag State is primarily responsible for implementing international maritime conventions(IMO conventions) and national laws and other standards as far as its own vessels are concerned, on the other hand the port State exercise its rights for the safety and marine environment under international law especially UNCLOS within port and territorial sea. In particular, the port State may take appropriate measures including detention of ships identified as sub-standard vessels which are considered as port State's supplementary role aiming for implementing international and national and regulations. But in the course of implementing port state control, international disputes may happen between port state, coastal state and flag state in spite of making all possible efforts to avoid these disputes. This paper aims to consider legal grounds on port state control(PSC) in international conventions and national laws concerned and deals with contradictions between international and national law arising from exercising PSC by port state control officers(PSCOs).

The study was to investigate the effect of the environmental factor on the emotion and satisfaction at the waiting lounge of the Busan International Cruise Terminal. This study focus on tourist at the waiting area in the Busan International Cruise Terminal. The data was collected through self-administered questionnaires and the research performed to face-to-face interview. For data analysis, used SPSS 18.0 and AMOS 18.0 of a structural equation model. The results of the study were found as follows: first, the physical environmental factor of the lounge influenced on the positive emotion. Second, the social factor affected the positive emotion. Finally, emotion affected the positive satisfaction. This study suggested that environmental factor was totally affected by emotion and thus environmental management depended on an individual characteristics of the individual place. The port authority will need more efforts to make a better waiting lounge setting for higher tourist satisfaction.

모바일 RFID 환경이란 휴대전화가 RFID 리더를 가지고 있어서 사용자가 자신의 휴대전화를 통해 RFID 태그가 부착된 제품의 정보를 손쉽게 얻을 수 있는 환경을 의미한다. 모바일 환경에서 사용되는 RFID 기술은 고정형 RFID 리더를 사용하는 환경과는 다른 사용자 요구사항 및 보안 요구사항이 존재한다. 모바일 RFID 기술에 특화된 국제 표준화 논의가 2007년 상반기부터 본격적으로 논의되고 있다. 따라서 모바일 RFID 보안기술은 모바일 RFID 전체 프레임워크와 호환성을 유지하면서 모바일 환경의 요구사항을 만족하는 방향으로 표준화가 진행되어야 한다. 본 고에서는 모바일 RFID 기술의 표준화 동향을 살펴보고, 모바일 환경을 고려한 모바일 RFID 보안 프레임워크 및 인증, 키 관리, 데이터 보호, 프라이버시 보호 등의 모바일 RFID 보안 서비스를 설명한다. 그리고 이러한 보안 서비스를 제공하기 위해 필요한 표준화 대상을 제안하고, 표준화 대상에 대한 기술 개발과 지적재산권 확보 및 이를 연계한 국제표준화 추진 전략을 설명하며 결론을 맺는다.

최근 SCORM, Dublin Core등의 국제 표준 메타데이터와 함께, 세계 사실 표준이라 할 수 있는 IMS와 IEEE/LTSC의 LOM이 e-Learning의 특성을 반영한 메타데이터로서 현재 국$\cdot$내외적으로 많은 e-Learning 업체 및 기관에서 활용되고 있다(5). 그러나 LOM에서 정의한 메타데이터는 멀티플랫폼 환경을 고려하지 않고 있고, 제작 및 유통되고 있는 대부분의 e-Learning 콘텐트는 멀티미디어 특성에 대한 메타데이터 요소가 부족한 실정이다. 따라서 , 본 논문에서는 멀티플랫폼 환경에서 e-Learning학습을 지원하기 위해, 메타데이터 및 e-Learning 업체의 Requirement를 조사,분석하고 e-Learning 국제 표준 메타데이터와 플랫폼의 디바이스 특성을 반영하여, 기본적인 PC(Personal Computer) 환경을 포함한 모바일 기기 환경과 디지털TV 환경을 고려한 멀티플랫폼 e-Learning 메타데이터(Multi-platform e-Learning Metadata)를 제안하였다.
