IPC Code Based Analysis of Technology Convergence of the IoT Patents in South Korea, China, and Japan : Focusing on PCT International Applications (한중일 사물인터넷(IoT) 관련 특허의 IPC 코드 기반 기술융복합 분석 : PCT 국제출원을 중심으로)

  • In this Study, Social Network Analysis of IoT related patents in South Korea, China, and Japan was conducted from the viewpoint of patent informatics. To this end, 2,526 patents filed by PCT until December 2019 were investigated up to the subclass level of the IPC code. As a result, in the case of South Korea, representative IPC codes are in the order of G06Q, H04L, G06F, H04W, and the highest frequency of interconnection is H04L→H04W, H04W→H04L, H04W→H04B. In China, the representative IPC codes are in the order of H04L, H04W, G05B, G06Q. South Korea has strong technological convergence centered on the G06Q, while China has strong convergence centered around H04L and H04W. Moreover, in China, H04L and H04W have more diverse combinations than in South Korea in Section A, B, G, and H. In the future, it is necessary to study the diversity of technology convergence of H04L and H04W in China.

  • 한국천문연구원은 천문우주분야의 과학임무 탑재체 개발을 주도적으로 수행해오고 있다. 과학기술위성1호 주탑재체 원자외선영상분광기 FIMS 개발, 과학기술위성3호 주탑재체 다목적적외선영상시스템 MIRIS 개발, 차세대소형위성1호 주탑재체 근적외선영상분광기 NISS 개발을 수행하였고, 현재는 NASA와 국제협력으로 SPHEREx 우주망원경을 개발하고 있다. 이러한 개발 과정을 거치면서 주경 20cm 이하의 소형 탑재체 과학임무 한계와 더불어 연구 현장에서 더 큰 우주망원경의 수요가 제기되었고, 현재의 국가우주개발 중장기계획에도 2030년대 한국형 우주망원경을 포함하게 되었다. 이러한 일정에 발맞추어 한국천문연구원은 2030년대 한국형 우주망원경 독자 운영을 대비하기 위해서 2020년 1월부터 주요 사업으로 한국형 우주망원경 개발을 위한 기획연구를 시작하였다. 이 기획연구는 2년 동안 수행할 예정이며, 이 기획연구를 통해서 학계의 과학임무 요구사항을 사전에 충분히 조사하고, 국내외 산학연 전문가의 의견들을 종합 수렴하여 선도적인 과학 연구를 수행할 수 있는 우주망원경의 기본 제원을 확정할 예정이다. 이 발표에서는 이러한 기획연구의 세부 활동을 공유하고 보고하고자 한다.

Analysis of sexual related predicting factors for Female University students in Korea (국내 여대생들의 성경험 예측 요인 분석)

  • The purpose of this study was to analyze the sexual related predicting factors for Female University students in Korea. The cross-sectional descriptive study design was used. We selected 320 students from 6 Universities located in Seoul, Chungchung-do and Gangwon-do by convenience random sampling and received IRB from Y Univ. 299 students were included in the final analysis using logistic regression. Among 299 students, 60.2% of students reported to have sexual experience. The result of analyzing the related factors to sexual experience revealed that the students who were having friends who had sexual experience, smokers and those who were high grade, had significantly more sexual experience. According to the results of this study, there should be an intensive and female tailed sexual related program development for the University students, especially for smokers and including smoking cessation program. And the school health services of University combined general staff working should be strengthened to protect the University students from the critical situation caused by unwanted sexual experience.

  • The Army, which is dreaming of a military leap forward through the fourth industrial revolution, needs to also consider the side effects and adverse functions of the fourth industrial revolution. In particular, this study conducted an analysis of whether it was consistent with the global technological trend of normal 'military security'. This paper focuses on the countermeasures that could result from 4th industrial revolution by utilizing the text-mining technique and social network technique of big data. 1. Specifying confidential military digital data We look forward to providing useful information so that the results of this study can help develop the military and enhance military confidentiality.

The Development of Teaching and Learning Model in Physical Education and Competitive Activities Using Flipped Learning (플립러닝을 활용한 체육과 경쟁활동 교수학습 모형개발)

  • This study was conducted for the purpose of developing a flipped learning teaching and learning model for physical education and competitive activities and confirming the validity of the model. We used the model research method as a research method to achieve the purpose of this study. First, we developed a flipped learning model for physical education and competitive activities through model development research, and then confirmed the validity of the model through model validation research. Based on the teaching and learning model developed through this study, students can change from passive learners to active learners in physical education classes, and it is expected that they can achieve class goals based on interactions between learners different from existing physical education classes through cooperative activities.

Dilemma and Its Institutional Solutions in the Port ODA of Korea (항만분야 공적개발원조(ODA)의 딜레마 해소를 위한 제도 개선방안)

  • In accordance with the global age, countries in the world try to dedicate to collaboration among them through ODA (Official Development Assistance), in order to solve the-rich-get-richer and the poor-get-poorer problems among countries, to develop the developing countries' economies, and to improve their level of social welfare. Also, Korea is so active in ODA as a member of OECD, even if it is in the initial process. Nowadays, in Korea, the importance of ODA in the field of port has been brought into relief. Accordingly, the paper intends to analyze the dilemma structure of port ODA from the perspectives both of new institutionalism and Samaritan's dilemma game, and it tries to seek the improvements of ODA institutions to create effective outcomes based on the analysis. Through the analysis, dilemma structure was identified regarding the institutions of port ODA. And the results of the analysis suggested the improvements of port ODA institutions including strengthening of on-the-spot aid system, establishment of payoffs system for inducing recipient countries' efforts, and institutionalization of reliable threat. It would contribute to develop the theoretical model of ODA analysis and create effective outcomes of ODA in the field of ports.

Review of China's National Earthquake Governance and Role-Sharing (중국 국가 지진 거버넌스 및 역할분담 고찰)

  • This study was carried out to understand China's earthquake governance and role-sharing, and to strategically use it for research cooperation in related fields with China. The characteristics of China's national earthquake governance and role-sharing are detailed in this study. First, unlike Korea, China's geoscience and earthquake research fields are separate, and are clearly distinguished from other fields of science and technology. They hold a higher status compared to other fields in China. Second, China's provincial earthquake agencies simultaneously carry out related tasks under the dual supervisory management system of the central and provincial governments. Third, the China Earthquake Administration (CEA) has the authority to do research and development, manpower training, and degree conferment, which are centered on directly affiliated institutions. Fourth, China carries out similar functions in directly affiliated institutions of the CEA and the China Geological Survey (CGS), and affiliated institutions of the Chinese Academy of Sciences (CAS), respectively. Fifth, the CEA is continuously expanding the seismic observation network that connects the vast land of the country. Sixth, China is considered to have detailed structures of earthquake-related laws and regulations. Given China's earthquake governance and role-sharing, it is considered that the possibility of success in research cooperation is high if Korea first determines whether it is under the jurisdiction of the CGS, CEA, and CAS, depending on the specific field.

  • The purpose of this study is to investigate the perceptions of the organizations in the fields of academics, arts, humanities, and music in Korea on the International Standard Name Identifier (ISNI) which is developed by International Standard Organization (ISO) for assuring the public identities of creators, contributors, and producers to contents in the fields. National Library of Korea (NLK), one of the official registration agencies of ISNI in Korea, launched a consortium, ISNI-Korea, with various organizations in the fields to promote the ISNI registration and application. In this study, focused group interviews were carried out with participants from a total of 13 organizations; these organizations were divided into three groups by the progress on collaboration with NLK at the ISNI-Korea consortium. The current status of the personnel or membership information management by organizations, their expectations and barriers for using ISNI, and the ISNI application to the fields have been discussed intensively during the interviews. Findings from this study could benefit NLK to develop the strategies to promote ISNI in the fields. This study also proposed follow-up studies to enhance the use of ISNI in Korea.

  • 최근 정부의 신북방정책 추진에 따라 수자원분야에서는 동북아지역 국제 공유하천을 중심의 물 정보 및 연구협력 기회 확보와 지정학적 특성을 고려한 지역 현안해결 중심의 연구가 재조명 되고 있다. 두만강은 이러한 동북아의 중심에 위치하고 있으며, 중국, 북한, 러이사의 국경을 따라 흐르며 지역 수자원의 대부분을 공급하는 국제하천이다. 또한, 지난 2018년 5월에는 하구유역이 람사르(Ramsar) 습지로 승인됨에 따라 철새 등을 포함한 생태가치의 중요성도 크게 증가하였다. 하지만 이 지역은 유역의 지정학적 민감성과 접근이 제한된 관측 정보들로 인해 그 수자원·환경 효용성을 정확하게 파악할 수 없을 뿐만 아니라, 최근 기후변화에 따른 영향으로 홍수, 가뭄 등의 수재해와 수질오염 등의 문제가 발생하고 있어 가용한 기술기반의 직·간접적 접근을 통한 장기수문 및 환경변화 등에 대한 분석과 관리방안 수립 등의 연구가 필요하다. 본 연구에서는 이러한 미계측 두만강 유역을 대상으로 우선, 가용한 위성자료 및 광역지표모형(MERRA-2) 기반 NASA POWER(Prediction of Worldwide Energy Resource) 수문기상 자료와 SWAT(Soil and Water Assessment Tool) 모형을 활용하여 장기 수문영향을 평가하고자 한다. SWAT 모형은 전 지구적으로 활용 가능한 격자 해상도 약 30m의 위성기반 수치표고모형(DEM), 광역 토양도, 지역 토지이용도 자료를 활용하여 두만강 유역을 전체 19개 소유역 및 18개 하도, 138개 HRUs의 수문분석 단위로 구축하였으며, 모의는 미국 NOAA NCDC(National Climate Data Center) 및 중국 CMDC(China Meteorological Data Service Center)의 주요 관측지점에서 선별한 총 13개소의 위치에 대해 재분석된 기후/기상자료들(NASA POWER 강수, 기온, 풍속, 상대습도 및 일사량)을 적용, 1990년에서 2019년까지의 30개년도 연속자료를 구축활용 하였다. 한편, 모형의 검·보정은 앞서 언급한 관측 자료의 부재로 과거 문헌 등을 통해 파악할 수 있는 연 단위 수자원 총량 등을 활용해 진행코자한다. 아울러, 향후는 최근 활용 가능한 장기 위성관측 강수량을 적용, 재분석 자료 결과와의 비교를 통해 상호 분석 오류를 줄여나갈 수 있을 것으로도 판단된다.
