  • In a warehouse, because there exist frequent changes of stock status and the quality of some contents are influenced by the environment such as temperature, fast and accurate management of the warehouse's environment is very important for Warehouse Management Systems. However, due to the absence of a unified standard for the communication protocol between RFID nodes and centralized MAC schemes for RFID communications in previous studies have severe problems. Therefore, in this paper, we propose a WiMedia MAC based RFID cooperative relay transmission scheme for warehouse management system applications.

  • Faced with the internationalization of capital markets, Korea needs to protect its investors and markets by applying the relevant laws extraterritorially. The Financial Investment Services and Capital Markets Act ("Capital Markets Act") explicitly introduced a new provision recognizing the extraterritoriality of the Act. While Article 2 of the Capital Markets Act comprehensively provides for prescriptive extraterritorial jurisdiction, the enactment of extraterritoriality alone does not guarantee that the Act will apply to cross-border transactions effectively. The effective extraterritorial application of an act is inseparable from the adjudicative and enforcement jurisdiction of the act. Specifically, active investigations and detections by the public regulators might be the first step for enforcing the Capital Markets Act. Unlike domestic regulations, however, multinational enforcement actions outside a regulator's home country becomes more problematic because of various obstacles. This Article examines difficulties which domestic regulators may confront in enforcing the Capital Markets Act extraterritorially and makes several recommendations for more effective multinational enforcement as follows. First, the Korean regulators should continue to foster cooperation through the IOSCO and provide international markets with the information and tools necessary for successful regulation of cross-border transactions. Second, the principle of dual criminality should be applied in a modified form for the effective mutual legal assistance in criminal matters. Third, there should be a legal device for the domestic regulator to freeze foreign wrongdoer's assets located outside Korea to repatriate those assets for distribution to defrauded investors in Korea.

  • Voice Phishing finds out personal information illegally using electrification and it is confidence game that withdraw deposit on the basis of this. It appeared by new social problem as damage instances increase rapidly. Target of the damage is invading indiscriminately to good civilian and is crime that commit by foreigners such as a most Chinese, Formosan. Voice Phishing can be crime type of new form in terms of criminal practice is achieved in the foreign countries. Therefore, this study wishes to analyze present occurrence actual conditions and example, and search effective confrontation plan regarding Voice Phishing. Voice Phishing criminal offense is growing as crime is not eradicated in spite of continuous public relations and control, and technique is diversified and specializes preferably. Hereafter, confrontation plan about problem may have to be readied in banking communication investigation to eradicate Voice Phishing. Also, polices control activity may have to be reinforce through quick investigation's practice and development of investigation technique, and relevant government ministry and international mutual assistance cooperation such as the Interpol should be reinforced because is shown international crime personality.

A Study on Beijing-Tianjin-Hebei Integration Strategy of China (중국 징진지(京津冀) 일체화전략의 현황과 과제)

  • Recently China's economy has been entered a new normal state with mid-speed growth. Along with the new normal state, Chinese government presented new development strategies. Among them, Beijing-Tianjin-Hebei Integration Strategy(BTH) has become the primary policy on the list of national economic development plan, and the BTH is expected to be the new model of regional development in China. With this background, this article firstly explains the concept and development process of the BTH, secondly presents the state of regional economies, lastly introduces some challenges ahead in the process of the BTH. The challenges, including industry structure adjustment problem, poverty belt in Hebei, environment problem and the distribution of functions of Beijing as a capital, are difficult to solve in a short period. It is needed more cooperative measures between central and local governments to cope with the challenges.

  • The pilot GOBT program was carried out from November 17th - December 17th 2021 at KIMFT; self-isolation for 10 days, Basic Safety Training(BST) for 5 days and 2 weeks of on-board training(OBT) were conducted during the period. Total 20 cadets from 5 different Countries were participated under the financial support of IMO ITCP and Korean ODA program. The program aims to provide capacity-building courses focusing on on-board training and assisting future maritime officers in meeting the minimum standard of seagoing experience in accordance with the STCW Convention. In the meantime, the program itself can serve as a platform to share best practices of how the training including the curriculum can be organized on specialized training vessels. The questionnaire survey was carried out to evaluate the GOBT program, and the overall average score was 96.4 points which seems that the cadets were very satisfied with the Global On-Board Training program provided by KIMFT in 2021.

진공 측정 기술 개발 동향

  • 이번 성원에드워드 학술상 수상자 선정은, 진공기술의 중요성에 공감하고 진공기술 발전을 위한 노력을 독려하자는 진공학회 회원들의 의견을 모아주신 결과로 생각한다. 본 발표에서는 그동안 한국표준과학연구원에서 수행해 온 진공 기술 연구 및 산학연 협력 네트워크 활동을 소개하고자 한다. 진공기술은 진공 환경을 발생시키고 측정 제어하며, 만들어진 진공 환경 안에서 원하는 작업을 할 수 있도록 하는 기술을 말한다. 우리나라의 주력산업인 반도체 및 디스플레이의 경우 그 생산 설비의 1/3이상이 진공 장비이며 진공 공정을 통해 만들어진다. 때문에 우리나라에서는 주력 산업분야나 그 전후방 산업의 경쟁력 강화 측면에서 진공기술 개발 중요성이 아주 크다. 한국표준과학연구원은 국가 대표 측정 기관으로 국가 측정 표준을 확립하고 측정관련 과학기술을 연구개발하며 그 성과를 보급하여 경제발전과 과학기술발전, 그리고 삶의 질 향상에 기여하는 것을 임무로 하고 있다. 우리나라에서 진공 측정 표준에 대한 연구가 본격적으로 시작된 것은 1984년으로 불용 장비로 불하받은 펌프와 챔버, 그리고 차관으로 도입된 Capacitance Diaphragm Gauge 몇 개만으로 시작되었다. 지금은 발전을 거듭하여 초음파 간섭 수은주 압력계를 비롯하여 정적 팽창시스템, 동적 팽창 시스템 등 진공도 범위별 국가 표준기와 리크 표준기를 자체 개발 하여 국가 측정 표준을 확립하고 있다. 우리나라의 진공 표준 및 측정 능력은 국제기구인BIPM에서 실시하는 국가 측정능력 비교시험을 통해 세계 최고 수준으로 인정 받은 바 있으며 교정검사 등을 통해 산학연에 보급되고 있다. 진공 측정 및 표준기술을 토대로, 1999년부터 과학기술부와 산업자원부의 지원을 받아 산학연이 필요로 하는 펌프 계측기 부품 소재 및 공정 특성을 평가하기 위한 장치와 절차를 개발하였다. 이를 이용해 보급되는 기술 data는 진공부품 및 장비 국산화, 국산제품 신뢰성 제고, 검증부품 사용을 통한 장비 품질 향상, 독자적 장비 기술 확보, 생산품 품질관리 등에 쓰이고 있다. 한국 표준연구원 진공센터의 교정 및 시험 능력은 ISO 9001 인증 획득과 국제 전문가의 review를 거쳐, 국제기구 측정능력표에 등재되어 있어 국제적 신뢰도도 확보하고 있다. 정기적인 진공기술 교류회를 개최하고 진공기술 홈페이지를 운영 하는 등 산학연 정보 교류 및 협력 네트워킹 활성화를 위해 노력한 바 있으며 이 분야의 연구 성과는 '국가 우수 연구성과 100선'에 선정된 바 있고, 산업자원부 지정 '산학연 연계 우수사례' 첫 번째로 선정되기도 하였다. 2008년부터는 진공기술 교류회 등을 통한 네트워킹 활동으로 도출된 기술 수요에 따라 대기업과 중소기업 학교 연구소들과 함께 진공공정 실시간 측정 진단 기술과 센서 개발 연구, 그리고 이들 개발품의 신뢰성 검증 및 평가 기술 개발을 위해 노력하고 있다.

Human Rights-based Approach toward International Development Cooperation and Canada's ODA Accountability Act (국제개발협력의 인권적 접근과 캐나다 ODA책무법)

  • Canada became the first OECD/DAC member state that legislated the ODA Accountability Act in 2008, which prescribe Canada ODA policies to meet the guidelines and norms of international human rights while other OECD/DAC member states was just emphasizing the importance of abiding by the international human rights norms. Paying attention to the Canadian case, this article critically examines under what structural environments and process this Act was passed. This article argues that the legislation of the ODA Accountability Act is closely related with Canada's international position as middle power and diplomatic strategies. Bring up the human security issues as a niche market, Canada demonstrates the characteristics of middle power state by emphasizing human rights agenda as new foreign policy strategies. Reflecting on the negative outcomes from neoliberal aid policy of structural adjustment and promoting the new aid norms in post cold war era would also help foster the enabling environment for the value-oriented aid policies and enactment of the Accountability Act. Civil society organizations were also playing catalyst role in constructing Canada's state identity of human rights defender.

A Study Related on Relationship between New Terrorism's and Security Strategy for Korea (뉴테러리즘의 민간시큐리티 연계와 발전방안)

  • Conclusion is like below. First, as a private security area's mutual relationship and development device, it is necessary to bring up corresponding-terror expert. Second, a privatized corresponding-terror research center is necessary. Third, the importance of privatization's role for the corresponding-terror prevention law establishment. It is considered that a diversified examination research that can minimize a violation of human rights by bringing up various corresponding-terror expert, paradigm shift of workers related security area, and construct corresponding- terror education equipment as well as education content, it is not a special group's authority, should be continued by a following research. Academical area of terrorism's construction is necessary. You need to approach by private initiatively boldly with the academic world as an active mutual cooperation politically, culturally, socially, internationally, etc, rather than developing national institute initiatively. Also, in a following research, an academical research about a correlation of crime, war, terror should be done deeply, variously. It is necessary to establish an academic foundation of terror study.

The Current Status of the Discussions on International Norms Related to Space Activities in the UN COPUOS Legal Subcommittee (우주활동 국제규범에 관한 유엔 우주평화적이용위원회 법률소위원회의 최근 논의 현황)

  • The UN COPUOS was established in 1959 as a permanent committee of the UN General Assembly with the aims to promote international cooperation in peaceful uses of outer space, to formulate space-related programmes within the UN, to encourage research and dissemination of information on space, and to study legal problems arising from the outer space activities. Its members have been enlarged from 24 members in 1959 to 76 in 2014. The Legal Subcommittee, which has been established under COPUOS in 1962 to deal with legal problems associated with space activities, through its first three decades of work has set up a framework of international space law: the five treaties and agreements - namely the Outer Space Treaty, Rescue Agreement, Liability Convention, Registration Convention, Moon Agreement - and the five declarations and legal principles. However, some sceptical views on this legal framework has been expressed, concerning the applicability of existing international space law to practical issues and new kinds of emerging space activities. UNISPACE III, which took place in 1999, served as a momentum to revitalize the discussions of the legal issues faced by the international community in outer space activities. The agenda of the Legal Subcommittee is currently structured into three categories: regular items, single issue/items, and items considered under a multi-year workplan. The regular items, which deal with basic legal issues, include definition and delimitation of outer space, status and application of the five UN treaties on outer space, and national legislation relevant to the peaceful exploration and use of outer space. The single issues/items, which are decided upon the preceding year, are discussed only for one year in the plenary unless renewed. They include items related to the use of nuclear power sources in outer space and to the space debris mitigation. The agenda items considered under a multi-year work plan are discussed in working group. Items under this category deal with non-legally binding UN instruments on outer space and international mechanism for cooperation. In recent years, the Subcommittee has made some progress on agenda items related to nuclear power sources, space debris, and international cooperation by means of establishing non-legally binding instruments, or soft law. The Republic of Korea became the member state of COPUOS in 2001, after rotating seats every two years with Cuba and Peru since 1994. Korea's joining of COPUOS seems to be late, in considering that some countries with hardly any space activity, such Chad, Sierra Leone, Kenya, Lebanon, Cameroon, joined COPUOS as early as 1960s and 1970s and contributed to the drafting of the aforementioned treaties, declarations, and legal principles. Given the difficulties to conclude a treaty and un urgency to regulate newly emerging space activities, Legal Subcommittee now focuses its effort on developing soft law such as resolutions and guideline to be adopted by UN General Assembly. In order to have its own practices reflected in the international practices, one of the constituent elements of international customary law, Korea should analyse its technical capability, policy, and law related to outer space activities and participate actively in the formation process of the soft law.
