세계는 글로벌화로 인하여 자유무역 시대로 진입하였고 교역 자유화에 따라 기업은 경쟁력 확보와 시장 확대를 위해 생산체계의 지리적 분산 및 확대를 진행하였다. 동붕아 지역 역내에서도 주로 중간재를 교역하고 최종재를 타 권역으로 수출하는 구조로 수직적 국제분업화가 이루어지고 있다. 특히 한중간 전기전자산업 국제분업화는 높은 수준으로 이루어지고 있어 이에 따른 파급효과는 상당할 것으로 보여진다. 본 연구는 한중간 전기전자산업 국제분업화에 영향을 미치는 요인에 관한 연구를 진행하였다.

가상수의 흐름을 보다 가시적으로 파악하기 위하여 대두된 개념이 물발자국(water footprint)이다. 이는 흔히 사용되고 있는 생태발자국(ecological footprint)이나 탄소발자국(carbon footprint)에 착안하여 도입된 개념으로 한 국가의 물발자국은 직 간접적으로 물건이나 재화를 생산하는데 국민이 소비하는 물의 총량으로 정의된다. 물발자국을 내적/외적으로 단순히 구분하여 산정하는 방식이 진화하여 1단위의 생산에서 유통 및 서비스까지 확대하여 그 전 과정을 모두 포함하는 물발자국 산정방식이 도입된 것은 최근의 일이다. 직접적인 물사용과 간접적인 물사용을 구분하여 물발자국을 산정하고, 그 위에 물의 성질에 따라 green water, blue water, 그리고 grey water로 각각 개념을 상세화하여 물발자국을 산정하는 방안이 도입되었다. 2009년 물발자국 산정의 표준화를 위한 스위스의 제안이 ISO에 제출되었고, 각 국가들에 의한 투표가 진행되어 2010년 물발자국 국제표준안이 채택되었다. 본 연구는 이러한 국제기구에 의한 일련의 국제표준화 작업을 대상으로 진행되었다. 2014년 ISO/TC 207 국제총회가 개최되어 환경경영시스템(SC1), 환경감사(SC2), 환경 라벨링(SC3), 환경성과평가(SC4), 전과정평가(SC5), 온실가스관리(SC7)의 6개 분과위원회(Sub-Committees)가 구성되어 세부논의가 진행되었으며, 이러한 과정을 분석함으로서 물발자국 국제표준(ISO 14046)과 향후 우리나라의 대응방안을 고찰하였다. 물발자국 국제표준(ISO 14046) 제정을 통해 물발자국의 필요성 및 중요성에 대한 국가 간 합의는 도출되었으나, 적용시기 및 세부적인 방법론 등에 대한 이견이 여전히 존재하고 있다. ISO 14046의 실질적 적용에 필요한 세부사항과 관련된 기술보고서 작업초안(WD 14073)은 작업반(SC5/WG8)에서 진행되고 있다. 그러나 물발자국 국제표준이 국가 간 무역장벽이나 특정국의 진입을 막는 수단으로 사용될 수 있는 점 등 실질적으로 국제표준의 도입에 따른 문제점 역시 존재한다. 본 연구에서 제시된 국제표준의 도입 방안을 통하여 가상수무역의 국제적 선점효과를 기대함과 동시에 수자원의 유효한 활용을 기대할 수 있을 것이다.

The international mobile roaming service has been provided for more than one decade, but high price of international mobile roaming service, which is represented as 'bill shock' is still of major concern in lots of countries including Korea. With understanding of the given price issues, the international organizations, such as OECD, EU, WTO, ITU have been conducting extensive analyses and studies to find suitable solutions and appropriate measures. In the case of EU regulate the international roaming charges and implement the regulation policy. OECD do not have a compelling regulation on roaming charges, but OECD request to member state to find the reasons of high roaming charges and its solution. WTO Council for Trade in Services is reviewing the international mobile roaming in terms of whether impede international trade in services. The purpose of this study is to review many different approaches in international organizations related to reducing international roaming service charges, to drive some regulatory policy directions for reducing roaming charges.

정보보호 분야의 국제표준화는 기술들의 특성 및 사용자들의 관점 등을 고려하여, 다양한 국제표준화기구에서 국제표준 개발 및 관련 연구가 이루어지고 있다. 즉, ITU-T SG17에서는 전기통신(Telecommunication) 관점에서 통신망에 적용 가능한 응용기술들에 대한 국제표준화가 추진되고 있으며, ISO/IEC JTC1/SC27(정보보호), SC37(바이오인식)에서는 정보보호 원천기술들에 대한 국제표준화를 다루며, IETF Security Area에서는 인터넷 서비스의 품질 보장 및 향상된 인터넷 환경 구축을 위한 산업체 중심의 사실표준을 추진하고 있다. 또한, 유럽 및 아시아 지역에서 국가 간에 정보통신 표준화와 국제표준화 기구들에 대한 공동 대응을 위한 ETSI, ASTAP, OASIS 등에서도 정보보호 표준화 활동들이 이루어지고 있다. 본 논문에서는 정보보호 분야의 대표적인 국제표준화 기구들의 현황 및 주요 이슈, 주요 국가별 추진체계들에 대해 소개하여, 향후 국내에서 국제표준화기구에 활동하고자 하는 전문가들에 유용한 정보를 제공하고자 한다.

기후변화, 석유자원 고갈 우려 등으로 인하여 그린에너지기술 개발에 대한 중요성은 크게 증가하고 있다. 그 가운데, 글로벌화된 경쟁구도 확대와 급속한 기술개발 속도로 인하여 국가간 또는 기업간 기술 개발 경쟁은 더욱 심해지고 있다. 이러한 상황하에서 그린에너지기술 개발을 위한 국제협력의 중요성은 더욱 증가하고 있다. 이에 각 국은 제도적, 경제적 지원을 통한 그린에너지기술 개발 및 국제협력을 적극 지원하고 있다. 그러나 우리나라의 경우 에너지기술 관련 R&D 예산 중 국제공동연구 비중은 0.6%로 선진국에 비해 지원 규모가 부족한 실정이며, 그린에너지기술 국제협력을 위한 기초 정보 역시 부족한 상황이다. 따라서 본 연구에서는 그린에너지기술 분야의 국외 선도 업체 및 기관을 대상으로 기술수준 및 협력의향을 조사하여 대외협력 맵을 구축하였다. 우선 '그린에너지 전략로드맵'상의 15대 기술 분류에서 상세 분석을 위한 주요 에너지기술을 선정하고 기술별 하위 전략품목별로 현황 조사를 실시하였다. 국내 전문가를 대상으로 1차, 2차 설문을 통하여 국제협력 추천 업체 및 기관, 기술수준을 조사하였으며, 조사된 국외 추천 선도 업체 및 기관을 대상으로 설문을 통하여 협력의향과 협력유형을 조사하였다. 조사된 자료를 통해 기술수준과 협력의향을 기준으로 4가지 유형으로 분류하여 대외협력 맵을 구성하고 구축된 대외협력 맵을 통해 국제협력 추진을 위한 시사점을 도출하였다.

The magnitude and frequency of international disaster recovery aids and supports by the United Nations and other donor countries to least developed countries are increasing due to the emerging risks such as super typhoons and consequently worsened impacts by those disasters. With emergency recovery aids, systems for disaster mitigation and preparedness are also needed to the countries hit by disasters. Through the KOICA programs, the Korean government is trying to establish an effective disaster support system for disaster-hit countries. This study reviews current post-disaster aid systems of various countries and international organizations and proposes improved disaster aid system for the Korean government. The improved system can be used in the assistance of effective and enlarged international recovery activities promoting Korean government's status in the international disaster management society.

International diesel prices play a crucial role in various sectors such as industry, transportation, and energy production, exerting a significant impact on the global economy and international trade. In particular, an increase in international diesel prices can burden consumers and potentially lead to inflation. However, previous studies have primarily focused on gasoline. Therefore, this study aims to propose an international diesel price prediction model. To achieve this goal, we utilize various global economic indicators and train a linear regression model, which is one of the machine learning methodologies. This model clearly identifies the relationship between global economic indicators and international diesel prices while providing highly accurate predictions. It is expected to aid in understanding overall economic trends including market changes.
