The purpose of the study was to understand how the interplay between organizational and national cultures affects the management of IUICs (International University-Industry Collaboration) devoted to technology innovation and transfer. This study presents two examples of IUIC drawn from a qualitative research method, both involving a British university and a Japanese company. The first case illustrates how different organizational practices (organizational culture), which are nested in the national culture (values), raise questions about the role of ethical boundaries in causing misunderstandings and the deterioration of UIC relationships. The second case demonstrates how long-term relationships and extensive interpersonal interactions can play a positive role in IUIC. Practical implications, the limitation of this study and further studies have been discussed.

Korean firms are faced with the necessity of creating new markets in 21st century. Korean economy has witnessed the accelerated growth rate of trade volume during the period from the latter part of 20th century to the early part of 21st century. In recent times, Korean export volumes have been stagnated. For the second take off, Korea has to create a new ASEAN BOP market. In order to penetrate into the ASEAN BOP Market, it is necessary for exporting firms to have a partnership with ASEAN countries via ODA. In particular, Public-Private Partnership(PPP) might be seen as an effective tool to access the BOP market in ASEAN region. The international development cooperation based on PPP will establish the humanitarian values as well as economic values through the combined effort of government and business enterprises. This study suggests four kinds of business model to have a mutual cooperation between Korean firms and ASEAN markets.

Official Development Assistance(ODA) Project is initiated to assist a developing country economically and to promote its welfare. Support on training and information system development are the primary elements in the maritime safety field. The maritime safety information system(MSIS) of ODA projects deals with maritime safety information of developing nations and ensures an inter-operability between other systems. Therefore, it is required to develop MSIS based on the Universal Hydrographic Data Model(UHDM) of International Hydrographic Organization(IHO). In this paper, we have analyzed the current status and operational process of UHDM established by IHO. Oil spill response system was selected as an example of MSIS project and, also, considered the application results to the maritime safety field of UHDM.

현재의 인터넷 기술들은 수십 년 전에 설계된 구조와 프로토콜을 근간으로 점점 늘어나는 사용자들의 요구를 충족시키기 위해 부분적으로 개선하는 방식으로 진행되어왔다. 향후 $1{\sim}20$년 뒤의 미래를 고려한다면 현재 인터넷의 약점들을 극복하는 혁신적인 방식으로 미래 인터넷 구조와 프로토콜들을 재설계할 필요가 있다. 이러한 미래인터넷 기술에 대한 연구는 미국, 유럽, 일본 등 국제적으로 본격적인 활동에 돌입하였으며 국내에서도 2007년 정보통신부 신성장동력사업의 일환으로 미래인터넷 핵심기술 연구 사업이 선정되어 연구기획, 원천기술연구, 표준화 분야 등에서 국제 협력 및 한국의 미래인터넷 연구를 이끌어 나가고 있다. 국제적으로 경쟁력을 가지는 미래인터넷 연구를 위해서는 국제 협력을 기반으로 지속적인 지원 및 실험환경 구축이 필수적이며 미래인터넷 연구 인력의 양성이 뒷받침되어야만 할 것이다.

This Research Paper was based on practical method to examine a subjectivity of ODA experts' images. It was used Q-methodology to solve the research problems. I found 4 types of images out throughout the process totally. The perception patterns came out in the research were divided into 4 types in Q-methodology. The results is following ; Those are separated 4 types like Type 1(called operationally individual type), Type 2(arbitrary type), Type 3(mellow type), Type 4(onlooking type). These types consist of each elements to evaluate ODA experts from the people minds. Therefore, This study give us one way to take an assessment of ODA projects. The results reveal that korean ODA policy more has to depend on the scientific evaluation of the person participated in each projects. And the findings demonstrate good questions in comparing with trends of ODA distributors of international development cooperation such as OECD/DAC.

The purpose of this study was to develop a curriculum for international social workers. Due to the changed circumstances of social welfare agencies, the demand for international social welfare and the need for suitable training for social welfare education agencies has increased. This study explored the job competency of international social welfare and suggested a competency-based curriculum for international social welfare. Researchers analyzed the social welfare NCS, social welfare curriculum and job of international development cooperation agencies and presented a combined curriculum for international development cooperation and social welfare. 최근 들어 미국, 유럽, 인도 등과의 FTA체결 등을 통해서 대한민국의 경제시장이 날로 증가해가고 있으며, 이제 해외와의 협력은 우리에게 선택이 아닌 필수가 되어가고 있다. 얼마 전 한 신문에 국내기업과 일본기업의 경쟁력을 비교하는 흥미로운 기사가 소개되었다. 이 신문에서는 국내기업들이 한정된 내수시장을 극복하기 위해 해외로 적극적으로 진출하였기 때문에 우수한 경쟁력을 확보하였으며, 반면 일본기업의 경우 안정된 내수시장이 오히려 해외로 진출할 기회를 가로막아 스스로와 경쟁력을 감퇴시켰다고 분석하였다. 이러한 사례는 우리 대학들에 시사하는 바가 크다. 우리 대학들의 주요한 연구성과라 할 수 있는 논문의 경우 이공계를 보면 대다수의 논문이 이미 해외의 각종 유명 학술지에 게재되고 있다. 특히 우수한 연구성과의 산물이라 할 수 있는 SCI논문의 경우 2008년기준으로 경제규모에 걸맞은 세계 12위에 랭크되어 있다. 또한 특허의 경우 이미 세계 4위의 출원대국이다. 이러한 성과로 인하여 국제공개어에 한글이 채택되는 성과까지 거두고 있는 상황이다. 또한 MB정부가 들어서면서 매년 R&D연구비를 10%이상 증가시킬 계획에 있으며, 이러한 노력을 통해 연구성과물의 수준도 향상되어 SCIENCE, CELL, NATURE등의 저명학술지 게재가 늘고 있는 등 연구성과가 세계적인 수준으로 접근해가고 있다. 반면에 이러한 성과에도 불구하고 아직 대다수 대학들의 글로벌 산학협력은 미비한 수준이다. 교육분야에 대한 글로벌화는 최근 들어 많은 변화가 이루어지고 있지만, 산학협력부분에 대한 글로벌화는 활성화 되지 못한 것이 현실이다. 그러나 앞으로 해외와의 산학협력은 대학과 연구자에게 선택이 아닌 필수가 될 전망이다. 정부에서는 현재 국제협력 분야의 R&D연구비를 급증시키고 있으며, 우리나라의 기업이 해외로 활발하게 진출하는 상황에서 이제 연구수준도 국내가 아닌 해외에서도 인정받을 수 있는 수준을 요구 받고 있다. 이와 같이 급변하는 상황에서 이제 해외와의 산학협력은 대학과 연구자들에게 새로운 도전이며, 경쟁력을 업그레이드 할 수 있는 기회로 다가오고 있다. 이에 최근 한양대학교의 해외와 기술이전, 사업화, 공동연구, R&D센터유치와 관련된 산학협력 사례 소개를 통해 우리나라 대학의 산학협력을 업그레이드하는 방향을 모색해 보고자 한다.

For a successful international technical cooperation through the government has tried many alternatives. However, international technical cooperation through international exhibitions Activation did not occur yet in our country. In this paper, accompanied by the Germans in 2009 states "Year of Korea" through the international technical cooperation to enable the policy to run the case study suggests implications for the government to find us through the aims of the study. For this paper, the researchers direct 20 to 30 April 2009 Hannover Messe, Germany Visit, officials and Interviews were conducted with officials. This paper consists of five chapters is the total. Chapter 2 describes the characteristics for Hannover Messe and Chapter 3 of 2009 "Year of Korea" was through a case study. Chapter 4 Messe Hannover, Germany, examined through the results and outcomes Section 5, we derive policy implications.

The purpose of this study is to find out the policy implications regarding the EU FP and EUREKA which consist of the main parts in the midst of the international technological cooperation with EU region that our government is implementing. This study consists of five chapters in all. The present situations of the international technological cooperation in EU region were investigated in chapter two. Successively, the theoretical background regarding the policy implications for the international technological cooperation in EU region was provided in chapter three. As the theories establishing the bases at this point, there are network and transaction cost theory. The research methods were provided in chapter four, and through the policy case study of our government's international technological cooperation in EU region, the theoretical establishment developed in chapter three was carried out in chapter five. Subsequently, conclusions and suggestions were drawn in chapter six.
