The year 2008 was a hard year for Korea's construction companies. The real estate downturn resulted in halting new construction and stopping existing work, and inflation of global oil prices caused price hikes in rebar and concrete materials. As a solution to reducing the budget, the newly appointed government announced plans to increase low cost bid contracts from 10 billion to 30 billion won. When such economical and political factors negatively impact the construction market, projects based on low cost contracts are the hardest hit. Many problems already inherent in low cost bid contracts become accentuated. Consequently, this provides an opportune time to actually study and analyze the issues in these projects. This paper introduces the findings made from investigating four projects struggling to make ends meet in the year 2008. Results show that flow of cash (i.e., liquidity), or lack thereof, was the root cause which in turn was hampered by failed mechanisms for design changes, material inflation. Attributing cash flow risk to the bottom of the production structure (i.e., small business subcontractors) was also a problem within the industry. Contractors need a better way to prepare against material price fluctuations, and owners need to assist in expediting payment during times of extreme downturn.

To improve cycling performance, the power output of the rider and the sources of resistance (e.g., air resistance, frame stiffness, and cycle mass) must be considered. From a mechanical viewpoint, we consider how the bike frame performance can be increased while decreasing the resistance. First, to improve the competitive ability of a racing track cycle, we should consider the stiffness of the bike frame including the pedal loading and aerodynamic effects when riding. Therefore, we obtained the cross-sectional area of each part of the bike frame and then aimed to minimize the drag force through an aerodynamic parametric study. In addition, the frame should remain safe under the loading applied by the rider. Under the guidelines of the UCI (union Cycliste Internationale) regulations, the bike frame has been evaluated under the proposed loading condition, and we developed a racing track cycle for elite cyclists.

At public elementary schools in areas where multicultural students are concentrated, they have difficulty understanding classes due to their lack of Korean proficiency. Multicultural teaching and learning materials produced by teachers have not been managed or reused and stored individually. To overcome this situation and increase students' learning effect, the study applied digital curation to multicultural teaching and learning materials and suggested to link the materials with a platform that can be stored, used, and shared. The study was based on B Elementary School in A City, a multicultural international innovation school under the Gyeonggi Provincial Office of Education. The process of applying digital curation to multicultural teaching and learning materials was analyzed by collecting, organizing/selecting teaching and learning materials, categorizing subject, classifying subtopic, and linking with platforms. Practical issues and policy suggestions in school settings were also proposed.

서울시 강남구청은 지난12월 대치동에 세워질 구민회관 및 구의회청사신축 현상공모를실시하여 명종합건축(대표:김명화)안을 당선작으로 선정하여 발표하였다. 총27점의 작품이 응모된 이번 현상공모에는 당선작외에 예종합건축(대표:김상경)안이 우수작으로 선정되었으며, 건원국제종합건축(대표:이대형)안이 가작으로 선정되었다. 당선작으로 선정된 명종합건축(안)은 서측의 35m도로를 주 진입로로 하고 부지 앞쪽에 개방된 오픈 스페이스를 구성하여 출입을 자연스럽게 접근토록 하였으며, 주민들의 문화활동과 교육,복지를 위한 구민회관을 저층부에 두고 고층부에는 구의회를 위치토록 분리계획하여 동선과 기능의 명확성이 우수한 평가를 받았다. 본지에서는 당선작과 우수작 및 가작을 게재코자 한다.

A deserted town once vibrant with active commercial activities around a railroad station now tries to find a way to escape from depression and revive its life with a renewed civic pride. An open space adjacent to the Main Street, the commercial district of Buzzards Bay, Massachusetts, is waiting to be transformed and reconfigured to be a new ecological park to boost the economy of the community. Bridge Park is 26-acre land abutting the Cape Cod Canal with a railroad bridge as a backdrop. The existing condition of the site with a small salt marsh, woodland, lawn, and the vestige of old railroad easement along with the proximity to the commercial district poses an interesting question of how to make a medium scaled ecological park within an urban context. This paper examines the winning design proposals for the Bridge Park submitted to the International Design Competition held in April, 2005. Six winning proposals were introduced and discussed in terms of categories related to the trend of contemporary landscape design such as; 1) ecological ordinariness and geometric figures, 2) topography and spatial imagination, 3) minimal programs and open put 4) time and process oriented design, 5) park and economic effects and 6) diagrammatic plan and photo montage. Bridge Park Design Competition confirms the complex characteristics representing the contemporary landscape design overcoming the dichotomy between nature and culture and the 'pastoral ecological design' and 'landscape as an art'. The Park becomes the activating agent for the community rejecting the conventional and passive role as a romantic picturesque landscape. Bridge Park International Design Competition is a meaningful event to test the idea of new ecological urban park, and to fine-tune the trend of the contemporary urban park design.

This study investigates strategies to increase learning efficiency for programming subjects to which flipped learning teaching method is applied targeting non-major students. Design a learner-centered flipped learning-based programming class and get strategies for effective application methods for field application. Also, the purpose is to explore the efficient application of the flipped learning teaching method to the computational thinking subject of liberal arts classes at this university. By applying the flipped learning teaching method, one of the innovative teaching methods, we consider ways to improve the quality of programming subject classes, the efficiency of practical education, and the improvement of learner achievement. The purpose of this study is to design an efficient learning model for software education targeting non-majors by applying various teaching methods and learning design models convergence away from the traditional teaching method.

전염병 정보화사업은 1995년 콜레라의 집단 발병을 계기로 1996년부터 추진되었다. 교통의 발달과 국제교류의 증가는 전염병의 전파와 확산속도가 빨라져 국민건강을 위협하고 있으며 기존의 수작업만으로 정보수집 및 효율적인 전염병관리가 어려워 체계적이고 효율적인 전염병관리를 위하여 국가적 D/B 구축, 전염병관리의 의사결정지원자료 축적의 필요성 제기되었으나 독자적인 망 구축에는 막대한 예산이 들고 망의 운영과 유지관리를 위한 예산과 조직의 한계가 있는 상황에서 콜레라 발생을 계기로 보건복지부 방역과, 국립보건원, 국립서울 검역소, 경기도 6개 보건소 및 경기 및 인천 보건환경연구원을 실험적으로 연계하여 전염병 관리에 필요한 정보의 내용과 흐름, 자료 관리를 위한 기관별, 자치단체별 역할과 기능 등에 관한 개념 정립 둥 전산개발과 함께 제도정비 방안 등이 동시에 수행되었다. 이러한 실험과 연구 결과를 토대로 1998년부터 인터넷을 활용한 전염병의 신고 보고, 전염병관련 자료의 D/B를 통한 전염병의 발생 예측, GIS 등 전염병에 관한 모든 정보를 제공할 수 있는 portal site 구축을 위한 2단계 정보화사업이 정보통신부 지원 하에 시도되었다. 약 2년간의 작업 결과 전염병관리의 전산화 가능성이 확인된 후 전염병예방법을 개정하여 전산 보고의 제도적 틀을 만들고 2000년 8월부터 법정전염병은 전산 보고가 이루어 지고 있다. 일방적이 보고이외 전염병관리의 쌍방화를 위하여 각종 지령/정보의 전파, 각종 통계, 지침, 교육자료, 전염병관련 논문 등을 제공하고 있으며, 상담, 민원접수는 전염병 관련 정보의 전문화와 함께 국민과 호흡할 수 있는 시스템으로 운영될 수 있도록 설계하였다. 그러나 현재 사용하고 있는 WEB EDI가 가진 속도 문제, 응용프로그램의 문제로 신고 보고를 C/S 버전으로 전환하여 사용자의 편리성을 증진하고 있다. 또한 예방접종자료의 전산화를 통한 이상반응 관리, 접종주기 관리, 예방접종으로 관리할 수. 있는 전염병관리(Vaccine preventable disease), 학교에서 발생하는 전염병의 감시 등 전염병 포탈 사이트에 걸맞게 정보 내용을 한층 확대하고 있고 일선의료기관도 활용할 수 있는 시스템으로 발전시키고 있다. 이를 위하여 정보관리과도 신설하였다. 그러나 전염병관리의 전산화는 궁극적으로 전염병 자료의 지역화와 그를 통한 전염병관리의 분권화 및 지방자치화를 이루고자 하는 것이다. 기술적인 측면에서 전산망은 쉽게 만들 수 있으나 전염병관리의 개선과 그 정착은 1-2년간의 전산프로그램개발 작업만으로 달성되기는 어려우며 범국가적인 노력과 더불어 일선보건요원의 교육과 훈련 및 보건소장 등 보건관리자의 전산마인드 개발 등의 작업도 매우 중요할 것으로 사료된다.

This study examines the effects of CBDC(Central Bank Digital Currency) on the Korean economy in the digital currency era and discusses the response strategies for CBDC. With the review of the definition and the development status of digital currency, we explore the characteristics and current status of CBDC in Korea as well as the possibility for internationalization of CBDC. The result shows that CBDC can reduce credit risk, improve transaction transparency compared to cash, and increases monetary policy capacity. Meanwhile, the credit and intermediary function of financial institutions may be weakened, and side effects such as financial alienation may occur. Nevertheless, as the issuance of CBDC is an important opportunity to enhance the possibility of internationalization of Korean Won, preemptive measures are required to keep pace with the competition and cooperation with each country toward the digital key currency. We need to accelerate the digital financial environment through Korea's comparative advantage, and develop a strategy to achieve the internationalization of the financial industry and the Korean Won through CBDC issuance. From the early stage of CBDC designing, it is necessary to achieve international agreements through cooperation with other central banks and to develop policies suitable for the transition to digital currency.

건축문화창달의 구심체로서 건축계 발전과 공익에 이바지하고 건축사 회원의 권익옹호 및 업무개선에 앞장서 온 대한건축사협회는 36년의 오랜 역사가 말해주듯 7천7백여 회원과 산하 16개 시도건축사회와 84개 지역건축사회로 구성된 조직력을 갖춘 전문자역사단체로 당당히 자리매김했다. 그러나 국내 여타 전문자격사단체들과 마찬가지로 지난 경제성장기 동안 제도의 틀 안에서 안정을 누려온 협회에 대해 그 기능과 역할을 재정비해야 한다는 건축계 안팎의 목소리가 점차 높아지고 있으며, 회원들의 요구 또한 적극적이며 다양해지고 있다. 여기에다 장기간 계속된 건축경기의 침체는 건축사사무소들의 경영상태를 크게 악화시켜 회비 수입에만 의존해온 협회의 재정상태를 어렵게 하므로써 향후 협회재정 자립의 필요성이 제기되고 있다. 더욱이 최근 정부의 규제개혁정책에 의해 설계도서신고제가 폐지되는 등 회원들의 의무규정이 상당부분 완화되었으며 또한 임의단체로의 전환과 함께 회원가입이 자유화됨에 따라 협회로서는 회원 결속력 강화와 자생력 확보라는 두 과제를 시급히 해결해야만 하는 상황에 직면해 있다. 특히 WTO에 의한 건축서비스시장 개방이 가속화되고, 이러한 무한경쟁시대에 대비해 정부가 각종 규제완화 정책들을 지속적으로 추진하는 등 앞날에 적지 않은 변화가 불어닥칠 것으로 예상됨에 따라 우리 건축사의 이익과 주장을 대변하는 창구로서의 기능 또한 중요시되고 있다. 따라서 전환기에 선 협회의 발전적 앞날을 위해서는 보다 다각적인 방향에서 그 위상을 재정립하고 또한 국제화ㆍ개방화ㆍ정보화시대에 제 기능과 역할을 다할 수 있는 전문조직으로 거듭나야 할 것이다. 이에 본지에서는 이번 좌담을 통해 협회의 기능과 역할을 재조명해 보고 아울러 사회적 요구에 부응하는 전문자격사단체로서의 위상을 확립해 나가기 위한 다양한 의견을 듣는 자리를 마련하였다.

In this paper, we study learning process mining and analytic technology based on open education platform. A study on mining through personal learning history log data based on an open education platform such as MOOC which is growing in interest recently. This technology is to design and implement a learning process mining framework for discovering and analyzing meaningful learning processes and knowledge from learning history log data. Learning process mining framework technology is a technique for expressing, extracting, analyzing and visualizing the learning process to provide learners with improved learning processes and educational services.
