21세기에 들어서면서 IT기술의 비약적인 발전으로 모든 분야에서 글로벌화가 신속히 추진되고 있다. 더욱이 WTO/TBT협정(무역의 기술적 장벽에 관한 협정)은 '자국의 국가 표준을 제정할 때 국제표준이 있는 경우에는 원칙적으로 국제표준의 채택을 의무화'하여 '선진국은 2005년까지 개발도상국은 2010 년까지 국제표준을 국가표준으로 채택'하게끔 하고 있으며 또한 APEC/CTI 산하의 표준 및 적합성평가소위원회(SCSC : Sub Committee on Standard and Conformance)에서도 회원들의 자국 국가표준을 국제표준과 일치화 할 것을 합의'하여 선진국은 2010년까지 개발도상국은 2020년까지 자국의 표준을 국제표준과 일치화를 완료토록 하였다.(중략)

대전국제축산박람회(KISTOCK 2007 In Daejeon)를 앞두고 부스 신청이 준비수량 대비 초과되면서 축산관련 업체의 열띤 참여로 박람회의 화려한 개막이 기대된다. 추진위원회는 행사 개최에 앞서 지난 7월 24일 서울무역전시장 국제회의실에서 참가 경영체 사전설명회를 가졌고, 설명회에 참석한 업체 관계자들은 방안 및 질문세례로 적극적인 반응을 보였다. 이같은 열띤 호응을 얻고 있는 대전국제축산박람회의 분위기를 개최에 앞서 먼저 전하고자 한다.

As the international trade has been increased, unified worldwide standards are getting more important and necessary. At the TBT(Agreement on Technical Barrier to Trade) of WTO(World Trade Organization) and the CTI meeting of APEC(Asia-Pacific Economic Cooperation), they made an agreement with applying International Standards to National Standards gradually. In addition, ISO (International Organization for Standardization) established the ISO/IEC Guide 21, a guideline for applying International Standards to National Standards. In these environment, Korean Industrial Standards has to be prepared for it. This paper introduce the comparison between Korean Industrial Standards and ISO Standards about the standards of sampling and testing the fresh concrete, based on ISO/IEC Guide 21 by ISO and the Applying guideline by Korean Agency for Technology and Standards, and then discuss the problem about applying them. The overall objective is to establish the applying guideline on construction fields, which is civil and building engineering part(KS F) of Korean Industrial Standards.

Currently the nations which join the WTO shall observe understanding on rules and procedures governing the settlement of disputes in WTO agreement. In addition this agreement provides it will be able to apply dispute settlement mechanism of the WTO. Korea and the United States are accomplishing an important role as the core members of the WTO. Regardless of this, The Korea - US FTA is providing a separate dispute settlement system. This paper pursues a comparative analysis concerning rules and procedures of dispute settlement between The Korea - US FTA and the WTO, and furthermore derives problems from the viewpoint of effectiveness, and suggests alternatives and implications in view of trade policy. I hope this study contributes to setting-up and development of national trade policy and is applied to FTA negotiation hereafter.

WTO 세계무역기구의 발족과 더불어 국가간의 개방과 정책에 따라 건설시장은 물론 사회 전 분야에 걸쳐 새로운 시도가 이루어지고 있다. 건축 관련 부분은 민간사업뿐 아니고 정부 조달시장까지도 개방되어 정부부처나 지방 자치단체에서 구매하는 물품(설계 및 시공 포함)에 외국업체가 참여하고 있는 실정이다. 그러나 건축 설계의 경우 "서비스 무역에 관한 일반 협정"에 의해 원칙적인 기준만 체결되어 있을 뿐 상호인증에 관한 세부사항은 서로의 제도가 동일하거나 합의한 나라를 제외하고는 당사국간의 상이한 제도와 운영체제로 인하여 실용화되고 있지 않고 있다. 국내에서는 지난 4년간 "국가를 상대로 하는 계약에 관한 법률"을 제정하고 건설제도 기획단을 운영하여 시장개방에 대처해 왔으나 국제적인 건축 설계 관련 단체인 UIA와는 의견 교환이 없었다. 특히 상호인증에 따른 기본 요건으로 대두되고 있는 건축교육, 실습 및 훈련, 건축사 자격 등에 대한 우리의 입장을 정리하여 국제적으로 대응할 필요성이 요구되고 있으며 건축설계 관련자들에게 매우 중요한 관심사의 하나로 되어 있다. 따라서 이러한 문제를 논의하기 위해 국제건축가연맹(UIA)에서는 용역실무협의회를 설치하여 이미 2년여에 걸쳐 인정방법에 대한 세부사항을 검토하고 있으며, 올해(6월) 북경 총회에서 상호인정 표준안을 공포할 예정이다. 이와 관련하여 건축3단체(대한건축사협회, 대한건축학회, 한국건축가협회)주관으로 건축사자격 상호인정에 대한 공동 대응책을 논의하고자 건축계와 정부가 함께 참석하여 토론회를 개최한 바 있으며, 또한 본협회 국제위원회에서 한국측을 대표하여 지난 98년 12월에 열린 UIA 용역실무위원회(PPC)에 참석하여 상호인정에 대한 우리측 입장을 개진한 바 있다. 이에 본지에서는 문호 개방에 따른 한국건축의 현안에 대한 현실적이고 구체적인 문제점이 검토되고 아울러 우리 건축계의 입장 정리와 실질적인 의견을 수렴하고자 UIA 국제 표준안 전문에 이어 부록을 정리하여 게재한다.

Recently the ordinances of the Conciliation Committee of Distribution Disputes have been enacted and revised throughout the country. The purposes of the ordinances are to establish and operate the Conciliation Committee of Distribution Dispute. But several problems have been found in the ordinances of the Conciliation Committee of Distribution Disputes. These are the appointment of the chairman of the Conciliation Committee of Distribution Disputes, appointment of the acting chairman of the committee, consolidation of the requests of conciliation, challenge of the committee member. Also, the conciliator must keep in mind the several consideration when the Conciliation Committee of Distribution Disputes render the conciliation. These are the mutual survival between large distributer and small and medium distributer, care of consumer in the region, the growth and development of regional economy.

Since the beginning of 1960s, Korea has been advanced into Africa but we are much too late to extend its business in African Market due to lack of understanding about there. From being the latest Africa is understanding as 'Rising Sun & Post Brics' for Korea. As an advance strategy in Afrcan Market suggest to get international co-operation from ECA, OAU, IFC together with IMF & IBRD etc.

Nowaday typically international commercial transaction, buyer and seller communicate with each other using standard forms. So called "the battle of forms" results from the exchanges of these forms. There are several problems that have to be solved in the battle of the forms. For example, Do the exchanges of the different terms form a contract? What are the contract terms? Which party's terms could apply? etc. Around the world, two basic types of rules are applied to solve the problem as to the battle of forms : last-shot rule and knock-out rule. In 2015, Hague Conference in Private International Law finally approved Hague Principles. The principles deal with the battle of the forms. Also in 2013, CISG Advisory Council adopted the "Black letter rules" to provide an effective way of resolving regarding the inclusion of standard terms under the CISG. This study would try to comprehensively review the battle of forms concerning Hague Principles and CISG. The aim of this study is to propose the most appropriate way to resolve the problem of the battle of forms both parties.

가상수의 흐름을 보다 가시적으로 파악하기 위하여 대두된 개념이 물발자국(water footprint)이다. 이는 흔히 사용되고 있는 생태발자국(ecological footprint)이나 탄소발자국(carbon footprint)에 착안하여 도입된 개념으로 한 국가의 물발자국은 직 간접적으로 물건이나 재화를 생산하는데 국민이 소비하는 물의 총량으로 정의된다. 물발자국을 내적/외적으로 단순히 구분하여 산정하는 방식이 진화하여 1단위의 생산에서 유통 및 서비스까지 확대하여 그 전 과정을 모두 포함하는 물발자국 산정방식이 도입된 것은 최근의 일이다. 직접적인 물사용과 간접적인 물사용을 구분하여 물발자국을 산정하고, 그 위에 물의 성질에 따라 green water, blue water, 그리고 grey water로 각각 개념을 상세화하여 물발자국을 산정하는 방안이 도입되었다. 2009년 물발자국 산정의 표준화를 위한 스위스의 제안이 ISO에 제출되었고, 각 국가들에 의한 투표가 진행되어 2010년 물발자국 국제표준안이 채택되었다. 본 연구는 이러한 국제기구에 의한 일련의 국제표준화 작업을 대상으로 진행되었다. 2014년 ISO/TC 207 국제총회가 개최되어 환경경영시스템(SC1), 환경감사(SC2), 환경 라벨링(SC3), 환경성과평가(SC4), 전과정평가(SC5), 온실가스관리(SC7)의 6개 분과위원회(Sub-Committees)가 구성되어 세부논의가 진행되었으며, 이러한 과정을 분석함으로서 물발자국 국제표준(ISO 14046)과 향후 우리나라의 대응방안을 고찰하였다. 물발자국 국제표준(ISO 14046) 제정을 통해 물발자국의 필요성 및 중요성에 대한 국가 간 합의는 도출되었으나, 적용시기 및 세부적인 방법론 등에 대한 이견이 여전히 존재하고 있다. ISO 14046의 실질적 적용에 필요한 세부사항과 관련된 기술보고서 작업초안(WD 14073)은 작업반(SC5/WG8)에서 진행되고 있다. 그러나 물발자국 국제표준이 국가 간 무역장벽이나 특정국의 진입을 막는 수단으로 사용될 수 있는 점 등 실질적으로 국제표준의 도입에 따른 문제점 역시 존재한다. 본 연구에서 제시된 국제표준의 도입 방안을 통하여 가상수무역의 국제적 선점효과를 기대함과 동시에 수자원의 유효한 활용을 기대할 수 있을 것이다.

1980년 이후 국내 축산업이 전문화, 대형화되면서 정보의 다양화가 이루어졌다. 1991년 개최된 한국양계박람회(KOPOEX)가 그 대표적인 것으로 국내외의 모든 시설과 새로운 정보의 장이 마련 되면서 국내 양계산업 발전에 지대한 영향을 가져왔다. 격년으로 개최되고 있는 대전국제축산박람회(Korea Interntional Livestock Expo, KISTOCK)는 금년 9월 12(수)~14(금) 3일간에 걸쳐 대전국제무역센터에서 개최되면서 국내산업의 발전은 물론 해외 축산업과의 교류의 장을 예고하고 있다. 본회를 비롯한 5개 단체가 공동주최하는 본 박람회는 금년에는 (사)전국한우협회 및 대전국제축산 박람회 추진위원회의 주관으로 이루어져 국내 축산업 발전은 물론 해외투자 진출과 전시제품의 수출 촉진을 꾀할 것으로 기대되고 있다. 이와관련 축산박람회추진위원회는 해외저널리스트들을 초청하여 지난 6월 18~21일 박람회 진행 상황 및 국내 축산기자재산업 시찰을 한 바 있다. 본고는 기자가 이 프로그램에 함께 참여하면서 축산박람회 준비상황을 점검하는 기회를 마련하였다.
