It is well known that international technology transfer(ITT) is relatively more difficult than the domestic technology transfer because of the difference in interest, technology level, culture and other various macro-environmental conditions. This study aims to derive recommendations for ITT of National Science and Technology Information Service(NTIS) of Ministry of Science, ICT and Future Planning(MSIP) by conducting case study of ITT in domestic public information systems. The cases are the national agencies that performed successfully in ITT. The cases are Korea Customs Service(KCS)'s customs administration system(UNI-PASS), Public Procurement Service(PPS)'s Korea On-Line E-Procurement System(KONEPS), and Korean Intellectual Property Office(KIPO). After studying on how the cases proceeded ITT, this paper suggests proper preparation strategies in the view point of information marketing.

Chemical industry, as one of the basis industries of the country, is characterized by converged high-end technology and large scale capital investment. In 2018, the government announced "The Strategy for Chemical Industry Development" with the vision of 'An Upgrade to the Advanced Chemical Industry'. In the meantime, the advanced chemical industry in Korea has been developed not by its own R&D, but by the upgrading of technologies and processes through the technology transfer from developed countries. The method of technology transfer was mainly achieved with international joint ventures (hereafter IJV) linked with technology transferors from developed countries. As it is necessary to grasp the determinants of the technology transfer and their importance to promote the transfers through IJVs, this relative importance analysis study was conducted by using the method of quantifying experts' opinions (AHP) on the determinants of the technology transfer of both parties. As a result of the analysis, in the Hierarchy1(PEST factors), the technology transferees focus on economic factors such as 'profitability of technology transfer' and 'cost efficiency', while technology transferors considered technical factors such as 'operational excellence (abilities to continuously improve technology process)'. In addition, transferors and transferees have different priorities for technology transfer determinants in all areas of Hierarchy 2 (sub-determinants). This suggests that Korean government or enterprise should shift the policy direction toward 'technology-oriented' when they promote advanced-technology transfer through IJVs.

The old sources of competitive edge and value added were land, labor, and capital. In today's knowledge-based economy in the 21st century, technology is attracting attention as a new engine of growth. That paradigm shift of world economy has resulted in the global spread of technology transfer and the gradual increase of trade of intangible goods including patents and know-how as well as tangible goods in international trade. An international license agreement is a representative form of technology transfer. In license agreements, the providers of technology keep their ownership of technology, allow the implementation of technology to the users of technology only for a certain period of time, and receive loyalty as a reward. Economic profit through such technology trade can be realized with the smooth implementation and termination of agreement. International license agreements are different from sales contracts, which represent international business transaction based on mutual obligation, in many aspects in that they target intangible goods of technology and aim for rent for a certain period of time. This study thus set out to examine issues that could be controversial in the main and individual obligation of the parties in international license agreements and provide implications helpful for the prevention of disputes in advance.

21세기에 들어 세계경제는 지식기반경제로 급격히 발전하고 있으며 이에 따라 국가기술혁신의 필요성이 커지고 있다. 급격한 기술발전의 추세와 R&D분야에서의 한정된 자원을 고려하면 선진국과의 기술 격차를 줄이기 위한 기술이전의 활성화는 우리나라의 당면과제라 할 수 있다. 본 고에서는 기술이전의 인프라인 기술이전 정보유통의 국내외 상황과 한국과학기술정보연구원에서 추진중인 국제기술시장에 대한 소개, 그리고 이러한 제반 상황하에서 국내 기술이전 정보유통의 발전적인 대안과 지식정보를 활용하고 지원할 수 있는 기술가치평가 시스템의 개발에 관한 내용을 소개하고자 한다. 정형화된 특허정보와 기술에 의한 제품시장정보를 제공함으로써 기술의 잠재사업이익 추정을 지원하며, 산업특성 및 기술혁신단계를 분석하여 기술기여도를 산출하고, 실물옵션법을 이용하여 최종 기술가치를 산출하는 단계로 개발된 기술가치평가 시스템을 소개하였다.

"지난 9월 22일에서 25일까지 KOEX에서 개최된 '제1회 서울국제데이터베이스 전시회'는 국내에서 처음 개최된 데이터베이스관련 국제전시회였다는 점에서도 여러가지 의미가 있는 행사였다. 그중에서도 행사기간중인 9월 24일 같은 장소에서 열린 '서울 국제데이터베이스 세미나'는 그간 매년 여러번에 걸쳐 준비되어온 'DB산업 육성을 위한 세미나'를 총정리하면서 고도정보화와 국제화를 맞이하는 국내 DB산업이 안고있는 문제점을 정책 및 공공적인 측면, 이용마인드 확산이라는 홍보 혹은 마케팅적인 측면, 개발과 유통의 표준화라는 기술적인 측면, 해외정보 이용과 기술이전이라는 측면 등에서 다각적으로 점검해 보는 귀중한 기회였다. 세미나에서 발표된 4편의 논문을 분야별로 살펴보면, DB산업의 현좌표에 대해서 최동휘 상무(한국PC통신)가 '국내외 DB산업현황'을, 해외정보이용 마인드 고취와 기술이전에 대해 Jeen Videau 부사장(KSD)이 'DB를 활용한 기술이전 방안'을 DB이용마인드 확산을 위한 마케팅 방법에 대해 우동진 실장(한국전자통신연구소)이 '이용자측면에서 본 DB문제점과 해결방안'을, 마지막으로 DB의 표준화에 대해 오해석 교수(숭실대)가 'DB구축과 유통 표준화'를 발표하는 등 각 분야에서 골고루 핵심적인 논문이 제시되었고 아울러 200여명의 참석자들이 이에 대한 열띤 토론을 벌였다. 이에 'DB월드'에서는 세미나에서 발표된 논문들을 지난호(DB구축과 유통표준화)에 이어 차례로 게재합니다.

우리가 크게 의존하고 있는 미국의 기술이전 기피추세는 우리의 방산국제협력을 제약하는 요인이 되고 있는 반면에, 세계적인 군비축소에 따라 세계무기시장에서 선진공급국간의 경쟁심화는 우리에게 유리한 방산협력기회를 제공하고 있습니다. 변화된 국제협력여건하에서 방산국제협력을 효율적으로 추진하기 위해서는, 안보.경제.기술.통상 등의 제 요인을 고려한 협력 국가간 상호 호혜적인 협력의 중요성을 인식하고 중장기적인 방산국제협력 목표와 전략의 수급이 요구됩니다
