정보기기의 사용이 늘면서 한편으로 통신규약 문제가 심각해지고 있다. 정보통신의 국제간은 물론 군내 질서, 그리고 기기 사용에 있어서 필수적인 표준 프로토콜 채택은 국내에서도 당면과제로 대두돼 있다. 최근 이에 따라 전산망 기술기준에 관한 규칙이 준비되고 있으며, 전산망 관련 표준화를 본격 추진하려는 움직임도 일고 있다. 표준화는 제정뿐 아니라 이해하고 받아들여져야 한다. 따라서 정보통신의 국제 표준 프로토콜 동향과 이에 접근하는 각국의 컴퓨터 메이커들의 움직임을 알아본다.

EDI(Electronic Data Interchange)는 기업간에 서로 약속된 format에 의해서 전자적으로 문서를 주고 받을 수 있도록하는 규칙으로 그 성질상 보안서비스의 구현은 필수적이다. 본 고에서는 EDI보안 서비스를 국제 표준과 관련하여 고찰하였다. 먼저 국제 표준을 통신표준과 문서표준으로 나누어 설명한다음, 각 표준에서 EDI 보안 서비스의 개념을 고찰하였다.

국제상사중재를 다루는 중재판정부의 중재인은 당사자들 간의 유효한 합의를 통하여 구속력 있는 중재판정을 행사할 권한을 가진다. 중재계약에 다른 정함이 없는 한 중재인의 판정권에 대한 결정은 중재인 자신이 내린다. 중재인은 중재합의에 의하여 그 권한이 부여된 사건에 대해서만 권한을 갖게 되나, 명시적으로 그 권한에 따라야 하는 사건 외에 당해 사건을 해결하기 위하여 처리하지 않으면 안 될 모든 문제, 즉 당해 사건과 절단될 수 없는 형태로 연계되어 있는 문제 또는 그 부차적인 조건의 문제를 해결하여야 하는 책임을 지게 된다. 중재판정부는 그 자율적인 권한범위를 규율하는 권한을 가지며, 그 권한 속에는 중재합의의 존부 또는 효력에 관한 것도 포함된다. 중재인의 판정권에 이의가 있는 당사자는 법원에 중재계약의 부존재 무효 확인을 청구할 수 있고, 중재판정이 이미 내려진 경우에는 중재판정취소의 소를 제기하거나, 집행판결에서 이의를 제기할 수 있다. 우리 중재법의 입장에서 국제중재판정의 판정기준에 대해 는 중재판정부는 당사자들이 지정한 법에 따라 중재판정을 내려야 하며, 특정 국가의 법 또는 법체계가 지정된 경우에 달리 명시되지 아니하는 한 그 국가의 국제사법이 아닌 분쟁의 실체법을 지정한 것으로 보고 있다. 국제중재의 법적 안정성, 예측가능성의 관점에서 실정법을 그 판단의 규준으로 삼는다. 한국의 국제중재의 특성은 국제성 중립성, 보편성을 보장받는 점이다. 중재인 구성원은 세계 각국의 국적을 가진 전문 중재인들이 참가하고 있다. 중재절차에 있어서도 중재인은 실체법이나 절차법, 또는 법률의 상충에 관계없이 어느 특정법률을 적용하도록 강요받지 않고 각각의 경우에 가장 적합한 법률에 따르며 중재판정부의 진행절차는 국제중재규칙에 의해 규율된다.

This study is to find the new method for authority control in Korea by surveying status of authority control in university libraries and by analyzing international conceptual model of authority control and VIAF. 2 kinds of survey were done: one is for libraries having authority records and the other is for libraries not having authority records. In survey result, libraries that have authority records want to sustain their own forms of authorized access points and libraries that have no authority records want the rules related to authority and the national cooperative authority control system to be constructed. Based on ICP 2009, FRAD conceptual model, VIAF and this survey result, new authority control is to respect the diversity of forms of the authorized access points. New authority control is to permit authority records that reflect provision for linguistic or cultural environments of each library, confirming to the national cataloging code. Therefore, authorized access points will be displayed according to user preferred forms. For this new authority control, it is needed to make national authority rule, to build the authority records according to library's own rules, and to construct the cooperative authority control system. Also for user preferred authority control, it is needed to describe detailed elements for authority control and relation data between authorized access points, between authorized access points and variant forms. This study could contribute to suggest new authority control that could accept all kinds of authorized access points preferred by nation, libraries, and users.

This study is a part of the serial study on the historical development of cataloging rules in Korea, and focus on 'the period of international standardization'(from 1954 to 1980). In this period, Han-Un Catalog Rules, Dongseo pyeonmoggyujeong(cho), Korean Cataloging Rules 1st ed. and 2nd ed. were published in Korea. This study tries to review the structure and contents of these cataloging rules.

Historical development of cataloging rules in Korea can be divided into the period of traditional single-entry cataloging, the introduction period of western cataloging rules, the period of international standardization, and the period of MARC. This study tries to review catalog organization relating to catalog structure and choice of headings, and rules for description relating to idenhfymg items from the period of traditional single-entry cataloging to the introduction period of western cataloging rules in Korea.

This research intends to provide a basis which will lay the foundation of Cataloguing Rules for computer files by comparing the current cataloguing rules. Towards this goal, I researched both the major characteristics and various kinds of computer files. Secondly, I compared and analyzed the AACR2R and the ISBN(ER), which constitute the root and the trunk of cataloguing rules for computer no from a source of information to note area in the ISBD. This study finally examined the development process of cataloguing rules as well as the content of change in computer files.

This is the survey on the actual condition about the managing of headings in library cataloging. KCR4, the standard rules for the library cataloging in Korea, has no rules for the main entry headings and uniform headings. But the cataloging records are not standardized because a lot of libraries in Korea use the main entry headings and uniform headings yet. A structural revision of KORMARC is required in order that all library follow the rules on the KCR's main entry headings. And the rules for uniform heading used until KCR4's policy about the heading is decided according to international trends are needed.

국제해상충돌예방규칙(COLREGs)에 관한 협약은 해상에서 발생하는 충돌사고를 방지하기 위한 규칙으로 구성되어 있으며, Seaman(선원)의 Qualitative Rule(질적 규칙)과 Ordinary practice(통상적인 관행)에 기초하고 있다. MASS의 출현으로 인하여 질적 규칙과 관행으로 인하여 COLREG를 기반으로 한 항법 해석의 기준의 다름이 발생하였고, 기준의 차이로 인해 충돌 상황에 대한 항법 해석의 모호성문제가 발생하고 있다. 따라서 본 연구는 COLREG의 항법 해석의 모호성을 규명하여 유인과 무인 사이의 충돌회피 상황을 명확히 하는 것을 목적으로 한다. COLREG를 기반으로 한 충돌 상황의 모호성을 식별하기 위해 실제 항해사를 대상으로 충돌 회피 상황에 대한 인식을 조사하고, 정면 및 횡단, 횡단 및 추월 상황을 기반으로 조사 결과를 분석하였다. 분석 결과, 응답자들은 008°에서 마주치는 선박에 대해서 정면 또는 횡단 상황 항법 규칙을 적용해야 하는지, 160°에서 다가오는 선박에 대해서 추월 또는 횡단 상황을 적용해야 하는지에 대해 확신하지 못하는 것으로 나타났다. 이러한 결과는 이러한 모호성의 증가와 함께 충돌회피상황의 수동적 행동보다 능동적인 행동을 취함으로써 선원에 의한 충돌위험을 회피하려는 경향이 더 강해짐을 나타낸다.
