전 세계적으로 기후변화 및 다양한 삶의 패턴이 변화되면서 예상되는 자원의 부족을 해결하기 위한 많은 노력이 진행되고 있다. 특히 범 국가적으로 지속가능한 자원안보 실현을 위한 적정 솔루션을 제공하고 자원의 연계에 따른 효율성과 효과성을 극대화하기 위해 물, 에너지, 식량의 연계를 통한 기술을 개발하고 적용하고 있으나, 아직까지 국가단위의 대규모 사례는 부족하며, Community Scale의 형태로 진행되고 있는 실정이다. 본 논문에서는 국내에서의 물, 에너지, 식량의 연계 기술을 도출하기 위해 국외에서 진행되고 있는 기술에 대한 현황과 효과를 분석하여 국내의 적용방안에 대해 분석하고자 한다. 국외의 사례로는 프랑스 전력공사(EDF)에서는 2000년 초반 기존의 규정대로 물공급을 지속하면 발전에 어려움이 발생하는 것을 인식하여, 주요 농업 관개시설과 물절약협약을 체결하고 물절약에 따른 금전적 보상대책을 마련하였다. 이를 통해 물 절약의 30%는 기존의 관행과 관리방식의 변화에 의해 이루어졌고, 약 70%는 효율적 물 사용기술을 통해 절감효과를 도출하였다. 또한 관개용수와 발전량의 효율적 물사용을 통해 3억2,500만$m^3$에서 2억3,500만$m^3$ 으로의 절감효과를 달성할 수 있었다. 오스틴 수도회사, 텍사스 가수 서비스, 오스틴 에너지 회사 등 텍사스의 3개회사가 상호 협약을 통해 다가구 에너지 및 물효율 프로그램을 개발하고 자원을 효율적으로 관리할 수 있는 주택을 개조하여, 연간 470만 kWh의 전기와 3,785만 리터의 물을 절약하고 있다. 베트남 Red강의 경우 베트남의 근대화 및 산업화를 위해 많은 물과 전기가 필요함에 따라 물사용량을 규제하였고 이로 인해 농작물 재배를 고려하여 장기적이고 다방면적인 전략을 도출하였다. 정유회사 CHEVRON에서는 미국 캘리포니아에서 오일 1배럴을 생산할 때마다 10배럴의 물을 생산하여 오일생산 과정에 이용하며 $182km^2$ 면적의 농장에 농업용수를 공급할 수 있었다. 특히, California 오일 추출과정에서 물과 오일을 분리하고 그 과정에서 발생한 물을 재이용하기 위하여 수처리과정을 통하여 매일 $2,650m^3$의 물 생산하게 되었다. 이러한 외국의 사례들을 바탕으로 하여 국내에서도 다양한 형태의 넥서스 기술을 접목하여 미래에 예측되는 자원 부족을 선제적으로 대응하는 방안을 수립할 때이다.

The web services of the CTLs(Center for Teaching and Learning) of 30 well known Korean and foreign universities have been evaluated in the present study. The CTLs of renowned foreign universities surpass Korean CTLs in terms of manpower. Nevertheless, the web services of the renowned Korean universities' are in no way inferior to those of the foreign CTLs surveyed in the present study. We found some web services to be desired and suggested a more system oriented web service function model.

기후변화, 석유자원 고갈 우려 등으로 인하여 그린에너지기술 개발에 대한 중요성은 크게 증가하고 있다. 그 가운데, 글로벌화된 경쟁구도 확대와 급속한 기술개발 속도로 인하여 국가간 또는 기업간 기술 개발 경쟁은 더욱 심해지고 있다. 이러한 상황하에서 그린에너지기술 개발을 위한 국제협력의 중요성은 더욱 증가하고 있다. 이에 각 국은 제도적, 경제적 지원을 통한 그린에너지기술 개발 및 국제협력을 적극 지원하고 있다. 그러나 우리나라의 경우 에너지기술 관련 R&D 예산 중 국제공동연구 비중은 0.6%로 선진국에 비해 지원 규모가 부족한 실정이며, 그린에너지기술 국제협력을 위한 기초 정보 역시 부족한 상황이다. 따라서 본 연구에서는 그린에너지기술 분야의 국외 선도 업체 및 기관을 대상으로 기술수준 및 협력의향을 조사하여 대외협력 맵을 구축하였다. 우선 '그린에너지 전략로드맵'상의 15대 기술 분류에서 상세 분석을 위한 주요 에너지기술을 선정하고 기술별 하위 전략품목별로 현황 조사를 실시하였다. 국내 전문가를 대상으로 1차, 2차 설문을 통하여 국제협력 추천 업체 및 기관, 기술수준을 조사하였으며, 조사된 국외 추천 선도 업체 및 기관을 대상으로 설문을 통하여 협력의향과 협력유형을 조사하였다. 조사된 자료를 통해 기술수준과 협력의향을 기준으로 4가지 유형으로 분류하여 대외협력 맵을 구성하고 구축된 대외협력 맵을 통해 국제협력 추진을 위한 시사점을 도출하였다.

건전한 물순환체계 구축을 위해서는 물이용, 치수, 하천환경 등 각 분야별 평가뿐만 아니라 수자원 현황을 평가할 수 있는 통합지수 개발이 절실히 요구되고 있다. 외국의 사례에서도 찾아볼 수 있듯이 현재 국외에서는 지표 및 지수개발을 통해 수자원 관련 현황과 정책의 방향성 및 사업의 성과 등을 평가하려는 노력이 지속되고 있다. 또한 국제기구에서는 세계 각국의 관련 자료를 수집, 분석하고 이를 지표 및 지수화하여 각국의 순위를 매김으로써 각 나라의 현주소를 제시하고 있다. 이에 대해 최근 들어 국제기구에서는 우리나라의 물 관련 현황에 대한 자료 및 통계치를 요구하는 사례가 늘어나고 있다. 따라서 우리나라의 수자원 관련 자료를 조사, 수집하고 분석한 올바른 정보를 제공함으로써 보다 합리적인 분석을 수행할 수 있도록 지원해야 한다. 본 연구에서는 국내 수자원 현황과 사업의 효과를 평가하기 위해 물이용의 취약정도를 평가하는 물이용 취약지수와 홍수 위험도를 평가하는 홍수위험지수 및 하천환경 취약정도를 평가하는 하천환경취약지수로 구성된 물행복지수(Water Happiness Index : WHI)를 개발하였다. 개발된 물행복지수를 통해 각 중권역에 대해 지수 값을 산정하여 비교 분석함으로써 수자원 현황을 시 공간적으로 분석하였다. 물행복지수는 여러 가지 기초정보만으로는 판단하기 어려운 수자원 현황 및 변화를 하나의 수치로 판단할 수 있는 척도를 제공할 수 있으며 연도별 분석을 통해 수자원 현황 및 특성 변화를 파악할 수 있어 수자원 관련 정책 수립 시 각 지역의 과거에서부터 현재까지의 연도별 수자원 특성을 반영한 대책을 세우는 데 유용하게 이용될 것으로 판단된다. 또한 국가 수자원 정책과 사업성과에 대한 평가가 가능할 것이며 수자원 정책 수립 지원을 위한 기반 정보를 제공할 것으로 기대된다.

목적 : 국내외 건강도시 네트워크 관련 조직의 운영 현황을 분석함으로서 대한민국 건강도시협의회를 중심으로 한 국내 건강도시 네트워크의 활성화 방안과 지원 방안을 모색하고자 함. 방법 : 국내외 관련 자료의 수집을 위하여 38개 건강도시 담당자를 대상으로 2009년 4월 1일부터 4월 30일까지 1개월간 설문조사 및 담당자 면접조사를 실시함. 조사 결과는 SWOT 분석에 의하여 발전 방향을 제시하고자 함. 결과 : 국내 건강도시 응답률은 82.4%였음. 국내 건강도시는 사업 담당자의 역량 강화를 위한 교육 및 정보 교류를 위한 프로그램을 진행하고 있었고, 건강도시사업계획서를 76.3%가 작성하였음. 건강도시의 규모는 중소도시(시) 31%, 농어촌(군) 22%, 대도시(구) 47%로 조사됨. 건강도시사업 담당부서는 71%가 보건소이었으며, 건강도시업무 전담인력 보유 도시는 19%였음. 건강증진기금을 재원으로 활용하는 도시는 34%에 불과하였음. 국외 현황으로는 브라질에서는 건강도시 관련 석사과정을 운영하고 있었으며, 국가별로 추진 방법이 상이함을 알 수 있었음. 결론 : 우리나라는 2007년도부터 건강도시협의회가 설립되어 운영되고 있고, 정부에서는 2008년도부터 교육훈련 비용 및 전담인력을 지원하고 있었음. 그러나 사업을 추진 중인 자체단체는 아직 예산의 부족과 전담인력의 부족, 그리고, 보건소를 중심으로 한 사업 추진으로 인하여 본 청사와의 갈등 등이 있었음. 향후 건강도시사업을 위한 지침서 개발, 정부의 예산 지원 등이 필요한 것으로 나타났음.

In this paper, we proposed the frequency candidates band for the spectrum sharing through researching and analyzing the current status of the policy and the economic values which is actively conducted on the United States and Europe. To this end, we investigated to the status and problems with the frequency reallocation and arrangement in respond to the current frequency demand. To solve these frequency reallocation and arrangement method problems, we introduce to the concept and current status of policy for the frequency method progress by advanced countries mainly. Also the results of the economic value analysis introduced in terms of the operators. In addition, we proposed the assessment terms and criteria for the selection of frequency candidates band through joint research and analysis results.

Semiochemicals including pheromone are chemicals used in chemical communication of insect. Semiochemicals have been widely used for population monitoring, mass trapping, and mating disruption of insect pest. In this review article, the current status of pheromone research of major forest insect pest in Korea such as Monochamus alternauts, M. saltuarius, Matsucoccus thunbergianae, Platypus koryoensis, Glyphodes perspectalis, Dioryctria abietella, Lymantria dispar, Synanthedon bicingulata, and Naxa seriaria was introduced, and the results were compared with those reported in other countries. Based on the analysis of current pheromone research of forest insect pests, future studies and development direction was suggested.

This research is for analyzing current situations related to u-City world market preoccupation and to suggest effective national strategies based on the analyzing result. It is predicted that u-City world market will grow fast and it is time to prepare effective strategies for u-City world market preoccupation. Therefore, this research reviewed current policies related to u-City world market, conducted a SWOT analysis based on reviewing results, and suggested four different strategies like followings: (1) grasping continuous current situations, (2) connection within/between internal and international network, (3) international development cooperation, and (4) core technology development. This research is conducted based on literature reviews and consultation with experts. And the research result can be used for the u-City comprehensive plan.

In a situation where worldwide free trade between countries has expanded recently, our country is being rapidly pushed FTA agreements with the financial developed countries such as United States, EU. According to the agreement, the user information of foreign financial companies in Korea is expected to be transfered overseas. In this paper, we need to define the scope and the definition about the transfer of information and analyze the relating domestic and foreign laws preparing for Cross Border Financial Information Transfer. Also, we review the expected issues about the transfer of information divided into institutional and technical sectors and arc presented the policy implication such as differentiation of regulatory information, enactment and amendment of Personal Information Protection Law(Draft) and related regulations, ensuring the safety of financial companies, raise the standard guidelines of the transfer of information. We refers to the needs for policy formulation to differentiate our privacy information from financial information to protect the privacy of users. The proposed countermeasures in this paper is expected to be helpful the measures to prepare for other institutions such as banks and supervisory authorities prepare for the future Cross Border Financial Information Transfer according to PTA.

Purpose: The purpose of this study is to present the preemptive prevention and improvement measures for aviation safety management by examining the current status of the aviation industry and the operation system of the aviation safety management system and identifying the shortcomings of the currently operating aviation safety management system. Method: A plan to improve aviation safety management was proposed through an analysis of recent incidents and accidents, current status of domestic laws, and analysis of overseas operating institutions and safety management systems. Result: Through the recent aircraft safety-related incidents, deficiencies of currently operating aviation safety management, and response cases of advanced countries in overseas aviation, improvement points in terms of management systems and laws and preventive aviation safety management plans were derived. Conclusion: The method for improving aviation safety management was presented based on the technique using data, and it should be materialized through additional related research.
