국민건강보험공단에 따르면, 수면 장애를 앓고 있는 사람이 지난 2008년 22만 8,000명에서 2012년 35만 7,000명으로 5년 사이에 약 13만명이 늘었다. 하루 이틀 잠을 설친다고 큰 병이 나는 건 아니나, 당장 피로와 두통을 느끼고 판단력 등 인지능력이 떨어지기 쉽다. 또 매번 밤잠을 설치면 매사에 의욕이 없고, 면역기능이 떨어져 병에 걸릴 확률도 높다. 당뇨나 심혈관질환, 뇌졸중 발생 위험이 폭발적으로 증가하게 된다. '짐이 보약'이라는 얘기를 허투루 들을 수 없는 이유다. 행복하고 개운한 굿~잠, 방법이 없을까.

건강한 식생활이란, 균형잡힌 영양소를 다양한 식품을 통해 골고루, 적절히 섭취함으로써 건강하고 행복한 삶을 영위하는 것을 말한다. 그리나 최근 언론 및 각종 매체에서 생활습관병의 원인이 축산물 섭취와 연관이 있다는 보도가 잇따라 축산물의 섭취 저하와 소비 위축을 초래하기도 하였다. 그러나 이는 축산물을 과잉 섭취할 때 일어나는 문제일 뿐 축산물의 적절한 섭취는 국민들의 건강한 삶을 유지하는데 꼭 필요하다고 할 수 있다. 이에 축산물의 영양적인 측면을 재조명해보고 축산물을 건강하게 섭취할 수 있는 방법에 대해 살펴보고자 한다.

어항-어촌은 단순한 모습그대로의 어항-어촌이 아니다. 국민이 바다와 접하고 해양지향적 사고를 키우는 공간이다. 예술의 전당 못지않은 문화공간이다. 한반도가 일류국가로 성장하기 위해서는 21세기 인류의 새로운 문화를 선도하는 해양지향적 문화의 중심지로 거듭나야 한다. 황해와 동해를 세기의 해양질서-문화의 중심축으로 하고 어촌-어항을 해양기능의 지원공간으로, 문화의 거점으로 개발하는 발상의 전환이 필요하다. 혼이 있는 개발이 요구된다. 그리고 그 속에서 행복을 느끼는 어업인의 가치관, 그것을 지원하는 과학기술적 투자 그리고 개발의 추진이 이루어질때, 새 천년은 가장 아름다운 어항의 모습으로 인류에게 꿈과 희망을 주는 공간이 될 것이다.

페루 요즘 이 낯설고 먼 나라가 심상치 않다. 300년간 스페인의 식민 지배 수탈과 19세기 말 칠레에게 국토의 요충지를 빼앗긴 슬픈 역사를 갖고 있는 페루는 수많은 군사 쿠데타와 독재, 정치적 분쟁, 사회적 경제적 혼돈을 딛고 최근 역사상 최고의 호황기를 맞고 있다. 일인당 국민소득 $3,400, 빈곤비율 40%, 전 인구의 14%가 절대 빈곤 상태이지만, 행복지수 세계 33위(한국 102위, 2008년 영국 NEF 발표)를 기록한 페루. 게다가 세계 35위(2008넌 스위스 IMD)의 국가경쟁력으로 31위의 우리나라를 바짝 쫓아오고 있다. 이처럼 눈부시게 성장하고 있는 페루를 주목해보자.

환경부에서는 최근들어 환경오염 사고가 지주 발생함으로 인해 환경오염 피해에 대한 실효적 구제제도의 도입을 위해 "환경오염피해 구제에 관한 법률"(안)을 마련하여 하반기 입법을 추진할 계획이다. 또한 환경오염시설에 대한 허가제도를 선진화하여 최신 기술에 기반한 통합 환경관리 체계로 전환할 계획으로 있다. 환경부에서는 쾌적하고 지속가능한 환경의 조성 및 국민행복을 완성하는 '고품위 환경복지' 실현을 향후 환경정책의 목표로 삼았다.

공직 36년동안 오로지 국민의 행복을 위해 부의와 타협하지 않고 소신 있는 일처리로 정평이 났던 이정운(67) 전 농촌진흥청 연구관리국장. 고교시절부터 좌우명인 '일근천하무난사 백인당중유태화(一根天下無難事, 百忍堂中有泰和)'를 실천할 수 있었던 초석은 아마도 늘 '정직'을 강조하셨던 어머니의 가르침과 독실한 가톨릭 신자로서 가진 신앙의 힘이 아니었을까 싶다. 한결같이 부지런하면 천하에 어려운 일이 없고 백번 참으면 집안에 큰 평화가 있다는 의미의 좌우명이다. 가훈 또한 '하느님 은총아래 겸손하게 감사하며 사랑으로 살자'이며 애창곡 역시도 '사랑으로'일만큼 그 삶은 온통 감사와 사랑, 정직의 궤를 벗어난 예가 없다. 사랑을 실천하며 멘토의 역할을 마다 않는 이 국장을 용인시에 위치한 고풍스러운 한정식집에서 만나보았다.

본 고에서는 국가 R&D를 통해 개발된 IT 융합기술을 소개하고 국책연구결과물의 시범적용을 통해 새로운 사업화 모델을 발굴하고 더불어 지자체와 함께 서비스 모델의 적용을 통한 상용화 추진내용을 소개하였다. 본 사업이 성공적으로 실시되면 일반 국민들이 새로운 IT 기반의 융합서비스를 이용함으로써 유비쿼터스 환경에서의 융합서비스에 대한 인식확산과 신성장동력으로서 IT 융합 산업 활성화에 기여할 것으로 기대하고 있다. BT는 물론이고 NT, 전통산업 등 다양한 분야와 융합을 확대해 국민의 삶을 더욱 윤택하고 행복하게 할 수 있는 따뜻한 IT, 즐거운 IT를 실현할 수 있을 것이다.

In these OECD countries, left-wingers Government focus on unemployment, but right -wingers Government cares more about inflation. It is that inflation and unemployment don't have differential effects across rich and poor and the happiness levels of these two groups are unaffected by identity of the Government in power. The poor people choose to left-wingers Government, but rich people prefer to right -wingers Government. I estimate whether above opinion is correct or not. Especially I check how my results change when I control for aggregate economy activity and government consumption, two variables that could be correlated with inflation and unemployment and affect each Government's happiness differentially. This paper, and I believe much of the happiness literature, can be understood as an application of experienced utility, a conception that emphasis the pleasures derived from private consumption and sentiment of it. In Granger Causality test, private consumption sentiment index related with industrial production interactively in Korea. The business cycles affect on private consumption sentiment index.

This study was conducted to derive a society and education system model that will improve the happiness and sustainability of human society. An ideological model for making human society a happy society was derived, and a society and education system structure and operation model based on this was presented. A fair society, a justice society, a mutually considerate society, and a society where individuals are happy are the conditions for a sustainable society. After analyzing the current situation of freedom and equality pursued by capitalism and democracy, which are currently adopted by most societies, an improvement model was derived from the perspective of a sustainable society. The cost of freedom and equality were analyzed and a new alternative system was discussed. The social solidarity and class mobility issues were discussed together and servicism was derived as an alternative solution. It is a system in which two opposing opponents of individual freedom and social norms form a symmetrical balance, and material and spiritual values are balanced. Servicism is a dynamic balance model. That is, the dimensions of time and space are involved. It is a model that maintains a thorough balance through a dialectical process as time and space change, and one value can dominate the other at a specific time or space. The service-oriented society and education system is a system that simultaneously pursues the goals of individual happiness and sustainable development of the social community.

Sex offense by medical practitioners has been occurring continuously in Korea leading to not only patients but the general public expressing anxiety and increased distrust in the medical field. The government has been pushing ahead with the legislation or revision of law to increase the penalties on sexual offenders in response to requests for a stricter legal framework to address sex offense cases and has expressed a strong commitment to actively resorting to administrative corrective measures towards sexually offending medical practitioners. Unlike such an overall social atmosphere, the Judiciary that is in charge of applying the law seems not to perceive the seriousness of sex offense cases committed by medical practitioners. A doctor who had sexually assaulted a middle school female student during medical treatment at a pediatric hospital was found innocent by the supreme court, which was a ruling in direct contrast to overall public sentiment. As such, this study seeks to analyze the precedent on cases involving sex offense by medical practitioners with a focus on the above-mentioned case and present implications. The study seeks to dispel distrust in the overall medical field by addressing the gap in legal interpretation towards sex offense committed by medical practitioners and thus provide basic data that can help the general public receive quality medical services in a safer environment.
