현재 전 세계적으로 태풍, 지진, 홍수 등의 재해 피해가 빈번히 일어나고 있고, 4차 산업의 발달로 인한 AI기술을 활용하여 자연재해 전반을 예측 할 수 있는 시스템이 도입될 정도로 과학적으로 발전 되어진 반면에, 재난으로 인한 인명 피해 수를 저감 시키는 방향을 도모 하는 데에는 어려움이 있고, 국민들의 재난피해의식도 심각 하지 않은 추세이다. 이와 같은 문제점을 파악하기 위해 한국 국민 남녀 489명을 대상으로 재난위험인식에 대한 설문을 작성하여 조사를 진행하였다. 본 연구의 목적은 국민들의 재난 안전의 위험도에 대한 인식 수준이 어떠한지 분석하고, 영향 요인을 탐색 하는 데에 있고, 조사결과 안전취약계층은 스스로 대피 하는 데에 있어 큰 어려움이 있으며, 이중 여성은 남성에 비해 안전교육과 훈련의 접근성이 적음에 따라 위험도가 더 큰 것을 확인 할 수 있었다. 본 연구를 통해 재난 안전교육의 필요성을 가지고 재난 안전 시뮬레이션 프로그램이 구축되는 필요성이 있다고 사료되어지고, 미래에 자연재해 발생 시 문제점을 파악하고 인명피해 감소가 될 전망으로 기대가 된다.

The purpose of this study is to investigate national fire safety consciousness (FSC). A FSC survey would help with proper fire safety policy. Indicators to define and measure efficiently the FSC were broken down into five areas: prevention, alarm, evacuation, extinguishing, and damage expansion prevention. The indicators were developed using Parasuraman's method based on domestic and foreign research materials and meetings with experts. FSC was surveyed using the indicators on Gallup Korea. The results of the survey analysis show that evacuation is lowest, followed by extinguishing, alarm, prevention, and damage expansion prevention.

정부는 규제를 통해 삶을 보호하고 보장해 주는 정부의 역할을 기대하는 국민의식을 반영하여 쾌적하고 안전한 생활에 불가피한 규제의 신설과 강화를 중점분야로 표명함으로써, 규제를 완화하는 것만이 능사가 아님을 명확히 하고 있다. 이에 따라, 이제는 규제가 국민의 건강과 생명을 보호하고 쾌적하고 안전한 삶을 보장하는 '공공서비스'로서 국민과 더 가까워질 것으로 기대된다.

소방은 화재진압에서 시작되었다는 것에서 자긍심을 가져야 하지만, 국민에게 오래된 전통에 의해 평가를 받기보다는 국민의 안전을 위한 새로운 시각에서 재조명되어야 한다. 같은 소방업무 중에도 재난관리 단계별로 어느 부분을 더 중요하게 생각하는지 해석이 다를 수 있다, 최근 '예방' 업무의 중요성이 부각되고 있으나 '예방' 단계에서의 소방의 역할에 대해 다시 고민해 보아야 한다.

식품기업 농심의 주요 제품들은 수십 년에 걸쳐 소비자들의 변함없는 사랑을 받아 오고 있다. 신라면, 안성탕면, 새우깡 등 대표제품의 경우 우리 국민이라면 그 이름을 모르는 이가 없을 정도다. 이처럼 농심이 '국민 식품기업'의 반열에 올라설 수 있었던 비결은 무엇일까. 바로 '인재'다. 그동안 농심의 임직원들은 창의적인 기술과 독창적인 마케팅으로 장수식품을 육성하고 시장을 선도하는 신제품을 꾸준히 선보여 왔다. 시장의 흐름을 읽을 줄 알고 고객의 마음을 볼 줄 아는 수많은 인재들이 농심에 몸을 담고 있는 것이다. 이런 우수한 인재를 키워낼 수 있었던 배경에는 '농심연수원'이 있다. 충남 아산시 탕정면 농심 아산공장 내에 위치한 농심연수원은 1997년 건물을 신축한 이래 15년여 동안 농심그룹 임직원을 업계의 리더로 키워냈다. 실시되는 교육의 질도 우수하지만 이곳 연수원은 우수한 안전관리체계로 유명하다. 교육생들의 안전한 생활관리에서부터 건물 및 시설물 관리에 이르기까지 빈틈없는 안전관리가 이루어지고 있는 것이다. 때문에 이곳을 거쳐 간 농심 임직원들은 안전과 건강, 생명을 소중히 하는 우리나라의 전통 식문화를 각인하게 된다. 이것이 곧 농심에서 국민의 사랑을 받는 제품이 쏟아져 나오는 이유다. 글로벌 식품기업 농심의 안전 주춧돌 역할을 하고 있는 '농심연수원'을 찾아가봤다.

우리나라는 다양한 해양활동을 즐기기에 풍부한 자연환경을 가지고 있으며, 소득 증가와 주 5일 근무 등의 사회적 여건 변화에 따라 해양에서의 여가활동이 다양해지고 증가하고 있으며, 이에 따른 국민의 해양활동과 관련된 사고 발생빈도도 함께 증가하고 있다. 이에 따라 해양에서의 사고를 직접적으로 감소시킬 수 있는 국민의 해양사고 대응역량 강화를 위한 해양안전 교육 및 체험시설의 필요성이 증가하고 있다. 본 연구에서는 해양 재난·사고 발생현황, 안전관련 체험시설 현황 등의 여건분석과 안전 및 해양안전에 대한 국민의 인식조사 결과를 기반으로 해양안전 교육 및 체험시설 건립의 사회적 타당성을 제시하였다.

The general public's interest level towards safer life is increasing due to not only ever-changing faces of disasters and increased frequency of climate-change related disasters but also enhanced standard of living. Demand for disaster-safety industry is also increasing. Several policies for disaster-safety industry have been introduced. The policies, however, did not fully reflect the level of people's interest. This study is to investigate possible ways to reflect general public's interests towards disaster-safety industry using social media analysis, so that disaster-safety industry can be properly promoted. To examine the level of general public's interest, social media data during the last three years were compiled and analyzed. It was found that the interest level was highest towards, firstly, information on just-happened real disasters, secondly, necessary knowledge in real life which could be applied immediately if disasters strike. It was also confirmed that social media was useful in analyzing people's interest level quickly, because social data have been found to be sharply increased during the 2016 Gyeongju Earthquake in Korea. This study suggests applicable plans for disaster-related industry promotion based on social media data using general public's interest level.

사회환경의 변화에 따라 경찰의 역할과 기능도 전통적인 사회질서의 유지에 머물러 있어서는 안되며 보다 능동적인 변화가 필요한 시점에서, 국가적 위기관리 상황에 효율적 안전확보를 행할 수 있도록 국민에게 신뢰받는 경찰이 되기 위해서는 위기관리 대처능력을 배양해야 한다는 치안서비스 제공에 대한 질적 개선이 요구된다. 최근 북한의 무력도발 및 남북 긴장관계의 조성, IS가 공개한 테러대상국에 우리나라가 포함되는 등 테러 및 안보위협에 더 이상 안전하지 않음을 국민들은 체감하고 있다는 점은 효율적 위기관리가 필요하다는 것을 반증하는 것이다. 따라서 국민의 가장 가까운곳에서 안전확보를 담당하고 있는 경찰의 치안서비스 제공과 안전사회 구현을 위해서는, 국민의 신뢰와 소통이 기반으로 형성된다는 점에 착안하여 경찰조직의 위기관리 커뮤니케이션에 관하여 살펴보도록 하였다.

This paper studies changes in people's social security awareness during Lee Myung-Bak government, and based on the result, suggests future Park Geun-Hye government's social-security-related administration management plan. In specific, the changes in people's social security awareness in the period of 2008 ~ 2012 have been analyzed, and the result has been utilized to draw suggestions on the future social-security-related administration management plan The result is as the following: First, comprehensive social-security-related policy must be continuously pushed. In terms of the fact that social security is closely related to people's daily lives and life itself, every major component of social security cannot be overlooked. Therefore, comprehensive administration management and policies on each of those components are necessary. Second, social security policies must be reinforced enough for people to actually witness. In case of crime rate, 57.1% of people are pointing it as one of the main causes of social unrest; therefore, this national anxiety must be met with focusing awareness on the subject nation-widely and with thorough national defense preparedness. Third, mutual cooperation between social-security-related branches, and systematic management within the each branches are required. In order to systematically manage every aspect of social security, not only the big agencies - such as Ministry of Security and Public Administration, Ministry of National Defense, Prosecution Service, or National Police Agency -, but most of other parts of administration must cooperate as well. Fourth, consistency in social security policies is necessary. As Park Geun-Hye government's administrative slogans are, "secure and integrated society," "establishing a foundation for happy unification era," which are similar to that of previous administration, the administration should be consistent on its social-security-related politics, rather than differentiating themselves from the previous administration.

안전결제 시스템(ISP)의 사고 건수는 2007년 5천만원부터 2010년 1억7천만원, 최근인 2012년 1억 8천만원으로 증가하고 있다. 안전결제 시스템은 국내 최초의 PKI기반 전자서명방식을 적용한 신용카드 인터넷 결제서비스 이다. 안전결제 시스템에 대한 해킹사고가 국민에게 직접적인 금전 피해를 야기 시켜서 사고에 대한 취약점 분석 및 대응 지침에 관한 연구가 필요하다. 본 논문에서는 안전결제 시스템에 대해 정의하고 원리를 파악하여 취약점을 기술하고 분석하여 취약점에 따른 대응 지침을 연구한다. 아울러 국가와 국민의 사이버 안전을 보호하고, 국민들에게 보다 안전하고 편리하게 온라인 결제를 할 수 있도록 하는 연구가 될 것이며 미흡한 온라인 보안 강화를 위한 전자상거래법 개정안이 채택되는데 도움이 될 것이다.
