A Study on the Image Expression Technique Analysis of Television News Programs - Mainly on the Image Expression of Camera Reporter and VJ - (텔레비전 뉴스 프로그램의 영상표현기법 분석 - 카메라기자와 VJ의 영상표현을 중심으로 -)

  • The purpose of this case study is to understand the characteristics and implication of videojournalist's image expression techniques in the television news programs, comparing with television camera reporter's image expression techniques. Texts chosen in this thesis are 120 programs of KBS2TV 'News Time' which had been on air from July to December in 2005. Shot size, camerawork, shot duration and camera angle of the images were analysed, which had been extracted through the processes of thematic classification. The results of the analysis of thematic classification shows us that videojournalist covered mainly social, economic and cultural news items, almost completely alienated in the fields of hard news as political and health-scientific news items which were very sensitive and influential on the life of the entire people of the nation. The results of the analysis on the characteristics of image expression reveals that videojournalist used one-shot more often than the camera reporter, showing us videojournalist's preference of close news gathering, and videojournalist used following and zooming much more often than camera reporter, showing us videojoumalist's preference of mobile and dynamic cameraworks, and videojournalist used low angles more often than camera reporter, also showing us videojoumalist's preference of candid camera style news gathering.

Mutual Cooperation between USA Police and Private Security : Actual Status and Meaning (미국 경찰과 민간경비의 상호협력 : 실태 및 함의)

  • In the situation that crime is diversified qualitatively and quantitatively, the mutual cooperation system between police and private security is very important to cope with the change of policing environment properly. The primary purpose of this study is to suggest the method to improve the policing service quality of police and advance sound security industry by analyzing the case of close mutual cooperation system between police and private security of USA, which can be called the best country in the field of private security. When considering the cases of USA synthetically, we can know that as the most basic characteristic, the discussion over actual cooperation method is performed on the basis of positive recognition over mutual existence of police or private security. It means that the mutual relationship is based on the basic recognition over partner relationship to meet citizen's desire for safety. While reviewing the cases of USA, Korea shall refer to the fact that social safety activities of advanced countries display effects because of many factors such as various mutual cooperation programs between police and private security, efforts of local government, high quality of private security, reliance of citizen and general understanding of police, private security and citizen to solve crime problem. As shown in the review of USA cases, when considering the fact that the mutual cooperation between police and private security is performed in the level of autonomous police, Korea shall perform autonomous police system to provide better policing service, which is close to citizen.

A Study on the Direction of Policing for Effective Disaster Prevention and Management (효과적인 재난 예방 및 관리를 위한 경찰활동 방향)

  • The burden of addressing the damage and financial losses caused by disaster events falls primarily on local governments. Given this reality, preparing for disasters and assessing the effects of disaster management would be more effective if both were carried out at the local level. However, disaster management in South Korea is realized at the national level, revolving around the central government. The Ministry of Public Safety and Security, which was newly established after the sinking of MV Sewol, was criticized for failing to carrying out its role as a "disaster control tower" in dealing with the earthquakes near the city of Gyeongju in 2016. The criticism, as well as deep anxiety concerning the ministry's ability to effectively respond to disasters, means that there is a need for a practical alternative plan to the current method of dealing with disasters. As such, there is an increasing call to re-examine the role of the police force, which played an integral part in past disaster response efforts, in future disaster events. Among the various activities the police force performs, this study focused on one particular role and function of the police, namely community policing. Specifically, this study examined community policing within the context of local governments. The primary purpose of community policing is crime prevention. But the police must respond to citizens' expectations and desires that the police expand the scope of its role. Thus, to maximize public safety and order, the police must be actively engaged in conducting disaster response activities. Hence, this study concentrated on the measures, including community policing, that need to be taken to enable the police to respond rapidly and effectively to disaster events, thereby minimizing losses, and to contribute meaningfully to disaster recovery efforts. Because community policing requires public cooperation, community-oriented disaster response and disaster management are closely examined. This study basically seeks to expand the scope of community policing to strengthen disaster safety. Furthermore, this study aims to assert that disaster safety can be promoted by establishing a cooperation system between the police and private security; changing how the role of community policing in disaster response activities is perceived; increasing professional manpower and establishing a comprehensive and independent department dedicated to disaster-related matters; and merging consultative organizations into one organization. Additionally, this study states that an integrated CCTV platform and police cars on disaster prevention patrol duties would enhance the capability of the police to respond to disasters and perform their community policing activities.
