A Study on the Model Development of Digital Library's Integrated Portal (디지털도서관의 통합포털 모형 개발에 관한 연구)

  • This article describes a new proposal that is aimed at the development of the integrated portal model of digital library. For this purpose, some of definitional issues for library portal are reviewed. And then, some of the more significant examples of library portals are scanned, with comments on major features that constitute the basic requirements of library portal development. Nextly, a new proposal of library portal model and basic components of search/participation services which can be defined as a integrated library services is presented.

Legal Deposit and Preservation of Digital Materials in Various Countries (디지털자료의 납본과 보존을 위한 각 국가의 노력)

  • Legal deposit system is an essential tool for a national library to ensure the preservation and access to a nation's intellectual heritage over time. Substantial amounts of digital materials of national cultural value are already being published. There is a global trend towards extending legal deposit to cover digital materials in order to maintain comprehensive national archives. This paper gives a progress report of some countries around the world whose legal deposit laws have already updated or are under revision. Some strategies are suggested for the digital collection building of the Korean National Digital Library which will open in 2008.

  • Collection Development Policy(CDP) is the master plan for managing libraries and information centers through which the features and categories of collections are defined and sorted. The National Digital Library therefore needs to determine its manifest principles based on CDP regarding the magnitude of acquisition, the acquisition priority and the magnitude of purchases. This paper pertains to the principal model for NDL Collection Development Policy as a primer for establishing NDL Collection Development Policy in order to illustrate essential elements of national collection development policy and provide general guidelines for NDL Collection Development Policy. To propose an independent Collection Development Policy appropriate for NDL by analyzing cases in digital resource development policies. To guide establishing principles for determining the types and magnitude of NDL collection acquisition, prioritizing acquisition, making decisions on purchase magnitude and licensing. To identify the essential elements in systematic development of national digital information resources; and to propose a model for NDL's CDP accordingly.

A Study on the Service Status of Public Domain Works in Digital Library: Focusing on the Case of the National Library of Korea's Expired Works Service (디지털도서관의 퍼블릭도메인 저작물 서비스 현황에 관한 연구: 국립중앙도서관의 보호기간 만료 저작물 서비스 사례를 중심으로)

  • Copyright is a legal criterion for determining the scope and method of digital library service. Works with expired protection periods correspond to the public domain and can be freely used by anyone. For this reason, it is a priority consideration in digital library construction and services. The purpose of this study is to examine how actively libraries are using expired protected works for digital library services. To this end, the relevant provisions of the Copyright Act applied to the construction and service of digital libraries were first summarized, and the meaning of the copyright protection period was theoretically examined. The current status of online services for expired works by the National Library of Korea was examined, focusing on the works of three Japanese colonial era writers, Kim Yoo-jung, Lee Hyo-seok, and Chae Man-sik, to check the specific service status of expired works. It reveals that the National Library of Korea is not fully utilizing the scope of the law, and that this situation is linked to the rights of other authors included in the book. Based on these results, it suggests that there is a need to change the service unit to focus on copyrighted works and to use authority records to systematize the management of authors' death years.

A Study on the Operation of the National Repository Library and Repository Library by Using of Public Library Cooperative Network (공공도서관협력망을 이용한 공동보존도서관 및 국가보존도서관 운영방안에 관한 연구)

  • The continuous accumulation of printed materials prompts rethinking of library space problem and systematic preservation of library collection. To respond to this challenge, this study provides actionable models for the National Repository library and the Cooperative Repository Network. The development of the models is based on the analysis of overseas best practices as well as data derived from current state of public library cooperative network administered by the National Library of Korea. This study also offers a range of strategies for the operation of repository library system.

  • National libraries are responsible for acquiring and conserving copies of all significant publications and digital information published or produced in the country. To accomplish this, the library director should perform these duties based on professionalism in the library and information system. Nevertheless, the former directors of the National Library of Korea did not have professional knowledge nor management careers in the library and information system field. This paper suggests various ways to strengthen and ensure the professionalism of the national library director in terms of an open position system, executive agency system, political appointees, and special incorporation.

  • The beginning of digitization activities in the National Library of the Czech Republic are interconnected with the first periods of existence of the UNESCO Memory of the World programme. It was in 1992 when the library accepted the UNESCO proposal to prepare a pilot CD ROM publication for the programme showing the most precious items from its collections. In 1993 - 1995, the publication was followed by two another titles, which presented two medieval manuscripts in their entirety, providing both all the image documentation and scientific description of various features of the original documents. The digitization centre specialized in processing of old manuscripts and old printed books in co operation with the Czech AIP Beroun Company. Nowadays, these two national programmes in which dozens of Czech and also several foreign institutions take part - are represented on their access side by two digital libraries: Manuscriptorium and Kramerius.

  • With rapid telecommunication development, university libraries began to provide traditional services as well as web-based services. For the web-based services, university libraries should collect, arrange, and preserve all types of information resources systematically to raise users access and convenience. Therefore, university libraries should be changed into a gateway, which emphasizes electronic collection and role of the internet. That is, university libraries should be a real space as well as a virtual space having collection ability and access paradigm. This research is intended to provide improvement plans through analyzing the collected data.
