Since the September 11, 2001, transnational crimes and terrorism have increased, the importance of border security has been emphasized and integrated CIQ capability has been required. The U.S., Canada, and Australia are consolidating CIQ to strengthen border security, focusing on strengthening travelers and goods immigration control and airports, ports and land border security. In 2003, the U.S. established the Customs and Border Protection(CBP) under the Department of Homeland Security. Canada also established the Canada Border Services Agency(CBSA) under the Public Safety Canada in 2003. The Australian Customs and Border Protection Service was integrated with the Department of Immigration and Border Protection(DIBP) and the Australian Border Force was established in 2015. However, Korea operates a distributed border management system for each CIQ task which is unable to respond to complex border threats such as illegal immigration, entry of terrorists, smuggling of drugs, and gun trade in the airports, ports and land borders. In order to solve this problem, it is possible to consider integrating sequentially the customs and quarantine services which have high similarities, and to integrate the entire CIQ tasks with the Korea Customs Service delegated to the immigration control duties in the mid to long term. There is also a plan to benchmark the CIQ single accountability agencies in the U.S., Canada, and Australia in accordance with the Korean situation and to establish a new integrated border security organization.

This study reviews the industrialization process of the United States-Mexico Borderlands and the economic relations between the U.S. and Mexico and examines their impact on the borderlands. Main factor in the industrialization of the borderlands was the U.S. investment on the maquiladora program of Mexico since 1965. It contributed to the increase in employment and population of borderlands and the development of service industries. Low wage level of Mexico induced not only standardized labor-intensive industries but also the high-tech automated industries because they still use a lot of labor in manufacturing and assembly process, while the functions of management. R & D, and distribution remained in the U.S. This is a typical case of international division of labor and satellite industrial district. The rules of origin in NAFTA, however forced branch Plants of multinational companies to form the local linkages between firms.

국경 지역을 실시간 모니터링하고, 효율적인 데이터 전달을 위해서는 센서 노드의 에너지 소모를 줄임으로써 전체 네트워크의 수명을 연장시킬 필요가 있다. 그에 따라, 본 논문에서는 네트워크를 클러스터링 기반으로 한 다수의 영역으로 분할하고 각각의 영역 내 특정 노드에 헤드의 역할을 부여하여 라우팅을 수행하는 계층적 클러스터 센서 네트워크를 제안한다. 제안하는 기법에서는 클러스터 헤드에서의 데이터 모음을 통한 통신 메시지 수를 줄임으로써 센서 노드들의 에너지 소모를 최소화시키고, 긴 국경 라인을 커버할 수 있는 충분한 클러스터 확장이 가능하다. 또한 링크의 상태 및 노드의 밀집도를 고려하여 적응적으로 링크의 품질을 측정하는 알고리즘을 제시하여 링크 변화에 대한 빠른 탐색을 통해 네트워크를 관리하는 방안을 제시한다.

WSN (Wireless Sensor Network) based on low-power is one of the core technologies in the ubiquitous society. In this paper, we present a border surveillance and control system in WSN environment. The system consists of static sensor node, mobile sensor node, static gateway, mobile gateway, server and mobile application. Mobile applications are divided into user mode and manager mode. So users monitor border surveillance through mobile phone and get information of border network environment without time and space constraints. In manager mode, for the flexible operation of nodes, manager can update to the software remotely and adjust the position of the mobile node. And also we implement a suitable multi-hop routing protocol for scalable low-power sensor nodes and confirm that the system operates well in WSN environment.
