본 연구는 두만강 유역국가(북한, 중국, 러시아) 및 인접국가(한국, 몽골, 일본) 간의 협력과정과 현안을 1991년부터 현재까지 광역두만강개발계획(Greater Tumen Initiative: GTI)을 통해 검토함으로써 동아시아에서 지역개발계획을 통한 공동의 이익창출과 공유가능성을 짚어보고 정책적 시사점을 찾고자 한다. 분석이론으로 이익공유(Benefit Sharing)이론을 적용하여 국제하천에서 한 유역국가가 독단적인 계획과 사업을 통하여 얻는 이익보다 모든 유역국가의 참여를 바탕으로 추진하는 지역개발을 통한 이익이 더 크다는 점을 확인하고자 한다. 두만강 유역은 1991년 UNDP 주도 하에 두만강지역개발프로그램(Tumen River Area Development Program: TRADP)을 시작으로 지역개발협력이 진행되어 2005년 광역두만강개발계획으로 발전되었으나 2009년 북한의 GTI 탈퇴, 리더쉽 부재, 재원부족 등으로 현재 답보 상태에 빠져있는 실정이다. 그럼에도 불구하고 프로그램 진행 과정 속에서 회원국 간의 공통 관심사항을 도출하고 직간접적으로 동아시아 평화안보 구축에 도움을 주었으며 교통, 물류, 에너지, 관광 및 환경 관련 사업을 추진하여 동아시아 공동 지역개발의 단초를 마련하는 성과를 거두었다. 아직 풀어가야 할 숙제가 많지만 GTI는 2014년 이후 본격으로 추진하고 있는 국제기구로의 전환을 통해 새로운 전기를 마련하고자 노력하고 있다. 또한 GTI는 북한 핵무기 개발과 미사일 발사 등으로 경직되어있는 동북아 상황을 완화하고 현 정부의 신북방정책의 발전을 위한 교두보 역할을 할 수 있을 것이며 역내 국가 간 협력을 지속적으로 추진할 수 있는 밑바탕이 될 수 있을 것이다.

This study analyzes the current status of reading programs in public libraries based on literature research and data from the National Library Statistics System to derive implications and, based on this, to determine policy directions necessary to revitalize reading programs in public libraries in the future. First, based on the implications derived from the analysis, a plan for securing and sharing data on reading activities in public libraries. Second, the results of a correlation analysis of factors related to the planning and operation of reading programs present to suggest ways to revitalize sustainable reading programs. Third, the improvement of reading program evaluation indicators and expanding qualitative evaluation and creating an official mechanism to collect opinions from public libraries on a regular basis by the Ministry of Culture, Sports and Tourism and the Korean Library Association. Fourth, a cooperative network between public libraries that held reading competitions was proposed.

국가는 전력IT 산업의 융복합화를 통하여 국제경쟁력 재고 및 국가 성장 동력으로 발돋움하기 위하여 노력하고 있으며, 이를 위하여 전력IT 10대 연구개발 과제와 인력양성 사업을 추진하게 되었다. 전력IT 인력양성사업은 크게 산업체의 인력을 양성하는 사업과 대학의 저변인력을 양성하는 사업으로 구분 할 수 있다. 본 논문에서는 산업체의 재직 자를 대상으로 하는 일반교육프로그램과 산업체 수요에 부응하는 맞춤형 교육프로그램에 대하여 논하고자 한다.

지난 9월, 두근거리는 마음을 안고 독일행 비행기에 몸을 실은 3명의 청년이 있었다. 국가 핵융합연구소가 차세대 핵융합 전문 인력 양성이라는 목표 아래 시행한 '해외 여름학기 연수프로그램'. 국내 석박사 과정의 핵융합 인재를 대상으로 해외 핵융합 선진국의 연구기관을 직접 방문하는 이 프로그램에 지원한 오영석, 이원재, 이현영 씨가 바로 그 주인공들이다. 유럽 플라즈마 연구를 선도하는 독일의 막스 플랑크 플라즈마 물리연구소(Max Planck IPP)에서의 짧지만 잊을 수 없는 그 일주일을 되짚어 보자.

하루가 다르게 변화되는 세계화의 물결 속에서 기술은 기업과 국가가 경쟁 우위를 확보하는 핵심적인 요인이라고 할 수 있다. 특히 기술의 Life cycle이 점점 짧아지는 요즘 시대에 기술적인 경쟁 우위를 확보하는 것이 생존의 필수적인 요인이다. 이러한 시대에 기업에서 요구되는 인력은 기술 혹은 과학적 지식을 보유하고 있는 것 뿐 만 아니라 경영학적 마인드와 함께 다양한 인문, 사회지식을 갖춘 융 복합형 인재를 선호하고 있다. 이러한 시대의 흐름에 맞춰 국내외 적으로 기술경영(Management of Technology)이 부각되고 있는데, 기술경영은 기술에 경영학적 방법론을 접목시키는 학제적인 분야로 오늘날 요구되는 실질적인 학문이라고 할 수 있다. 우리나라에서도 MOT 프로그램의 중요성을 인식하여 2006년부터 국가 차원에서 MOT프로그램을 지원하는 구체적인 방안을 도입했다. 그러나 늘어나는 기술경영분야 인재의 수요에도 불구하고 공급은 여전히 부족한 실정이다. 따라서 국내의 기술경영 인력 양성에 관한 교육 프로그램들을 우리보다 먼저 기술경영 교육을 실시하고 있는 해외 우수 프로그램과 비교 분석함으로써 앞으로 우리나라의 기술경영 교육 프로그램이 나아가야 할 발전적 방향을 제시하는 것은 의미가 있다고 할 수 있다. 비교 분석 결과, 기술경영 교육의 소속, 교수진의 확충, 관련 학부의 신설, 다양한 외부 활동 등이 프로그램 발전을 위해 필요한 것으로 확인되었다.

우리나라는 외국과 비교해 국가검진의 역사가 짧은 편이지만 건강검진을 위한 제도적 기반이나 건강검진프로그램은 선진국과 비교해도 전혀 손색이 없다는 평가를 받고 있다. 그렇다면 선진국의 건강검진 프로그램은 어떨까. 일본과 미국, 호주의 사례를 중심으로 국외의 건강검진 현실을 살펴본다.

This study conducted a survey targeting incumbent records managers and archivists to examine the effect of the training program executed by the National Archives of Korea on the job satisfaction and organizational commitment of actual record managers. Based on the results, this study proposed a training program that could improve job satisfaction and organizational commitment, based on the analysis results and the requirements of record managers and archivists, while fulfilling the knowledge and technology demand for records management. The training program of the National Archives of Korea proposed by this study has the following advantages. Records managers and archivists can acquire more professional skills that their field require them while feeling satisfied with their duty and becoming more immersed with their organization. In addition, they can also actively enhance their ability to cope with the variable environment.

Both domestic and overseas archives provide various forms of outreach services including exhibitions, educations, and publications for extended users. In addition, the publication program is portable and has excellent effects within its scope. Providing various and useful information about archives is significant because they can be important resources for historical research and provide good guidelines for archival users. This study investigated the current status of the publication programs, types of publications, the publishing organizations, and publication process managed by both the National Archives and Records Administration (NARA) and the National Archives of Korea (NAK). Based on the comparison of the publishing programs of the two archives, the study analyzed the limitations of the publication program of NAK and gave suggestions for its improvement.
