  • 환경부에서는 지난 3월 제3차 국가 생물다양성 전략을 수립하였다. 2050년까지 "생물다양성을 풍부하게 보전하여 지속가능하게 이용할 수 있는 대한민국을 구현"하는 장기 비전과, 2020년까지 "생물다양성 보전과 생태가치 제고를 통한 창조경제 견인"하는 중기 비전을 정하고, 이를 달성하기 위하여 6대 전략과 18개 실천목표를 마련하였다.

Exploring Other Effective Conservation Measures (OECMs) for Natural Heritage Sites - Focusing on the Dansanmok and Dansanje in Establishing the National Biodiversity Strategy and Action Plan - (국가 생물다양성 전략 수립을 위한 OECMs의 가능성 탐구 - 당산목과 당산제를 중심으로 -)

  • This study examines the possibility of applying Other Effective Area-based Conservation Measures (OECMs) to natural heritage sites that are not designated as protected areas for the National Biodiversity Strategy and Action Plan (NBSAP). Firstly, the study investigated the ecological and cultural characteristics associated with a natural heritage site, specifically the natural monument known as Dangsanmok, and synthesized the collected information to assess its conservation value. Subsequently, the study examined the possibility of designating Dangsanmok as an OECM that reflects local communities through the criteria of the IUCN's individual assessment tools. The research findings indicate that Dangsanmok and the associated Dangsanje system are positively evaluated as potential OECMs. Additionally, initiatives such as the "Dangsan Tree Grandfather Program" and the "National Heritage Folk Event Grant Program," implemented by the Cultural Heritage Administration, are seen to have a positive impact on engaging local communities voluntarily. Consequently, based on these results, it is expected that natural heritage sites like Dangsanmok, serving as national indicators, will contribute to the 2030 goals for biodiversity conservation and the 2050 goals for harmonious coexistence with nature as part of NBSAPs.

Review on the Protected Areas Issues within Mid-Long Term National Plans for Territory and Environment of Korea; Focus on the "Biodiversity 2011-2020 Strategic Targets" and "Protected Areas Decision" (우리나라 국토 및 환경 분야 중장기 국가계획의 보호지역 관련 내용 고찰 - "생물다양성협약 2011~2020 전략목표" 및 "보호지역 결정문" 내용을 중심으로-)

  • In perspective of biodiversity conservation and protected areas (PAs), the aims of the study are to review the mid-long term national plans, which deal with national territory and environment in Korea, and to find out the way to improve this issue. Key issues were drawn by referring "Biodiversity 2011-2020 Strategic Targets" and "Protected Area Decision" in CBD CoP-10 and 7 National comprehensive or basic Plans were reviewed. Quoting Biodiversity 2011-2020 Strategic Target 5, "By 2020, the rate of loss of all natural habitats, including forests, is at least halved and where feasible brought close to zero, and degradation and fragmentation is significantly reduced", most of national plans included various methods such as "No Net Loss of Green", "No Net Loss of Wetlands", and so on. Regarding the target 11, "By 2020, at least 17% of terrestrial and inland water, and 10% of coastal and marine areas, ecologically representative and well connected systems of PAs and other effective area-based conservation measures, and integrated into the wider landscape and seascapes", 15% by 2015 was set up as a target of total PAs in Korea and 13% by 2015 or 2020 was set up as a target of coastal and marine PAs. CBD CoP-10 Decision X/31 (Protected Areas) invites parties to develop a national long-term action plan for the implementation of PoWPA and describes 10 issues that need greater attention. National action plan for the implementation of PoWPA doesn't be mentioned at any national plans even PoWPA. Regarding the 10 issues, most of issues were well reflected within various national plans, however there is still a need to improve the details and corelation between plans. Particularly, in terms of management effectiveness evaluation (MEE), there was no national plan to directly deal with MEE even though CBD invites parties to work towards assessing 60% of the total PAs by 2015. Based on the review results, below 4 items were suggested; (1)"The Comprehensive Plan of the National Territory" needs more attention on the Biodiversity Conservation and PAs, (2)Consider to establish "National PA System Plan" embedded into "the Comprehensive Plan of National Environment", (3)Establish a "National Action Plan for the implementation of PoWPA", (4)Improve the National Plans through linking with Biodiversity 2011-2020 Strategic Targets and relevant PA key issues.

Developing Local Biodiversity Strategies and Action Plans (지자체 생물다양성 관리전략 구축)

  • Due to habitat damage associated with climate change and human activities, biodiversity has decreased all over the world. In order to prevent further reduction in biodiversity, the international community has endeavored to establish a cooperative system, such as the Convention on Biological Diversity (CBD). Until now, most biodiversity strategic planning has been led by the national government. However, the National Biodiversity Strategy and Action Plan is conservative and its strategic plan is vague. Therefore, we propose a method for managing local biological resources called the Local Biodiversity Strategy and Action Plan. In order to provide the strategic plans and detailed plans for the Local Biodiversity Strategy and Action Plan, the report has examined several cases including Convention on Biological Diversity, Strategic Plan for Biodiversity 2011-2020, and the biodiversity strategies and action plans of the Republic of Korea and several other countries. As a result, the report demonstrates the survey and protection of bio-species, the designation and monitoring of conservation region, the management of the integrated eco-network, the establishment of biodiversity organizations and capacity building, the methods to promote networking and traditional knowledge, and the strategy for development in bioindustry. Consequently, the implementation of biodiversity management strategies by local governments will play a significant role in preserving and increasing biodiversity by realizing the goals of Strategic Plan for Biodiversity 2011-2020.

Analysis of Domestic and Foreign Local Biodiversity Strategies and Action Plan (LBSAP) using Semantic Network Analysis (언어네트워크 분석을 이용한 국내·외 지역생물다양성 전략 분석)

  • The loss of biodiversity has become a global issue. In order to cope with this problem, national biodiversity strategies and action plan (NBSAP) at national level as well as local biodiversity strategies and action plan (LBSAP) at local level have been established in many countries. In this study, we analyzed 8 domestic LBSAPs and 41 foreign LBSAPs through semantic network analysis to investigate the characteristics of domestic and foreign LBSAPs. The results showed that conservation and management were the most used keywords in both domestic and foreign LBSAPs but the ranking of other keywords used in vision, goal, strategy, and action plan sector was different. Thus, it has been found that there is a difference between domestic and foreign practical approaches to conservation and management of biodiversity. Results of the network analysis showed that the domestic network has a more detailed distributed network, while the foreign network has a more comprehensive and integrally configured dense network. These differences may be due to differences of threats to biodiversity, problem recognition, or differences in local circumstances. These results are expected to help establish LBSAP in other region or to assess the local roles to achieve the strategic goals of the Convention on Biological Diversity.

  • 해양생물다양성 자원에 대한 국가 주권을 인정하는 해양생물다양성협약의 발효로 생물다양성 자원을 확보하기 위한 세계 각국의 경쟁이 치열한 상황이다. 현재 우리나라 각 기관 및 대학들이 보관하고 있는 해양생물자원 정보가 산재되어 있고, DB에 대한 관리 미흡으로 인하여 학술적, 산업적 활용이 어려운 상황임을 인지하여, 통합적으로 관리할 수 있는 정보체계가 필요한 시점이다. 본 논문에서는 해양생물다양성 자원 중 고품질 해양생물자원에 대한 현황을 분석한다. 그리고 해양생물다양성 데이터 고품질 확보 방안을 위한 DB 품질 오류율 산정 기준을 적용하여 메타DB 구축 방안을 제시한다. 본 연구는 향후 해양생물자원에 대한 국가전략수립에 기여할 것으로 기대한다.

Korea's Strategy for Participating in Arctic Biodiversity International Cooperation Projects (한국의 북극 생물다양성 국제협력사업 참여 전략)

  • Conservation of Arctic Flora and Fauna (CAFF) is the biodiversity working group of the Arctic Council. CAFF conducts Monitoring, Assessment, Policy, and expert group activities to preserve Arctic biodiversity and ensure the sustainability of biological resources and communicates the results to governments and indigenous peoples. The main tasks of CAFF consist of monitoring (Circumpolar Biodiversity Monitoring Program), assessment (Arctic Biodiversity Assessment) and strategic projects(Arctic Migratory Bird Initiative, AMBI). Korea has been directly participating in the AMBI since 2015 after acquiring observer status of the Arctic Council in 2013. The AMBI aims to preserve habitats on migration routes used by breeding birds in the Arctic and prevent illegal hunting. Thus, observer countries on migratory routes are directly participating in the project. When selecting priorities for participation in Arctic cooperation projects by 2030, Korea should consider continuing participation in AMBI and participating in the "CAFF Youth Program" in connection with the Arctic Academy program operated by Korea's public institutes.

  • 앞으로 10년간 세계의 생물다양성 보전을 위한 유엔 생물다양성협약 당사국 총회가 2022년 12월 캐나다 몬트리올에서 열린다. 전 세계 전문가와 정책입안자들이 여러 내용을 다루지만 그중에서도 염기서열 정보에 관한 내용을 집중적으로 소개한다. 우선 생물다양성협약에서의 이익공유에 관한 내용은 북아시아 원산인 콩을 현재 대량으로 재배하고 수확하고 있는 미국, 브라질 등의 사례를 선별하여 소개한다. 이어서 생물다양성협약 체결 전후의 생물자원에 대한 인식 변화로 인해 국제적으로 합의한 나고야 의정서의 주요 핵심 내용을 발표한다. 그러나, 최근의 합성생물학은 유전정보만을 가지고 설계자의 의도대로 실물 생물자원 없이 새로운 생물과 원하는 물질을 합성할 수 있기에 국제적으로 마찰이 발생하고 있다. 유전공학과 합성생물학에서 가장 기본적으로 이용하고 있는 유전정보를 생물다양성협약에서는 어떻게 정의하고 있는지, 그리고 이익을 어떻게 공유하는지 알아본다. 생물자원 이용 국가들은 유전정보는 물리적인 실체가 없기에 이익공유대상이 아님을 주장하면서 유전정보는 원하는 누구에게나 이용되어야 한다고 보고 있다. 반면 생물자원 풍부국 입장은 생명과학기술 발전으로 인해 원산지 국가의 허가 없이 생물 유전정보를 활용하는 것은 생물 주권의 침해로 보고 있으며, 유전정보를 실물 생물자원과 동일하게 취급하여 나고야 의정서상의 이익공유를 요구하고 있다. 유전정보에 대한 대한민국의 공식적인 입장과 제 14차 협약 총회에서 합의한 결정문을 소개한다. 또한, 2019년 생물다양성과학기구(IPBES)에서 지구의 생물다양성과 생태계를 평가한 보고서에서 생물 멸종의 위협요인으로 제시된 토지이용 변화, 남획, 기후변화, 오염, 외래종에 대한 문제점을 기반으로 작성된 post-2020 생물다양성협약 10개년 실행 목표를 알아보고 2022년 12월 개최하는 제15차 당사국총회의 주요 의제에 대한 전망과 최근 문제가 되고 있는 '공동의 그러나 차별적인 책임(CBDR, Common But Differentiated Responsibility)'의 개념을 소개한다.

Estimating the Consumer's Value of Creating Shared Value Strategy of Company Considering Biodiversity (생물다양성을 고려한 기업 공유가치창출전략의 소비자가치 측정)

  • Nagoya Protocol came into effect October of 2014. For Korean companies to follow Nagoya Protocol with ease, this research conducts the survey to figure out consumers' additional willingness to pay for bio-diversity. The hypothesis that the bio-diversity label will make an impact on willingness to pay through emotional value, conditional value, and epistemic value is based on consumption value theory. The survey is conducted for two product categories; first one is utilitarian product (milk) and the other one is hedonic product (cosmetics). The analysis result shows the bio-diversity label on both product categories incur additional willingness to pay. Especially, expectation on effectiveness of bio-diversity label increases the additional willingness to pay on biodiversity label. This implies for easy following on Nagoya Protocol, the education and promotion of bio-diversity is need to increase consumers' additional willingness to pay, which can be the attraction for companies to obey the Nagoya Protocol.

A Study on the Expanding Protected Areas through Identifying Potential Protected Areas - focusing on the experts' recognition with regard to protected area - (잠재 보호지역 발굴을 통한 국가 보호지역 확대 방안 - 보호지역 부합성에 대한 전문가 인식을 중심으로 -)

  • This study was carried out to identify the potential protected areas recognized by experts to conform to the international definition of protected areas for effective implementation of CBD Aichi Target-11. A policy forum of 13 experts on the protected area was formed and conducted four forums, two surveys, and examination in the context of international perspective to identify four potential protected areas including the water source protection area, riparian buffer zone, fishery resources protected area, and urban natural park area. Excluding the existing protected areas, the total size of the potential protected areas was about $5,643.9km^2$ composed of the terrestrial areas of $3,117.9km^2$ and the marine areas of $2,526km^2$. As such, we can expect the expansion of coverage of national protected areas by up to 3.11% of the terrestrial land and up to 0.67% of the terrestrial marine area. This study is meaningful in that it provides the fundamental information to achieve the national target of protected areas in response to CBD Aichi Target-11. Further research on improving the protected areas qualitatively and quantitatively and identifying and linking with other effective regional OECM are required to enhance the national protected area system.
