정부는 10월 14일 '국가경쟁력 강화를 위한 정보화 전략'을 발표,소프트웨어와 영상산업을 비롯한 정보통신산업을 21세기 주도산업으로 육성하겠다고 발표하였다. 이날 회의를 주재하나 김영삼 대통령은 국가경쟁력 강화를 위한 정보화 전략으로 정부의 정보화 실천 선도, 경쟁력 제고 핵심분야의 정보화 우선투자, 산업화 과정상의 문제해결, 소프트웨어와 영상산업 육성, 정보화 추진기반 정비, 통일대비 정보화추진 등 6대 정보화과제를 추진하겠다고 밝혔다. 이날 발표한 '정보화 전략'의 6대 과졔는 그 범위가 매우 방대하다. 좁은 의미의 정보기술활용을 뛰어넘어 국가경쟁력향상 및 국민 삶의 질개선을 궁극적으로 추진한다는 내용을 담고 있다. 지금까지 정부 각부처, 혹은 각 부문에서 추진돼 온 정보화사업이 없었던 것은 아니지만 상호연계성이 결여돼 비용이 중복 발생하거나 효과를 보지 못한 경우가 많았다. 이제 정부에서 이러하나 문제점을 의식하고 전체 차원에서의 최적화를 위한 조정기능을 강화하겠다는 의지를 나타낸 것으로 보인다. 본고에서는 국가경쟁력 강화를 위한 정보화 전략의 전문을 게재한다.

지난 10월 14일 오전 청와대에서 열린 "정보화추진 확대회의"에서 국가경쟁력 강화를 위한 김 영삼 대통령의 "정보화 전략"이 발표되었다. 이 자리에서는 다가오는 21세기 정보화의 수준의 곧 그 나라의 국가 경쟁력의 원천이 됨으로 산업, 정부, 환경, 교육 등 다방면에 걸친 범국가적 정보화를 통한 국가경쟁력 강화 실천의지가 발표되었다. 또한 국민, 기업, 정부 모두가 정보화의 진정한 주체임을 강조하고, 정보화 추진을 위한 모든 시책에 대해서 각계 각층이 진취적이고도 적극적인 자세를 가져야 한다고 강조되었다. 이날 보고회의에는 이수성 국무총리를 비롯한 각 부 장관과 정계.재계 주요인사 120여명이 참석했다.

Lee Myung-bak Administration declared the National Infomatization Strategy(NIS) in a timely manner from its inauguration. The NIS is a new program which innovates old-fashioned Infomatization policy of the past administration. NIS aims to upgrade Information-society(NIS defines its goal as 'The Creative and Trustful Knowledge-Information-society') This study examines both the Legislative Implication and the Legislation Principles for fulfilling Lee Myung-bak Administration's National Infomatization Strategy(NIS) by deducting legislative way concerning concrete plan for NIS. We expect this study to contribute to the IT Legislative policy of Lee Myung-bak Administration.

We are now observing that the information technology environments are rapidly changing toward smart and soft power computing. The main purpose of this paper is to investigate national-level information strategies and to provide suggestions for sustained growth of information technology industry which have played a significant role in upgrading national wealth and brand. In this context we look into the governance structures of the current government, delineate problematic sources, and derive remedial solutions, if any.

정보화는 단지 구호나 선전 문구에 그쳐서는 안될 것이다. 이는 21세기를 준비하는 우리가 필수적으로 가지고 있어야 할 생존 전략인 것이다. 그리고 이를 추진하기 위한 최적의 대안이 바로 단계적인 인트라넷 구축을 통해서 국가 단위 인트라넷을 구축하는 것이다.

국가 지식정보화는 선진국과 후진국을 구분하는 중요한 기준이 될 정도로 국가발전의 핵심 수단으로 부상하고 있다. 21세기 미래사회에서 세계 속의 국가경쟁력을 확보하고 국민의 삶의 질을 제고하기 위해서는 국가가 적극적으로 국가산업구조와 사회구조를 정보화 시대에 맞게 재편해야 한다. 우리나라도 21세기 정부혁신의 모델로 전자정부(Electronic Government)를 제시하고 부처별로 정보화정책에 많은 노력을 기울이고 있다. 국가 발전의 핵심전략인 국가정보화정책이 성공하기 위해서는 우선 정보화계획 등에서의 정책발표가 명확하고 체계화되어야 한다. 즉 정보화 정책기획과정이 합리적이고 효과적으로 설계되어야 한다. 본 연구에서는 우리나라의 과학기술분야 정보화 현황을 조사 분석하고, 향후 나아가야 할 방향을 제시함으로써 보다 효율적인 과학기술 정보화정책 연구에 기반을 제공하고자 한다.

정보산업은 우리나라 여건상 국가발전을 위한 전략산업으로서 많은 잠재력을 갖고 있다. 또한 국가사회의 정보화 촉진을 위한 핵심수단으로서 정보산업의 성장 및 발전은 시급한 과제라고 할 수 있다. 특히 국민의 정보화 체감도와 밀접한 관련이 있는 정보 이용부문에서는 선진국과의 격차가 더욱 큰 상황에 있으며 정보이용부문을 비롯 국가정보화 수준을 혁신적으로 제고하기 위한 정보산업육성방안의 수립이 시급한 상황에 있다. WTO라는 새로운 국제환경의 변화에 적극적으로 대응코자 정보화 및 정보산업에 대한 금융지원 방안을 제시함으로 21세기 핵심산업으로 부상하고 있는 정보산업관련 금융지원방안의 주요내용을 본고에서 알아보고자 한다.

한국은 지금까지 정보기술이 국가 발전에 큰 역할을 해 왔으며 그 성과도 인정받고 있다. 특히 전자정부 수준, 정보화 인프라, 준비도 등은 이미 세계적 수준에 진입한 상태이다. 하지만 최근 주변상황 변화에 따라 '국가 정보화의 방향성 재정립'을 요구 받고 있다. 본 연구는 이러한 시대적 상황에 부응하기 위한 방향 모색과 방안을 정리하고자 한다. 접근 방법은 아키텍처의 시각과 개념을 활용한다. 이와 함께 기존의 공공부문 정보화 추진의 내용과 함의를 조망해 본다. 그리고 새로운 정부의 IT관련 공약과 국정과제 등 정보화와 관련된 내용을 정리 한다. 이것은 아키텍처의 틀 속에서 비용편익과 정보화접근 관점을 기준으로 분석한다. 분석의 결과는 향후에 국가 정보화의 추진 방향과 체계, 사업을 재설계하는데 참조가 되었으면 한다. 그리고 새롭게 국가와 공공 정보화 기본전략 및 청 사진을 그리는데 필요한 아이디어 도출과 시사점이 되었으면 한다.

Informationization level is a very important factor for evaluating the national power and modernization. Informationization propulsion is also important strategy for economic and social development. National informationization is depend on educational informationization and educational informationization is depend on teacher education informationization(TEI). So China steadily carry out the teacher education informationization. In this study, We are concerned about the significance, necessity, general rule and process of TEI. The propulsion systems of TEI are infrastructure, data developing, knowledge and usage of information technology, systematic study, standard and evaluation of TEI.

As a society of knowledge and information has been developed rapidly, because of changing from web environment to ubiquitous environment, a lot of countries across the world as well as S. Korea for national information with electronic Government have a variety of changes with big data. So this study is about development for national information and e-government of S. Korea with public data as big data analysed by the application of scenario planning. And then this research focused on the strategy consulting of national information with e-Government of S. Korea for utilization of public data as big data analysed by the application of 'scenario planning' as a foresight method. As a result, the future policy for utilization of public data as big data for national information with electronic government of S. Korea is to further spur the development of technology for linked data with semantic web for 'understanding of machine' than 'understanding of man'.
