우리 나라는 한-IAEA 보장조치 협정에 따라 핵물질 및 시설에 관련된 보장조치 정보들을 IAEA로 보고하고 유지할 의무를 갖고 있으며, 양국간 체결한 쌍무 협정에 따라 핵공급국이 요청할 경우 수입된 원자력관련 전략물자들에 대한 정보들은 관련정보들을 제공할 의무가 있다. 국제 약속에 따른 국가 보장조치 의무사항들을 이행하고, 점차 규모나 범위가 방대해지는 원자력 산업을 국가에서 효율적으로 통제 및 관리하기 위해 필요한 정보분석 등을 위하여 국가차원의 보장조치 정보관리시스템이 요구되어 왔다. 본 논문에서는 국가 보장조치 정보관리시스템 구축을 위한 보장조치 정보분석, 고려사항 및 정보관리체제에 대하여 기술하였다.

세계는 군사패권주의에서 과학기술에 의한 기술패권주의로 국제질서의 개편이 급격히 이루어지고 있으며, 이로 인하여 선진국간 기술블럭화 등 기술이기주의가 심화되고 있다. 일찌기 과학기술 선진국들은 연구개발활동의 성패를 좌우하는 핵심요소인 기술정보의 중요성을 인식하고 1950년대 이래로 국가적 차원에서 정보의 수집, 분석, 가공, 유통체제를 구축해 오고 있다. 이에 비해 우리는 1980년대 중반 이후 국가적 차원의 기술정보관련 활동을 추진해 오고 있으나 아직도 보유 정보량의 절대부족, 정보활동 및 지원 미흡, 과학기술전담 정보자료센터의 부재, 정보의 공동활용에 대한 인식부족 등이 문제점으로 남아있다. 이러한 문제점에도 불구하고 2000년대 과학기술선진국으로 진입하기 위하여 우리는 단 기간내에 선진국과 대등한 과학기술정보 보유국으로 발전할 수 있는 체제의 정비는 물론, 데이터베이스구축 및 유통체제의 확립을 통한 연구개발의 생산성 제고 등 전체적인 과학기술혁신의 기반을 조성하는 것이 필요하다. 이를 위하여 국내외 정보수집체계확립, 심도있는 정보의 조사ㆍ분석, 양질의 데이터베이스구축, 정보유통 및 서비스체제를 이룩하여야 하며, 정부의 정책적 지원과 함께 과학기술관련 출연 연구소가 종합적인 정보기능을 충실히 수행하여야 할 것이다.

The national investment versus research result management ratio is very low as we compare to those of other advanced countries. Also the system of efficient usage of research result is insufficient. It results inefficient R＆D investment when we drive national R＆D programs. In this paper we developed a generalized information system for efficient planning and management of national R＆D programs. And we developed a efficient system of the R＆D information support and a system of a smoothly circulating R＆D information. Also we apply those systems to the development of the information system of Korea Research Council of Fundamental science and technology. This application system can provide a total R＆D information of whole life cycle of the national R＆D programs.

As our society leads into information age, it becomes necessary to build a new national science & technology information system responded to new social technological change. Therefore, It is needed a picture of the new economic structure to introduce a new system, but our part of science & technology information service have not taken into account of it. This paper gives the national R&D electronic information service system of science & technology in this new change a guide to the coming structure, thus allowing it to better define and position its offerings in the context of one another. The premise of this paper is that new role of it will be based on the structure of new national science & technology information system In this research results, information society of the future is going to the direction of maximizing the economies of extent and connection. The intent of Science & Technology Integrated Information System is hold the information in common, to possess accumulation benefit of the information. In this system, science & technology information fulfill its function of a R&D part in national management system, therefore cooperation among enterprise, school and research institution is easily made through the process into more enhancing the total competition of national science & technology.

Given Korea does not have a competitive edge compared to developed or other competing countries in national information and knowledge resource, it is necessary to consider ways to ensure the best out of the limited resource. It is believed that Korea has to develop a national information policy which enables effective and efficient communication, management and availability of information resource within Korea. In order to ensure the strategic integration of information and knowledge resource in Korea, this research encompasses the followings: First, the needs for establishing a strategic system that helps ensure the integration of information and knowledge resource on national level are probed, Second, current status of national information and knowledge management policy is reviewed, and some problems are brought forward, Third, to resolve the problems a strategic approach to the integration of information resource according to material types and individual institution's characteristics is proposed, fur effective allocation of government budget. Ant finally, based on the findings and models proposed, a national information strategy to integrate the dispersed information resource is suggested.

지식과 정보의 창출, 확산은 국가혁신의 원동력으로 크게 부각되고 있어 선진국은 체계적이고 수요자 지향적인 과학기술종합정보시스템(NTIS)을 구축하고 있다. 그러나 우리나라는 그 동안의 노력에도 불구하고 기관별 상호 연계성 미흡, 중복 개발 운영되어 효율성이 낮고, 연구성과 관리가 어렵고 활용도가 저조하였다. 이에 정부는 기술, 시장, 산업, 인력 등이 연계된 전주기 종합정보서비스체제를 구축하여 과학기술정보종합상황판 구축 활용하고자 한다. 언제, 어디서나 편리하게 이용할 수 있는 시스템 구축으로 하나의 창구로 종합적인 과학기술 정보의 획득이 가능하게 되고 국가연구개발 상황을 종합적으로 파악, 분석하여 투명하고 개방적인 연구관리 지원체제로 지식 정보의 체계적인 창출, 확산, 활용 및 공유를 통해 연구개발 생산성 제고 및 새로운 혁신체제를 구축할 계획이다. NTIS 구축의 향후 과제로는 (1) 연구기획 강화를 위한 R&D모니터 및 조기경보시스템 구축, (2) NTIS 표준화의 선결적 추진이 요구된다. 4가지 표준화 영역 중 기술요소표준을 제외한 3개 영역은 별도의 표준화 과제 수행을 통해 추진하되 분류표준 중 기술분류 표준은 인력, 장비, 기자재는 물론, 사업/프로그램 및 과제관리기관 등과 관련성을 가지므로 NTIS표준화의 핵심이 될 것이다.

네트워크로 연결된 국가기관의 중요한 정보시스템에 대한 보안위협에 대해 기존의 침입차단/탐지시스템을 중심으로 하는 보안솔루션은 잠재적인 보안위협의 처리 한계와 우회하는 새로운 해킹기법 등의 발달로 인해 시스템의 정보보증을 위한 대응책이 떨어지고 있는 것으로 판단된다. 따라서 이에 대한 대안으로 TCSEC B5급(CC EAL5) 이상의 국가기관용 보안운영체제 개발의 필요성이 부각되고 있다. 본 논문은 국가기관용 보안운영체제 개발을 위해 선행되어야 할 안전커널 요구사항에 관한 연구로 이를 위해 먼저 적용될 보안환경과 목적, TCSEC 요구사항, CC 기반 보호프로파일, CC 요구사항을 분석 적용하였다. 이를 기반으로 정보의 중요도에 따라 두개의 등급으로 분류된 국가기관에 적합한 안전커널 요구사항을 제안하고자 한다.
