출판사의 살림은 도서출판에 따른 이익으로 꾸려나가는 것이 아니라 국가재정에 의해 유지된다. 재정 투입이 많으면 도서출판을 활발히 추진할 수 있고, 적으면 도서출판 역시 적어진다. 국가규정에 따라 한권의 책을 낼 때 편집인들에게 일정한 편집료를 지불하고, 경제효율에 따라 따로 보상금을 주는 관리체제를 택하고 있다.

경제 위기와 이로 인한 긴축재정 속에서도 대학교육 개혁을 촉진하고, 대학교육의 질적 발전을 도모하며, 국가 경쟁력을 확보하기 위해서는 한정된 자원을 효율적으로 활용할 수 있는 대학재정 지원정책의 수립이 절실하다. 특히 대학에 대한 재정 지원방식을 개혁할 필요가 있다. 시장모형과 수식에 대한 지원방식을 적절하게 활용할 경우, 대학재정 지원의 효과성을 극대화할 수 있다.

This paper studies the fiscal issues with regard to BTL (Build Transfer Lease) scheme projects, a newly introduced type of PPPs (Public Private Partnerships) in 2005 and tries to provide some policy options. More specifically, we make suggestions to work out the issues such as how to account for BTL transactions and whether to introduce annual budget ceiling system for BTL payment, while we introduce and analyze the experiences of some other advanced countries and international institutes.

기획재정부는 "공동계약 운용요령"의 주계약자 공동도급 적용대상을 확대하는 등 국가계약법 계약예규를 개정 공포하고 지난 1월 10일 시행에 들어갔다. 대한설비건설협회는 회원사의 원도급 시장 진출을 통한 경영수익 구조 개선을 위해 기계설비 분리발주 활성화와 더불어 주계약자 공동도급 확대를 함께 추진해온 결과 기획재정부에서 당초 500억원 이상 최저가 공사에만 적용하였던 주계약자 공동도급을 이번 국가계약법 계약예규 개정을 통해 300억원 이상 최저가 공사로 확대했다. 또한 기획재정부는 공동계약에서의 재심사 규정을 마련했으며, 시공경험 평가 인정기간을 3년에서 5년으로 연장했다. 한편 기획재정부 계약예규가 개정됨에 따라 조달청 시설공사 집행기준도 이에 맞게 개정됐다.

This study explores the trends of social security expenditures after financial crisis in welfare states. For the purpose, this study analyzes changes in social expenditures during 1980~2003 in 22 OECD countries. The results show that average total social security expenditure(as a percentage of GDP) among the 22 countries increased from 18.0% in 1980 to 22.3% in 2003. Compared to sharp increases during the great expansion period of the welfare state before 1980s, the increase in social expenditures after 1980s is substantially weakened. The slowdown in the increases of social expenditures is remarkable in the social democratic welfare states where social expenditures have already reached a high level. On the other hand, social expenditures are considerably increased in the lagged welfare states such as South European countries and Japan. As a result, the cross-national difference in social expenditures has continuously decreased. These findings suggest that financial crisis is a key factor of welfare-state reorganization. Countries where social expenditures are in high level need more reforms under the pressure of financial deficits. Since 1980s, they have tried various reforms especially in pensions and unemployment benefits. Facing new and increasing demands for social security as well as financial limitations, the welfare state needs major reforms in the social security system to increase effectiveness/efficiency of existing programs and to iron out priorities among programs.

The purpose of this study is the issue of public institutions and the financial metrics improve enforcement, public institutions through an integrated management plan for the research is to increase the efficiency of public finances is the purpose of this study. In this paper, the financial operations of public institutions in the five issues (evaluation index system, financial management control framework, Private/Public Sector management, public finance law/institutions, government budget support management) is presented. 지난 '95년 5월 재정경제원에서 기본계획을 확정하고 건설교통부, 재정경제원, 내무부, 농림수산부, 통산산업부, 정보통신부, 환경부, 총무처, 과학기술처, 통계청, 산림청 등 11개 관계중앙행정기관이 참여하는 범정부적인 사업으로 추진중인 국가지리정보체계(NGIS) 구축사업이 이제 첫돌을 넘기고도 4개월이 지났다.

대한기계설비건설협회는 입찰참가 제한을 과도하게 하는 국가공사의 적격심사 신용등급평가 기준 개선을 중점 추진과제로 선정하고 그동안 국회, 국무총리실, 기획재정부 등에 국가공사의 적격심사 신용등급평가 만점기준 하향 조정을 지속적으로 건의하여 왔다. 이에 따라 기획재정부는 규제개선 정상화 과제 이행을 위해 계약예규를 개정하고 시행에 들어갔다.
