A comparative study on NIPP (National Infrastructure Protection Plan) and COOP (Continuity Of Operation Plan) (국가기반체계보호계획(NIPP)과 기능연속성계획(COOP)의 비교 연구)

  • Purpose: The purpose of this study is to prepare a more efficient operation alternative for both systems by comparing and analyzing the recently introduced COOP(Continutiry of Operation Plan) and existing NIPP(National Infrastructure Protection Plan). Method: The basic data of the two systems were collected for research and compared and analyzed by dividing them into the content and procedural aspects. In addition, The efficient operation alternative were derived for experts in the disaster area by utilizing AHP. Result: The National Infrastructure Protection Plan(NIPP) and the Continuity of Operation Plan(COOP) were found to be very similar in terms of content and procedures, and the AHP survey also found that integrating the two schemes was a more efficient and effective operation method. Conclusion: As the recently introduced the Continuity of Operation Plan(COOP) has a wider area of activity than the National Infrastructure Protection Plan(NIPP), and has a continuous management system structure with a more precise workframe, A more efficient national safety net will be realized by reorganizing and integrating it into a more enhanced the Continuity of Operation Plan(COOP) through readjustment of relevant laws and regulations.

  • 최근 들어 이상기후로 인하여 대규모 또는 국지적인 호우의 발생빈도 및 강도가 증가하고 있다. 이로 인해 개수율이 높은 국가하천 및 지방하천보다는 중 소하천에서 홍수로 인한 피해가 극심해 지고 있는 상황이다. 또한 국지적 호우는 지역적인 편차가 매우 심하게 나타나고 있어 홍수 발생지역에 대한 예측이 어려우며, 대부분 홍수관리는 유역단위로 이루어져 있으나 중 소하천의 홍수대응 및 복구는 지자체별로 시행되고 있다. 따라서 홍수 발생 시에 지자체의 특성 및 재난 상황을 종합적으로 고려한 피재자의 체계적인 구호를 위하여 효율적인 피재자 구원시스템 체계 구축이 필요하다. 본 연구에서는 지자체별 피재자 구원시스템 체계 현황에 대한 조사 및 분석을 통해 피재자 구원시스템 체계 항목을 조직, 시설, 물자, 피해복구로 분류하였으며, 항목 별 체크리스트를 작성하여 홍수에 따른 피재자의 효율적인 구원시스템 체계 구축을 하고자 하였다. 체계별 항목 분류와 항목 별 체크리스트는 피재자 구원에 대한 관련법규의 현황 조사 및 분석을 통한 법규 권고 사항을 근거로 작성하였다. 또한 표준 조사표의 항목 및 체크리스트에 대한 평가 기준으로서 표준안을 제시하고자 국내 지자체별 피재자 구원시스템 체계 현황과 국외의 피재자 구원 시스템 체계의 현황에 대한 비교분석을 수행하였다.

  • 인류의 문명과 함께한 재난 중에서 가뭄은 역사를 거슬러 올라가면 국가의 존폐 위기를 가늠할 정도의 큰 재앙이었다. 우리나라의 가뭄상황을 파악하고 가뭄정보시스템을 구축하기 위해 국내 외의 가뭄관련 기관인 국토해양부, 기상청, 농림수산식품부, 환경부 뿐만아니라, 미국 네브라스카주 링컨대학교내에 설립되어 있는 국립가뭄경감센터(NDMC) 등에 대하여 살펴보았다. 본 연구에서는 우리나라 재난전담기관인 소방방재청에서 가뭄정보시스템을 구축함에 있어 실용적으로 유용한 시스템이 되기 위한 구축방안을 제시하고자 하였다. 국내의 물 관련 기관들이 구축해놓은 다양한 실시간 관측시스템을 연계 활용하기 위하여 가뭄관련 부처인 행정안전부, 국토해양부, 기상청, 농림수산식품부, 환경부 및 소방방재청 등에서 물 관련 현황을 파악하여 실시간 관측정보들을 파악하였다. 소방방재청에서는 국가가뭄정보시스템을 구축하기 위하여 2008년부터 연구를 시작하였으며, 우리나라 각 부처에서 구축한 가뭄관련 시스템들의 조사를 통해 생활 공업 농업용수 분야별로 시스템 구축을 위한 시사점들을 살펴보았다. 가뭄정보시스템의 구축방향 제시에 있어서는 동시접속으로 인한 인터넷 과부하를 예방하면서 실시간으로 수신되는 자료를 활용하여 좀 더 정확한 현황정보를 제공함으로써 시스템 활성화를 기하고자 하였다. 가뭄정보시스템을 구축함에 있어 내부 계산부문과 외부 표출부문으로 나누는 것이 합리적인 것으로 판단되었다. 내부 계산 부문에서는 여러 기관으로부터 수신되는 실시간 자료를 행정안전부 국립방재연구원 분석 평가 센터에서 관리하고 있는 서버에 집적하여 가뭄관련 정보를 수치적으로 계산하는 부문이다. 여기서는 강우자료를 토대로 하여 가뭄지수의 산정과 생활 공업 농업용수 분야별로 지역별 수요량과 공급량의 상태를 파악하여 실시간 가뭄지수(RDI)를 산정할 수 있도록 한다. 실시간 가뭄지수(RDI)는 지역 주민들이 가뭄으로 인한 용수량 현황을 알 수 있는 가뭄지수가 되도록 하고자 한다. 특히, 가뭄지수의 산정제시에 있어서는 가뭄지수에 따른 재해피해 상황을 제시하여 피해를 체감할 수 있도록 하며, 농어촌공사 관할 저수지의 실시간 저수율을 활용하여 공간적 분포를 고려하고 가뭄발생에 대한 간이상수도 및 마을상수도 등의 지역별 용수공급 가능성에 대한 전조정보를 파악하여 가뭄발생 이전에 사전 대응할 수 있도록 구축하고자 한다. 외부 표출 부문은 내부에서 계산된 결과 값을 인터넷의 부하를 줄이면서 자치단체 담당자들이 쉽고 빠르게 관할지역의 궁금한 정보를 파악할 수 있게 인터넷 홈페이지에 게시하여 가뭄정보를 공유하고자 한다.

Analysis on Response System in US for Chemicals Driven Marine Pollution Accidents and Korean Response Policy Plan (화학물질 해양오염사고에 대한 미국의 방제체제 분석과 국내의 방제정책 방안)

  • With an entry into force of OPRC-HNS on June 14th 2007, response system against any large scale accidents related to HNS is required to respond rapidly and effectively in a national scale, US national response system and national contingency plan for any chemicals in operation were analyzed to understand the characteristics of management system and response system for any HNS driven accidents in the Us. Main characteristics of the US system were well described as an unified information window and an integrated incident command system supported by response facilities, manpower and technical support from other response organizations through good cooperation. In general, response activities are conducted by private sectors, however, the government will take over response activities in case large scale accidents occur in the Us. Expected expenses for response activities are covered by a type of Superfund in the Us. Several applicable ways are proposed to enable NGO to participate in and reorganize response system in ROK, and are feasible in collaboration with other response organizations and private sectors in the aspects of equipment, technology and manpower, Based upon the above activities, it is desirable to reorganize domestic rules and/or regulations related to response measures in ROK.

  • Recently, we can see an increasing amount of dam damage or failure due to aging, earthquakes occurrence and unusual changes in weather. For this reason, dam safety is gaining more importance than ever before in terms of disaster management at a national level. Therefore, the government is trying to come up with an array of legal actions to secure consistent dam safety. Other dam management organizations are also taking various institutional and technical measures for the same purpose. In this study, Dam Safety Management System, KDSMS, has developed for consistent and efficient dam safety management. The KDSMS consists of dam and reservoir data, a hydrological information system, a field inspection and data management system, a instrumentation and monitoring system including earthquake monitoring, a field investigation and safety evaluation system, and a collective information system. The KDSMS is a kind of enterprise management system which has been developed to deal with safety management of each field, research center, and headquarter office and their correlation as well as detailed safety information management.

  • The purpose of this study was to propose applicability of spatial data and quality check criteria for estimating damage from storm and flood. Using the data from the National Disaster Management System and National Spatial Data Infrastructure, spatial database for estimation of storm and flood damage has been mapped to each type of damage. This was proposed as the quality check criteria for damage analysis. Through this study, it is possible to utilize the spatial database for estimating storm and flood damage. The reliability of analysis results are ensured through the quality check criteria.

A Study on Improvement of the police disaster crisis management system (경찰의 재난위기관리 개선에 관한 연구)

  • With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.

A Study of the Application of Earthquake Early Warning System for the Enhancements in Protective Action by Korea National Park (국립공원의 지진 대응 체계 개선을 위한 지진 조기경보 시스템의 적용에 관한 연구)

  • Conventional Earthquake Early Warning System (EEWS) detects the propagated P-wave from epicenter which should be achieved within 5 seconds to provide seconds to minutes of warning, allowing people to prepare for protective actions. EEWS in Korea is currently capable of providing a warning within 50 seconds after the primary P-wave detection, however, it is well-known that earthquake warning systems operating around Korean National Parks (KNP) have limited capability to fully monitor earthquake events. This study, therefore, presents a strategy to quantify the potential vulnerability to earthquake hazards by superimposing the distribution of Korea Integrated Seismic System (KISS) and the discretized map of KNP. Total 22 national parks are evaluated, and the results suggest that the improvement of the on-site systems should be necessitated for Gyoengju, Gyeryongsan, Songnisan, Gayasan, and Deogyusan national parks, whereas enhancement of regional systems is required for Bukhansan national park.

Security Improvement Plan for Nationwide Key Energy Facilities (국가주요에너지시설 보안향상방안)

  • This study shows the result of the security assessment of the nationwide key energy facilities and suggests the ways of improving the security level. According to the study, most of the energy facilities are adequately equipped with physical security factors such as security personnel, security systems, fences, and guard posts, but lack of awareness is pervasive among those concerned, so the security operation is inefficient. In other words, inefficient deployment of security personnel, lack of the fundamental knowledge of the security systems, excessive dependence on surveillance cameras' functions such as Pan/Tilt/Zoom, misplaced cameras, low efficiency of monitoring, and irrelevant security plans. To solve these problems, above all, the authority concerned need to develop professional training programs to secure certified security mangers, and need to standardize security process to ensure consistency and to harness the standardization as a source of self assessment to improve security level.

  • 최근 이동통신 시장의 급속한 발전은 모바일 단말기를 통한 다양한 부가서비스에 대한 필요성을 증대시켰다. 특히, 친구찾기와 같은 개인의 위치추적을 위한 서비스가 새로운 Killer-application으로 인식되면서 빠른 시장성을 예측하고 있다. 이러한 서비스에 대한 기술은 일반 대중뿐만 아니라 긴급구조시스템, 재난관리시스템 등 공공 및 개인의 안전과 효율적인 자원의 관리를 위한 국가 정보 인프라로서 정보통신 기술 활용 등 사회적인 요구 증가에 부합된다. 본 연구는 무선 이동통신망을 이용하여 긴급한 환경에 처해있는 개인 가입자의 위치를 파악하고 신속히 대처 할 수 있는 무선긴급서비스를 위해 요구되는 기능 및 조건의 기술규격 설계 등에 관한 것이다. 본 논문에서는 국내외 표준을 충분히 수용한 모바일 환경에서 무선긴급서비스의 1)기술규격 범위 및 네트워크 참조 모델을 정의하고 2) 제시된 네트워크 모델의 코어 망과 긴급구조 서비스 망에 대한 기능 정의 및 요구조건에 대해 설계하고자 한다.
