Research on Application of Requirements-based Software Reliability Verification to Domestic Military Aircraft (요구사항 기반 소프트웨어 신뢰성 인증의 국내 군용 항공기 적용방안 연구)

  • In recent years, It is required to verify software reliability according to DO-178, which announced by radio technical commission for aeronautics (RTCA) and recognized by the Federal Aviation Administration (FAA), for civil aircraft developed or intended to fly in the United States or Europe. This is because the reliance on software in each field is deepening, and the efforts for improvement of software reliability have been made first in civil aviation field where economic and social impacts are catastrophic in the event of an accident. In this paper, we have identified some issues to be considered for requirements-based reliability verification required by DO-178 to improve software reliability and present the major elements of the present weapon system acquisition procedure of DAPA for each stage. In addition, we analyzed the results of applying the identified main check factors to a domestic aircraft development project based on the information accumulated in overseas aircraft development projects. As a result, we have shown that it is possible to verify requirements-based software reliability according to DO-178 by adding key checkpoints to the current weapon system acquisition procedure and providing objective inspection criteria.

  • The relationship between Confucian tradition and modern China has been discussed since the last century only on a preconceived level of "pre-modernization" without practical orientation, since the discussion has been referred to the modern West while China has not yet commenced modernization. Such being the case, it is of great significance to revert to this topic in the contemporary context of China's modernization. In other words, such new discussions are concerned with a series of difficulties China is presently confronted. To put it brief, the profit-oriented market economy has bit by bit undermined the traditional customs of the mild agricultural society, resulting in the emotional apathy among people, crush of the ethical order, discard of morality in life, ignorance of man's spiritual existence, and ultimately the extremely unbalanced development of "beggar-thy-neighbor" situation among ethnic groups, countries and regions. Since Confucius time, the Confucian tradition has always been attaching great importance to purify customs through social rules for etiquette and harmony, in the process of which, the ethic order is arranged to promote the emotional communication among group members, the individuals are cultivated to enhance their spiritual realms, and most importantly, those social rules for etiquette and harmony are casted as forms of civilization so as to achieve peace and harmony of the whole world. The integration of these three aspects of the Confucian tradition can undoubtedly provide a reference for solving considerable problems confronted by modern China.

  • Der Antisemitismusstreit in der Philosophie Heideggers kann als ein Streit um seine politische Theologie bezeichnet werden. Fast alle Epigonen Heideggers haben seine Teilnahme an Nazi-Bewegung anerkannt, aber seine antisemitische Haltung verneint. Farias und Faye haben dagegen so behauptet, $da{\ss}$ seine antisemitische Haltung bzw. rassistische Tendenz in seiner ganzen Vorlesungen und Werken gefunden werden $k{\ddot{o}}nnen$. Insbesonders nationalsozialistische bzw. antisemitische Tendenz Heideggers kann als die Stoffe der politischen Theologie im Horizont der seinen eigentlichen $Faktizit{\ddot{a}}t$ gekennzeichnet werden. Die gesamten Vorlesungen und Schriften Heideggers sind seine eigene Gedanken, welche durch keinen ${\ddot{a}}u{\ss}eren$ Zwang $durchgef{\ddot{u}}hrt$ werden. Heideggers Antisemitismus ist ja in diesem Sinne eine $tats{\ddot{a}}chliche$ $Faktizit{\ddot{a}}t$. Aber das ist kein ideologischen Wahnsystem der Nationalsozialisten, sondern eine Art des kulturellen Antisemitismus. Heidegger glaubte damit, die Erde und den Blut deutschen Volkes in der reinsten Weise aufzubewahren durch die Auferstehung des geistigen, geschichtlichen deutschen Daseins. Der rassistische, antisemitische Verdacht zur Heideggerschen Philosophie soll nur in diesem Denkshorizont kritisch interpretiert werden. Damit kann und soll Heideggers rassistische, antisemitische Haltung mit der Nationalsozialisten, welche die Vernichtung der Juden historisch und philosophisch zu legitimieren versucht, unterschiden werden.

  • Being the most populated country in the world, China's one-child policy is its basic national policy. This basic national policy is implemented together with the Maternity Insurance, which is one of the five main social insurances in the Chinese society. The Maternity Insurance is society's way of recognizing women's contribution towards child- bearing and is of utmost important significance. However, with regard to women who are not living within the city or are not working, not only are they not the target for one-child policy, they are also unable to receive the social benefit from the Maternity Insurance. Among the conditions for payment of the Maternity Insurance is the adherence to the one-child policy. Ultimately, working women living in towns and cities adhering to the one-child policy will have a positive influence on the Maternity Insurance. However this places a restriction on reducing the discrepancies to benefit from the Maternity Insurance. On the contrary, women from the villages and those moving between towns and cities are those who really need the Maternity Insurance and yet are unable to benefit from it. While we improve on the Maternity Insurance to include this group of women, we have to at the same time consider the effect it has on the one-child policy. The reformation of the Maternity Insurance has to embody the principle of a harmonious society. It has to have a certain order in the country's national policies, so as to be included in the economic policies of towns and villages.

  • Despite the diverse system development and improvement initiatives that have been created to improve the environments of child birth and nurturing, the birth rate in Korean society remains low. Some minor teenage single parents give birth and raise children. Teenage single parents are supported by the Single-Parent Family Support Act, but some of their needs are still not being addressed. As each single parent has different backgrounds and socioeconomic characteristics, an investigation is required for developing differentiated support in which they will be considered both parents and children. Therefore, this study identifies the unique problems encountered by teenage parents, focuses on single mothers giving birth, and explores measures that teenage parents can use to be independent members of civil society. Three suggestions are presented for the period from pregnancy and childbearing to parenting. First, there should be an education support plan that will enable them to finish tertiary education, and parent education. Second, measures should be created to initiate a change in direction in indifferent biological(real) fathers: these should enlighten and help them participate in rearing their children. Third, in addition to improvements of the current systems only targeting single parent-family support, which will help differentiate teenage parent support from adolescent single parent-family support, assistance should be given for teenage single parents to grow as a Subject of Rights through tailored independent support programs.

사학연금기금 퇴직수당 공단부담금의 기부금 한도초과에 관한 법인세제 개선방안

  • 현재 공적연금제도의 하나인 사학연금은 일반 민간 기업에서 퇴직시에 지급하는 퇴직금과 유사한 성격의 '퇴직수당' 급여를 지급하고 있다. 사립학교연금법에서 지급하고 있는 퇴직수당제도는 학교법인인 사용자가 지급할 의무가 있는 급여에 해당한다. 그러나 사립학교의 열악한 재정으로 인하여 학교법인이 지급하지 아니하고 이를 국가와 공단 및 대학의 일부가 이를 분담하여 지급하고 있다. 사학연금공단에서는 매년 236억원을 연금기금에서 지급하였으며, 동 금액은 기부금으로 손금산입되어 왔다. 그러나, 최근 들어 기부금의 손금 인정비율이 50%로 축소되어 실제 법인세를 납부하고 있다. 본 연구에서는 이러한 퇴직수당 공단부담금을 공단에서 부담하는 것이 타당한지 여부와 기부금으로 처리되는 것에 대한 타당성 여부 등에 대하여 세무회계적인 접근을 통해 법인세제개선을 위한 법 개정의 타당성을 살펴보고자 하였다. 본 연구는 퇴직수당 공단부담금이 기금회계에서 지급되어 기부금으로 보고 있는 기존의 예규에 대한 해석을 새롭게 하고 사학연금기금의 세무회계상 개선방안을 도출하고자 하였다. 퇴직수당의 급여지급은 엄밀하게 살펴보면 기금회계의 대상이 아니라 연금제도의 고유사업인 연금회계의 대상으로 보는 것이 타당하다. 이와 같은 현행 공단의 회계처리 및 기금회계 과세대상의 문제점을 인지하고 이를 면밀히 분석해보고자 한다. 본 연구는 사학연금기금의 법인세 부담으로 인한 연금재정악화를 사전에 방지할 뿐만 아니라 사학연금기금에 대한 안정화를 도모하고자 하는 방안 연구의 일환으로 법적 개선안 도출을 목적으로 하고 있다. 공단은 사립학교 법인을 대신하여 공단에서 대신 지급하면서도 이에 대해 기부금으로 보는 규정으로 인해 법인세를 납부하고 있어 부담금을 대신하여 납부하면서 법인세도 부담하고 있는 이중부담을 안고 있는 것이다. 본 연구에서는 이와 같은 사항을 토대로 다음과 같이 개선방안을 제시하고자 한다. 우선, 공단내부회계규정의 수정을 통해 퇴직수당의 연금회계 적용을 주장하고자 한다. 퇴직수당제도는 연금급여와 관련된 것으로 비과세대상의 고유목적사업 회계에 해당됨에도 불구하고 퇴직수당을 기금회계에서 기부금으로 처리하는 것은 법 논리상 타당하지 않다고 본다. 둘째, 학교법인을 대신하여 기금에서 대신 지급하였다는 것은 연금제도를 유지하기 위해서 연금법상에서 강제로 부과된 부담금으로 이를 필요경비로도 보아야 한다. 셋째, 학교경영기관이 마땅히 부담하여야 할 부담금임에도 불구하고 사학연금기금에서 부득이하게 지급하고 있음을 감안하여 퇴직수당부담금은 현행의 법인세법상 기부금 한도초과 대상에서 제외하는 특례규정을 신설하는 것이다. 본 연구는 최근 법인세가 과세되고 있는 사학연금기금의 과세 문제점을 살펴보고 이에 대한 개선방안을 제시하였다는 점에서 기존 연금제도의 틀 안에서 퇴직수당제도의 법적 부담을 검토한 연구와는 달리 법인세법상의 세무적 검토를 하였다는 점에서 의의가 있다고 할 수 있다.

  • Korea's Kimjang and Japan's Washoku were listed in the UNESCO's Intangible Cultural Heritage of Humanity in 2013. Kimjang and Washoku not only have the meaning of a long tradition or national representative food. Additionally, UNESCO admitted the value of Kimjang and Washoku that allows members of society to share together and strengthen their solidarity through the use of it. And the identity of each nation is well represented in the Kimjang and Washoku effort. The Kimjang is managed by the Intangible Cultural Properties Department of the Cultural Heritage Administration. Likewise, the Washoku is managed by the Department of Washokusitsu of Japan's Agriculture Ministry. In regards to festivals, they are the most representative of Kimjang's contents in Korea. Kimjang can participate with a consensus of all people and must do it before the coming winter months. In this way, it is very suitable for the presentation of a festival. And there are many festivals related to Washoku in Japan, mainly manifested with local specialties. We have seen that Japan has many kinds of festivals, which encourages it to be called and known as the country of festivals. And Washoku is being fostered as the core content of the 'Cool Japan Strategy' because it has become world-renowned since it was listed as an intangible cultural heritage.

Material Properties and Conservation of Imjin Jangcho (Drafts of Imjin War Reports of Admiral Yi Sun-sin) of the 76th National Treasure of South Korea (국보 제76호 임진장초(壬辰狀草)의 지질분석과 보존처리)

  • The $76^{th}$ National Treasure is consisted of seven volumes of Nanjung Ilgi (War Diary of Admiral Yi Sun-sin; each titled by the author based on the zodiac name of the year covered, i.e. Imjin Ilgi, Gyesa Ilgi, Gabo Ilgi, Byeongsin Ilgi, Jeongyu Ilgi, Sok Jeongyu Ilgi, Musul Ilgi), Seogancheob (Letters of Admiral Yi) and Imjin Jangcho (Drafts of Imjin War Reports of Admiral Yi). These are currently in the custody of Hyeonchungsa shrine, the state-managed memorial shrine of Admiral Yi, and has been added to UNESCO's Memory of the World Register in June 2013 in the appreciation of its historical and academic importance as a commander's hand-written battlefield accounts during Japanese invasions of Korea. Imjin Jangcho, among these nine volumes, is a record of battles, including observations on the enemy fleets, suggestions on naval matters, battle expenditure, and methods of battle preparation, transcribed by someone else according to Admiral Yi's instructions. It is Admiral Yi's honest detailobservations on the war situation during Japanese invasions of Korea from 1592 as a Naval Commander of Left Jeolla Province, till 1594 (Year 27 of King Seonjo's reign) as a Commander-in-Chief of the Naval Forces of the South. It is a draft of the war report to be submitted to the King in a single volume as a folio (each sheet folded once to produce one leaf) bound in a side-stitched binding with five holes and inner binding of twisted paper. This study explores the condition and the treatment performed on Imjin Jangcho which could have an implication for the conservation of cultural assets on paper of late Joseon Dynasty.

  • Mureung Valley was designed as a place of scenic beauty. It was called a utopia because of its unexplored regions. Many people traveled to this place and wrote poetry and prose describing it. It represented a culturally historic site and an example of the changing of cultural spaces. Mureung Valley was one of the nameless valleys in Duta Mountain, but "Mureunggye" was named by Kim Hyon Won, who was a governor of Samcheok.. The valley acquired a reputation for many people's visiting. It was a famous space because local residents liked the place, and famous people also loved the place. This place was adapted into a cultural place with a link to the immortal world and an educational place by people's travel stories. The place maintained a reputation until now and took center stage as a famous travel space. One of the reasons it became a place of famous scenic beauty is travel. People who travel to Mureung Valley created poetry and prose containing their excitement and travel stories. As the poetry and prose had esthetic images of Mureung Valley, people understood the place. The poetry and prose showed the meaning of the place and the changing process. These codified the reputation in the place. Mureung Valley was pointed out in one of the Cheokju-Palkyoungs. However, Mugye-Palkyoung (only for Mureung Valley) was made. It was understood as the most beautiful scenery in the place and it had the meaning of the ethics place which embodied Neo Confucianism. Mureung Valley has a great natural landscape and cultural history background. That is how this place of scenic beauty was created.

A study on manufacturing technologies and excellence of Korean traditional paper (전통한지의 제조 기술 및 우수성에 관한 논고(論考))

  • Hanji(Korean traditional paper) is a valuable cultural heritage highly praised, even to this date, for its importance and technology by craftsmanship of our ancestors; it is a product of a combination of craftsmanship, well-established technologies, natural paper mulberry fiber and eco-friendly and durable natural materials and mucilages. Origin of the word 'Hanji(Korean traditional paper)' is from handmade paper made of bast part of the paper mulberry; as paper manufacturing with paper machines introduced in Japan was adopted in late Joseon, paper produced previously was called 'Hanji' and paper produced with western machines was called 'Yangji(machine made paper)'. Hanji has been called by many different names and used in various ways according to materials and production methods; and the functions varied. Hanji, from the era of three states to Joseon era, has been praised for its unique and excellent quality in three Asian countries(Korea, China and Japan); its unique excellence continues to this date in many paper-related national cultural heritages. Also total of 11 cases are registered to UNESCO Memory of the World for its importance, 8 of which are associated with traditional Korean paper: Hunminjeongeum, the Annals of the Joseon Dynasty, Jikjisimcheyojeol, Seungjeongwon Ilgi, the Royal Protocols of the Joseon Dynasty, Donguibogam, Ilseongnok and A War Diary. To examine excellent characteristics of conservation science in Hanji, many studies have been developed. By developing analysis and manufacturing technologies, the excellence of our Hanji should be re-verified scientifically and the tradition should continue as one of the representative Korean cultural heritages.
