  • 도입까지 시간이 걸릴 것이라고 예측됐던 건설정보모델링(BIM : Building Information Modeling, 이하 BIM)이 어느새 성큼 다양한 분야에 진입했다. 영국, 싱가포르, 미국 등 해외에서는 이미 공공사업 시 BIM을 적극적으로 활용하고 있다. 우리나라 또한 2018년 국토교통부에서 '스마트 건설기술 로드맵'을 마련한 후 공공사업에 BIM을 단계적으로 도입해왔다. 대부분의 발주기관들은 오는 2025년까지 공공사업에 BIM을 전면 도입한다는 계획이다. 성균관대학교 공과대학 건설환경공학부 및 미래도시융합공학과 교수이자 국제건설자동화학회의 종신 상임이사인 권순욱 교수는 '스마트 건설 관리' 연구자이자 국내외에서 활동 중인 CM, BIM의 권위자다. 관련 분야의 책 8권과 100편 이상의 논문을 집필하고 30여 개의 특허·소프트웨어 등록을 보유하고 있다. 텍사스 오스틴 대학교 토목공학 박사 출신으로, 삼성물산, 한국건설기술연구원 등 일반 기업과 국가기관에서 실무와 이론을 두루 경험하며 경력을 쌓았다. 건설연구개발사업, 첨단 융복합 건설기술 등 다수의 국가 건설 R&D에 참여해 초고층 자재, 안전 모니터링, BIM 프로세스 표준개발 등의 시스템을 개발하기도 했다. 해외 연구자들과의 교류에도 적극적이다. 세계 석학들과 '노령 공학' 관련 영문교과서를 공동 집필(스마트주택 챕터 담당)했고, 2016년과 2019년엔 국제건설자동화학회와 국제프로젝트관리학회의 연사 자격으로 강단에 섰다. "영국, 싱가포르 등에선 공공사업을 100% BIM으로 발주하기 시작했습니다. 우리나라 정부도 비슷한 길을 가고 있습니다. 일정 규모의 발주 물량이 안정적으로 나오는 공공기관에서 그렇게 한다는 것은 국가가 전체 패러다임을 바꾸겠다는 의지 아닐까요?" 6월 10일 그의 연구실에서 권순욱 교수를 만나 BIM의 현황과 전망에 대해 들어봤다.

A Study on the Way to Enhance Research Performance out of the International Joint Projects under the Framework of National R&D Programs, Focusing Basic and Fundamental Technology (국가연구개발사업을 통한 국제공동연구 성과 제고 방안에 대한 연구 : 기초 및 원천분야를 중심으로)

  • This study explores the way to enhance research performance focusing basic and fundamental technology when researchers conduct international joint research with counterparts in foreign countries, funded under the National R&D programs. In order to retain validity and objectivity, mixed approaches including qualitative and quantitative are adapted at the first step. Through this step, main factors affecting the research performance can be addressed, such as the number of SCI papers published, conference attendance held both in domestic and foreign countries, researchers holding PhD involving in projects. Then, at the second step, DEA methodology is applied to explore the way to enhance research performance, based on the analysis at first step. The result at second step shows that the various ways can be drawn according to programs respectively and the general assumption of research funds and number of projects affecting positive outcome is not absolutely mentioned. Therefore, this study implies that input variables including research funds are not compatible with research performance in terms of international joint research and suggests further that the decisive outcome and management be reconsidered according to the programs respectively under the national R&D program.

  • Currently, The budget expenditure for national R&D has been on the rise, and the quantitative performance in national R&D programs has been increasing accordingly. However, a growth of qualitative performance can not reach to an upward trend of quantitative performance. For a poor qualitative performance such as patent grades and technologies with low efficiency of technology transfer, the performance evaluation centered on "number of cases" is necessary to improve and start to introduce various "qualitative performance indicators". This paper focuses on "Triadic Patent Families" being measurable the overseas competitiveness of patent applied in major countries(the US, Europe and Japan). It analyzes the influencing factors to evaluate the quality of qualitative performance of R&D program. The result of this analysis shows a significant effect on the creating of triadic patent families within factors of R&D scale and project characteristics. This paper is significantly meaningful to expand insufficient triadic patent families to the target of interest rather than early study relatively, and to analyze the influencing factors of the creation of triadic patent families.

  • Major nations undergone grand national strategy regarding Eurasia such as China's One Belt and One Road Strategy and Korea's Eurasia Initiative owing to Eurasia's regional importance. Korea's Eurasia Initiative aims to make one continental, creative continental, peaceful continental with intra-Eurasian nations as grand national strategy is based on creative economy, undertaken by President Park's Government for the future of Eurasia after the Northeast Asian logistics hub strategy. Eurasia Initiative includes logistics network project as an important one which consists of Eurasia Friendly Express, Rajin-Hassan logistics project, the Arctic Ocean route project and Rail transport network project. The success of Eurasia Initiative depends on North Korea. The purpose of this paper is to contribute to the improvement of prompt logistics network by networking main rail transport and other transports such as inland waterway transport and air transport by studying the current situation of Eurasia Express project, including rail transport network and the efficient methods of Eurasia logistics. The efficient methods of rail transport network under the Eurasia initiative are construction of multimodal logistics network connected with rail, international cooperation for logistics standardization in Eurasia, Eurasia nations' subscription of logistics-related conventions and projects performance based on these conventions, etc.

  • In spite of increased R&D budget, the government has not produced outstanding and notable outcomes that have widespread effects on industries and economies. Lacking of solid planning for the R&D projects before they implement is one of the leading reasons. This study conducted case studies for the R&D projects implemented in Korea and other foreign countries, and made suggestion on how to improve the planning practices for the large-scale governmental R&D projects. The purpose of this study is to provide an implications on the policies about the nation-wide R&D planning system.

  • This study reviews the success cases of National Research&Development Projects such as TDX and CDMA projects at the catching-up stage and FTTH technology development project at the post catching-up stage. First, we investigate why the success model of national R&D projects at the catching-up stage failed to operate properly at the post catching-up stage, and then we propose improved policies for a successful national R&D project at the post-catching up stage. From the comparison of FTTH development case at the post catching-up with TDX and CDMA cases at the catching-up stage, we observed that at the catching-up stage 1) there are high uncertainties in technology development and it is very difficult to establish technology standards, 2) it is difficult to conduct government driven R&D and to develop a market for the technology developed, 3) it is difficult to share a vision among the participants in the H&D consortium, and 4) commercialization of the technology developed from the project was carried out by SMEs and venture businesses with little marketing capabilities. Also, we discuss the national level technology development strategies and the role of the government for a successful national research and develop project at the post catching-up stage.

The Effect of Government R&D Support on the Exploratative Activities of the Firm in Korea (정부의 기업 R&D 지원이 기업의 탐색적 활동에 미치는 영향의 실증 분석)

  • This paper empirically examines the effect of government R&D support on the performance of the firm in Korea. In particular, we examine to what extent the government R&D support affected the firm's exploratative performance. Using a novel dataset combining patent information with national government R&D funding data and firm performance indicators from 2005-2008, we construct and run an empirical model where a firm's exploratative activity, measured by a firm patenting in a different field, is a function of the government R&D support a firm receives. The empirical results show that the government R&D support has a positive effect on the firm's exploratative activity. Especially, this effect is stronger for the small and medium size firms, while large firms are relatively relying on their own R&D funding for exploration. This result indicates that the government needs to focus more on R&D funding for small and medium size firms, if it wants more exploratative outcomes to enhance potential resources for economic development.

  • 우리나라의 국가재난관리 업무는 1948년부터 시작되었으며, 자연재해를 중심으로 수행되어 왔다. 이는 과거 사회구조가 단순하여 사회재난의 피해가 자연재난의 피해보다 현저히 적었기 때문이지만, 점차 사회가 복잡해지고 재난의 양상이 복합적으로 변화함에 따라 효율적인 재난관리를 위한 정보시스템의 필요성이 증가했다. 이에 따라 국가적 차원의 재난관리정보시스템 구축 계획을 수립하게 되었으며, 2015년 현재 통합 재난안전정보체계 구축사업을 수행하기에 이르렀다. 통합재난안전정보체계 구축 사업은 현재 다양한 시스템을 통해 분산 관리되던 재난정보를 통합 관리하기 위한 시스템 구축을 중심내용으로 하고 있다. 본 연구에서는 국가재난관리정보시스템에서 활용되는 재난정보 공동활용 시스템의 데이터 분포와 유형을 분석하고 그 활용 방안에 대해 고찰하였다.
