  • 연구자들이 연구 및 학술활동을 위해서 필연적으로 기존 연구를 검토하고 참조하고 인용하고 있으며, 특히 학술연구물의 하나인 해외 학술저널 및 논문의 활용도가 매우 높은 편이다. 그러나 해외 학술정보 시장은 대형 출판사의 주도로 시장이 형성되고 독과점 형태로 운영됨에 따라 그 비용이 계속 상승하고 있고 이와 반대로 국내에서의 해외 저널에 대한 예산은 계속해서 줄어들고 있는 실정이다. 이러한 문제점 해결을 위해 국가 차원의 KESLI 컨소시엄(전자정보 공동구매 및 활용 체제)을 구성하여 전자정보 공동구매의 장을 구축하였다. 본 연구에서는 대학교육협의회, 전문도서관 등 컨소시엄 운영주체의 다변화에 대한 대응과 구매의사결정 지원을 강화하고 대체 정보자원의 제공 등 기존의 KESLI 시스템을 개선하여 대학도서관, 전문도서관, 연구소, 기업 그리고 학술정보 출판사 및 공급사의 전자정보 공동구매 활성화 및 이용자 만족도를 제고하였다.

A Study on Quality Evaluation of Digital Libraries (디지털도서관의 품질평가에 관한 연구)

  • The purpose of this article is to evaluate the quality of digital libraries which Korean society has built with. To the end, first discussed is the operational definition of digital library, which has a variety of meanings and definitions. For the quality evaluation, 10 criteria were developed on the basis of both literature review and user survey. Followed was a thorough investigation to identify the present status of digital library construction. Then, we selected the most representative digital libraries in Korea, and conducted the quality verification on the basis of previously developed 10 criteria. The conclusion includes both major causes of low quality and some strategies for improving the low quality of digital libraries at the national level.

  • In an increasingly digital world, knowledge and information accessibility is becoming a key factor to personal, professional and national development. But only 5% of the world's publishing output is made accessible in alternative formats for people who cannot use print. People with disabilities say that the biggest barrier to access to the material they want or need to read is a lack of accessible information. This study aims to analyze the development policies(governance and role, funding and support, production and distribution system, etc.) of alternative formats for people with disabilities in major countries(Australia, Canada, Japan, Korea, Sweden, UK, and USA). And result of this preliminary study will be used as background information for development of the national plan and role model for production and distribution of the alternative formats in Korea.

A Study on the Relationship between Library budget and Library Usage (도서관 예산과 도서관 이용과의 관계에 관한 연구 - 부산지역 공공도서관을 중심으로 -)

  • The purpose of this paper is to explain the necessity of secure budget in public libraries with regard to promoting library usage. It is namely to attempt to find out if there really is a connection between library funding and library usage. For this purpose, the relevant data of all the 31 public libraries in Busan were collected from the 2013 National library Statistics of Korea. To determine the connection between library funding and usage, two variables were selected, 'TFI (Total Funding Indicator) = $\sqrt{personnelcosts{\times}materialcosts}$' for independent variable and 'LU (Library Usage) = (visits per year) + (loans per year)/number of inhabitants' for dependent variable. The results showed that there is a clear relationship between TFI and LU and If more cost is spent on personal resources and material resources, the total usage of the public library also increase. The findings are limited due to the fact that the observation was focusing on public libraries in one community and the period of observation was one year in 2013.

  • We, Korean, still remember the moment that we got so excited due to the expectation of unification between North and South Korea which turned to be failure when Kim, Il-Sung passed away in 1994. However, the recent close relationship between two Koreas has shown the remarkable improvement, and North Korea seems to be ready to expose itself to the western capitalism. The special economy zone in Sinewuiju is one of the examples showing the gradual change in N. Korea. This political change has made possible the cultural exchanges between two countries, which is similar to the process of German unification. It is absolutely necessary to learn from the previous experience happened during the German unification. We, then, need to realize how the Germany managed the problems aroused by unification Especially, the matter in integrating two different public library systems in East and West Germany is treated as a major concern through the paper. The method Germany applied on integrating two different systems was to dissolve the one in East and let it be absorbed by the one in West even the public library system in East German was known as a well-organized network. Therefore, this paper shows the process of the development of East German public library and harmonization of two different public library systems.

  • This study was conducted with the aim of identifying the current status of the national authority data construction project centered on the National Library of Korea for the effective construction and utilization of national knowledge information resources. It also aimed to reveal the possibility and improvement of the national information system with the international standard identification system, and suggesting future development plans. To this end, this study conducted interviews and questionnaires with members of the Korean National Authority Data Sharing System(KNASS). The survey consisted of items related to the current status and difficulties related to the authority, the use of the KNASS, the recognition and utilization of identifiers, the awareness and utilization of the linkage with ISNI, the Importance-Performance Analysis for activating the KNASS, and the overall satisfaction and improvement direction. As a result of the analysis, it was proposed to develop rules and guidelines related to the authority works, to increase the quantity and quality of authority data, to raise understanding of the importance and establish a efficient work system, to diversify the authority service and develop a utilization model, to link the KNASS with international identifiers, and to share the necessity of the KNASS.

  • In digital environment the hallmark of the national libraries is its responsibility or function of acquiring and preserving the county´s off-line and on-line publications in term of legal deposit. But the legal deposit system based on print materials in Korea predates the digital age and requires a new legal framework. It would be a tragedy if national library was not to archive the nation´s intellectual and cultural heritage because of limitation of legal deposit system. The purpose of this paper is to analyze form of the current deposit system and to suggest a reform model for legal deposit legislation with priority given to legal scheme and elements(terms, the depositor, the depository, object of deposit, number of copies, time of deposit, compensation and fine, right of migration and free access, etc.).

  • Since new issues and topics are emerging in the information and library science fields, diverse needs are identified to enhance the curriculum of library and information science education. This study investigated curriculum of library and information science in US and identified the topics of classes in the curriculum by the three aspects such as competency areas, scientific and technology category, and research fields. Consequently, topics related various information technology including system design and implement are the most popular topics in all analyses. Library and information center management and user service are also major topics of the curriculum.

  • This article delves into community archives based on the archival project of Dongjak-gu Public Library on the search toward sustainability. Dongjak-gu has conducted a local archiving project that involves collecting local records, focusing on the role of local public institutions as representative districts in the local region after the library was established in September 2013. Thus far, we are managing the project and records that are piled at the public library, and as the placement for archiving local records conducted in a local public library does not match its role, the national/city/province system for archiving local records faces a challenge for long-term sustainability. Therefore, we would like to present an idea for sustainability by discussing our concerns and experiences in this paper.
