This research aims to find an optimal space program and analysis of optimal land of the national model of the scientific and technical information center. And the objective of this study is to contribute to strengthen the need of the building of information center and provide operation programs and vision toward information center which will be established later. We suggested a basic plan of scale and space program for proper space uses and optimal facilities and state-ofthe-art equipment of building. Also, we selected alternative land by document study, and suggested optimal land by field works and studies.

오늘날 지식정보사회에서는 국가의 과학기술이 그 나라의 국가 경쟁력을 좌우하게 되기 때문에 우수한 잠재력을 가진 영재를 조기에 육성하고 교육하는 일은 매우 중요하다. 특히 요즘처럼 지식정보사회로의 전환이 급속도로 진행되고 있는 현실을 고려해 볼 때에 영재교육 중 정보과학영재교육의 중요성은 더욱 커지고 있다. 사람들은 흔히‘영재’라는 이유로 기초가 되는 부분을 소홀히 하고 넘어가는 경우가 많다. 정보과학영재를 위한 교육과정 중 기초기술소양교육도 마찬가지였다. 대부분 프로그래밍 같은 고급기술을 요하는 것만 중시하지 워드프로세서나 프리젠테이션 프로그램 활용 같은 컴퓨터 사용에 기본이 되는 것들은 간과하고 넘어가는 경우가 많았다. 하지만 기초가 단단해야 튼튼한 건물을 지을 수 있고, 뿌리가 깊어야 바람에 안 흔들리듯이 정보과학영재를 위한 교육과정 중 기초기술소양교육의 중요성은 무시할 수가 없다. 특히 컴퓨터에 대한 강한 호기심과 높은 창의력등 정보과학영재로써의 많은 것을 갖추고 있지만 단지 기초기술이 부족한 아동은 정보과학영재가 아니라고 단정지어 말 할 수가 없기 때문에 기초기술소양교육은 매우 필요한 것이다. 따라서 본 논문에서는 정보과학영재교육의 필요성과 초등정보과학영재를 위한 기초기술소양교육의 필요성을 생각해 보고, 현재 일반적으로 이루어지고 있는 기초기술소양교육을 분석해 보고 단편적인 기능이 중심이 아닌 문제 해결 중심의 새로운 기초기술소양교육방안을 제시하고자 한다.

The National Science and Technology Knowledge Information Service (NTIS) provides information on national R&D projects. Project information consists of meta-information such as 'project name', 'project performance institution', 'research manager name', and text explaining projects such as 'research goal', 'research content', and 'expected effect'. There is a problem that it takes a lot of time to find the desired project information by checking all of the "research goals" or "research contents" in the list of results of searching for 1 million project information. To solve this problem, this paper proposes a project information summary system that summarizes the parts consisting of long texts within the national R&D project information. By analyzing the linguistic characteristics of the Korean language, a preprocessor was built and a project information summary model based on natural language processing technology was developed to process preprocessed text information. Through this, project information composed of long sentences is provided in a compressed and summarized form, which will help users to easily and quickly infer the overall content with the summary information alone.

한국과학기술기획평가원(KISTEP)은 '미래 성장을 견인할 수 있는 국가존망 기술의 발굴'에 대한 보고서에서 국민건강을 지켜주는 14개의 기술을 선정하고, 이들에 대한 기술적인 실현뿐 아니라 실용화, 산업화까지 이어져 진정한 국가 성장에 이바지할 수 있도록 공격적인 R&D 투자지원방식과 실천전략이 절실하다고 제안했다.

저품질의 데이터는 데이터양이 증가함에 따라 조직의 시스템 관리비용을 증가시키는 문제점을 야기 시킨다. 이에 KISTI에서는 고품질의 데이터 확보를 위해 데이터 품질관리 활동을 수행하고 있다. 본 논문에서는 국가과학기술지식정보서비스(NTIS)에서 다루고 있는 국가R&D정보에 대한 데이터표준 관리시스템에 대하여 알아본다. 구축된 시스템 활용을 통하여 일관성 있는 데이터 표준관리가 가능할 것으로 기대한다.
