Since the curriculum of the department of library and information science for nurturing librarians and teacher-librarians is not standardized and the education scope and content of subjects for each exam to recruit librarians and teacher-librarians is also not standardized, the objectivity and credibility required for national exam are not guaranteed. This study is for developing a standard curriculum as one of the solutions regarding the foregoing problem. To achieve the goal of this study, first of all, the requirements for librarians and teacher-librarians and a national exam related to Teacher Certification Examination, regulation, and implementation rules were reviewed. Secondly, the justification of the suggested subjects through analyzing prior studies for developing a curriculum for library and information science was reviewed. Thirdly, the subjects resulted from the two foregoing methods were confirmed as a standard curriculum for library and information science through a focus group discussion among practicing librarians.

통신선에 장애를 유발할 수 있는 전자유도 대책을 위해서 국가 기술기준에 의한 유도전압 한계치가 정해져 있고, 현장 유도 대책 상 이 제한치를 초과할 때에 필요한 것이므로 정부 고시의 기술 근거에 의해 유도전압을 계산하여 이에 대한 조치를 시행하고 있다. 전자유도 현상에 있어서 피유도원인 통신선간의 커플링 관계에 있어서 중간 차폐를 줄 수 있는 성분에 대한 계수치를 적용할 수 있다. 고시에 의하면 고속전철 시설 중 국내의 건설기반이 되는 고가의 교량구간에 의한 차폐 계수를 사용할 수 있고 그 수치가 제시되어 있는 바 이 수치에 대한 실증적 연구 소요에 의하여 교량구간이 아닌 노반 구간과 교량 구간의 경계점에서 비교 측정을 수행하였고 교량에 의한 차폐효과가 현재 고시에 주어진 수치에 근접함을 확인하였다.

그동안 건설업계가 한목소리로 지적했던 실적공사비 제도를 폐지하고 시장거래가격을 토대로 하는 표준시장단가제도 도입 등의 주요 내용을 담은 국가계약법 시행령 및 시행규칙이 개정되어 지난 11월 4일 공포와 동시에 시행에 들어갔다. 대한설비건설협회가 건설공사의 적정공사비 확보를 위해 현실가격을 반영하지 못하는 실적공사비제도 개선을 협회 중점추진 과제로 선정하고 국회, 국토교통부, 기획재정부 등에 지속적으로 건의해 온 결과 정부가 받아들여 개정된 것이다.

국가참조표준센터가 2006년에 설립된 이후 우리나라에서 필요로 하는 참조표준 개발이 궤도에 오르기 시작하였다. 일차적으로 참조표준을 개발하기 위한 기본 체제로서 국가참조표준체계가 지경부 고시에 의해 확립되었고 이 체계에 따라 현재 12개의 데이터센터가 지정되어 각기 분야별로 참조표준을 확립하고 있다. 본 논문에서는 참조표준 개발 현황을 간략하게 소개함과 동시에 산업계에서 이것이 실제적으로 어떻게 활용되고 있는지 제시하였다.

장기계속건설공사에 있어 수급사업자에 대한 원사업자의 계약이행보증금 중도반환 규정이 신설됐다. 이에 따라, 연차별로 계약의 이행을 완료한 원사업자는 국가 등 공공발주자로부터 계약보증금을 반환받을 수 있는 날부터 30일 이내에 수급사업자에게 연차별 하도급계약이행보증금을 중도에 반환해야 한다.

This paper analyzes the procedure of calculating how the results of national control points (triangulation points), based on Bessel datum, have been transformed into those of KGD2002, based on the world geodetic system. GPS and EDM data observed from 1974 to 2008 were used for this purpose. A large-scale integrated GPS network was constructed to estimate the results of KGD2002 and new national control points about 12,000 were decided through multiple stages of data processing. The accuracy of these results is ${\pm}0.015m$ (95%) in the horizontal direction and ${\pm}0.030m$ (95%) in the vertical direction. The adjusted results verified by the construction of an integrated GPS/EDM network were compared with the results of KGD2002. In conclusion, the bulletin results are thought to be appropriate because the coordinate differences (RMSE) are ${\pm}0.0025m$ and ${\pm}0.008m$ in horizontal and vertical directions respectively.

기획재정부가 모든 공사에 하도급지급확인제 실시 등 국가계약 회계예규를 개정하고 지난 9월 8일부터 시행에 들어갔다. 개정된 회계예규의 주요 내용은 $\Delta$하도급대금 지급 확인제도 도입 $\Delta$최저가낙찰제공사 PQ시 지역업체 참여도 반영 $\Delta$국가계약법 시행령 시행규칙 개정에 따른 후속 조치 등이다. 대한설비건설협회는 회원사의 원활한 하도급 공사대금의 확보와 부당한 공사대금의 수령을 막기 위해 그동안 관련 제도 마련을 관계기관에 지속적으로 건의한 결과, 기획재정부가 회계예규를 개정하여 국가기관이 발주하는 모든 공공공사에서 원도급자의 하도급대금 지급내역 및 하도급자의 하도급 대금 수령내역을 발주기관 및 공사감독관이 직접 대조·확인토록 하는 하도급대금지급 확인제도를 도입한 것이다. 이 제도의 도입으로 앞으로 발주기관이 원도급자의 하도급공사대금의 공정한 지급여부를 직접 확인함으로써 하도급자의 공사대금 적기수령에 도움이 될 것으로 기대된다.
