Employment Structure in Korea: Characteristics & Problems (우리나라 고용구조의 특징과 과제)

  • As the Korean economy grew, employment expanded steadily, with the number of economically active people increasing and the employment-to-population rate also increasing. However, the working age population started to decline in 2017, and the employment of women and young people has been sluggish. The proportion of non-salaried workers in Korea is much higher than in other OECD countries, and is also excessive, considering Korea's income levels. In addition, the proportion of non-regular workers and the proportion of workers employed at small companies are particularly high among salaried workers. In light of these characteristics of Korean employment, the urgent problems facing the employment structure can be summarized by the deepening dual structure of the labor market, the increase in youth unemployment, sluggish female employment figures, and an excessive share of self-employment. Overall, it is seen that labor market duality is the main structural factor of the employment problems in Korea. Therefore, in order to fundamentally address this employment problem, it is necessary to concentrate policy efforts on alleviating labor market duality.

여성(女性) 고비문제(雇備問題)에 대한 제도적(制度的) 접근(接近)

  • 본고(本稿)에서는 고용구조조사(雇傭構造調査) 1986년 및 1992년 테이프를 활용하여 여성(女性)의 학력별(學歷別) 연령별(年齡別) 경제활동(經濟活動)및 실업(失業)과 취업구조(就業構造)에 대하여 분석하였는바, 여기서 확인된 우리나라 여성 고용문제는 크게 세가지로 요약할 수 있다. 첫째, 여성의 연령별 경제활동참가율이 중졸 이하 학력 여성의 경우 M자형(字型), 고졸 이상 학력 여성의 경우 단봉형(單峰型)으로 나타나 연령에 따라 큰 기복을 보이고 있다. 둘째, 여성 중에서도 고학력 고연령층(경제활동참가율과 고용률의 악화)과 저학력 저연령층(실업률의 증가)의 고용문제가 심화되고 있다. 셋째, 저학력 여성의 제조업(혹은 생산직) 취업이 고령화(高齡化)되고 서비스업 취업이 전통적 부문(도 매소 음식 숙박업)에 집중되고 있으며, 고학력 여성의 사회 개인서비스업, 관리 전문직, 파트타임 등에서의 취업이 활성화(活性化)되지 못하는 등 여성 취업구조(就業構造) 고도화(高度化)의 한계(限界)를 보이고 있다. 본고(本稿)에서는 이렇게 실증적으로 확인된 문제점들이 결국 우리나라 여성 대부분이 '생애직업경력(生涯職業經歷)(lifetime job career)'을 가지지 못하는 제도적(制度的) 문제점(問題點)으로 귀시(歸蓍)되는 것에 주목하고 이러한 제도적 문제를 해소하기 위한 제도(制度) 개선(改善)의 방향을 제시하고자 하였다. 여성 고용문제 해소를 위한 바람직한 '제도건설(制度建設)(institution building)'의 방향으로 본고에서는 (1)여성을 위한 고교 교육 및 직업훈련의 개편, (2)여성을 위한 전문대학 및 대학 교육의 개선, (3)여성을 위한 고용서비스의 강화, (4)출산 및 육아에 따른 여성 부담의 경감, (5)여성에 대한 고용주로서의 정부 역할 재정립 등을 강조하였다.

A Study of Selection of Self-employment in Korea (자영업 선택의 결정 요인에 관한 연구)

  • This study is analysing the factors determining individuals' behavior of selecting self-employment not only at the micro-level but also at the macro-level to put a particular emphasis on the financial constraint and unemployment rate representing business cycle. The data used in this study are "Korean Labor and Income Panal Study" of the Korea Labor Institute and "Economically Active Population Survey" of National Statistical Office. The main findings are as follows. First, human capital such as educational attainment and job experience has positive effects on male's selection of self-employment. The effects of job experience, however, changed negative for female's selection of self-employment. Second, real estate is significantly enhancing the selection probabilities of employer selection while the income from financial assets has negative effects. Third, entrepreneurial culture and environment are also raising the self-employment selection probability. Lastly, the regional unemployment rate representing the business cycle has positive effects on the self-employment selection after the financial crisis in 1997 both at the micro and macro level. Moreover, the coefficient of regional unemployment rate has changed positive in the structural model of self-employment selection controlling for selection bias and income opportunities, which means that individual's behavior of self-employment selection is rather complex when accounting for the uncertainties of income opportunities and diverse characteristics of self-employment workforce.

An Analysis of Vocational High School Students Preference for Science and Its Causal Factors (실업계 고등학생의 과학선호도와 인과요인 분석)

  • There are an increasing emphasis on affective domain, for example interest or belief, in science education. But decreasing interest on learning science and tendency to avoid science-related job are serious problems of secondary science education, especially in case of vocational high school students. However there are few researches for vocational high school students. In this study, preference for science is assumed to be a multidimensional property that reveals ones' behavioral volition and valuation as well as emotional response upon learning science. To investigate vocational high school students' preference for science and its causal factors, a Likert style questionnaire was developed through factor analysis. Students' preference for science was analyzed by 3 categories, and its causal factors are investigated by path analysis using structural equation model.

  • Our study illustrates how the use of web materials written with Mathview affects vocational high school students' learning in terms of formative evaluation. Our first attempt to develop high school math with Mathview has been guided according to current math texts due to highly structured format of math contents and low learning competencies of vocational high school students. The 6 female students who participated for about 12 hours in this study revealed their responses through interview data. descriptive surveys and field notes. Contrary to the original expectation. the results of data analysis showed that the students seem to prefer using conventional learning methods even though they were motivated by powerful graphical display of Mathview and algebraic manipulation capability.   • 현대사회의 구조변화에 따라 직업교육의 효율성과 산업현장의 전문인력 양성을 위한 교육방안의 일환으로 연계교육(2+2)이 실시되고 있다. 그러나 연계 교육은 학교 현장에서 정상적으로 교육과정을 진행할 수 없는 현실적인 문제점을 가지고 있다. 이러한 관점에서 연계교육을 병행하고 있는 실업계 고등학교에서는 아직 졸업하지 않은 학생들의 연속적인 교육을 위해 인터넷을 이용한 교수-학습 방법을 제시할 필요가 있다. 본 연구에서는 연계교육을 위한 효율적인 교수-학습방법을 제시하고, 이를 효율적으로 운영 및 평가할 수 있는 원격대화식 학습 평가시스템을 설계 및 구현한다.

An Analysis for the Structural Variation in the Unemployment Rate and the Test for the Turning Point (실업률 변동구조의 분석과 전환점 진단)

  • One of the basic assumptions of the regression models is that the parameter vector does not vary across sample observations. If the parameter vector is not constant for all observations in the sample, the statistical model is changed and the usual least squares estimators do not yield unbiased, consistent and efficient estimates. This study investigates the regression model with some or all parameters vary across partitions of the whole sample data when the model permits different response coefficients during unusual time periods. Since the usual test for overall homogeneity of regressions across partitions of the sample data does not explicitly identify the break points between the partitions, the testing the equality between subsets of coefficients in two or more linear regressions is generalized and combined with the test procedure to search the break point. The method is applied to find the possibility and the turning point of the structural change in the long-run unemployment rate in the usual static framework by using the regression model. The relationships between the variables included in the model are reexamined in the dynamic framework by using Vector Autoregression.

A study on parsimonious periodic autoregressive model (모수 절약 주기적 자기회귀 모형에 관한 연구)

  • This paper proposes a parsimonious periodic autoregressive (PAR) model. The proposed model performance is evaluated through an analysis of Korean unemployment rate series that is compared with existing models. We exploit some common features among each seasonality and confirm it by LR test for the parsimonious PAR model in order to impose a parsimonious structure on the PAR model. We observe that the PAR model tends to be superior to existing seasonal time series models in mid- and long-term forecasts. The proposed parsimonious model significantly improves forecasting performance.

  • The scale of the authenticity perceived by the athletes of the domestic business team was developed. Through this, it is intended to accumulate information and authenticity research on human resource management of unemployment teams. The authenticity scale was developed through a total of 6 steps by referring to previous studies on the scale development process at domestic and international. In the first stage, the basic composition was confirmed through the review of previous studies.In the second stage, preliminary questions were drawn through in-depth interviews with 13 players belonging to the business team. In the third stage, the authenticity attribute and structure were confirmed through an expert meeting. In the fourth stage, the appropriateness of the items was verified through exploratory factor analysis and reliability analysis of 248 people. In the 5th stage, 288 subjects were tested for construct validity, convergent validity, and discriminant validity through confirmatory factor analysis, correlation analysis, and reliability analysis. The sixth step was to verify the relationship through regression analysis with the performance variables to examine the applicability and predictability of the developed scale. Through the above procedures, 4 dimensions of organizational authenticity and 18 measurement items were developed, and 3 dimensions of leader authenticity and 18 measurement items were developed.

Changing Industrial Structure and Employment of Older Males in the United States: 1880~1940 (미국 산업구조의 변화가 고령 남성의 고용에 미친 영향: 1880~1940)

  • This article examines the employment status of older male workers in the era of industrialization, focusing on the questions of how the extent of pressure toward retirement varied across different occupations, and how it changed over time. A comparison of hazard of retirement across occupations shows that men who had better occupations in terms of economic status and work conditions were less likely to retire than were those with poorer jobs. This result tends to reject the recent view that retirement was more voluntary than forced as early as a century ago. The difficulty faced by older workers in the labor market, as measured by the relative incidence of long-term unemployment, was relatively severe among craftsmen, operatives, and salesmen. In contrast, aged farmers, professionals, managers, and proprietors appear to have fared well in the labor market. The pattern of shifts in the occupational structure that occurred between 1880 and 1940 suggests that industrialization had brought a growth of the sectors in which the pressure toward departure from employment at older ages was relatively strong.
