Currently, the Free Trade Agreement(FTA) promoting regionalism or bilateralism has been increasingly concluded, which is against multilateralism of the WTO. The adoption of the TRS under the FTA carries various issues from the rationale of its existence to its contents. To explain these contradictory issues between the WTO and the FTA, this paper studied on the TRS by analyzing present cases and negotiation results of the TRS under the FTA and comparing them under the WTO. The TRS under the WTO agreement is limited only to antidumping, countervailing duties and safeguard as the agreed concept. When the negotiations of the FTA are on the process, it is necessary to adopt the TRS depending on the negotiating party countries of the FTA after considering fully the economic situations of Korea and the need of protection for the domestic industries. Currently, Korea has entered into the FTA with several countries and most of the agreements with respect to the TRS maintain and observe the right and duty in the WTO agreement and when necessary, in some of the FTA agreements, they have changed parts of the TRS. Consequently, it is needed to establish the basis for application of the TRS. Also, additional application of the SSG provision to some sensitive goods is highly recommended.

구제역 발생시 구체적인 방역요령은 "구제역 긴급 행동지침"에 따라 방역조치가 수행되며, 이 요령에서 정하지 못하는 사항들은 행정지침으로 전달된 방법에 따라 수행하게 된다. 본 기고는 구제역 방역을 일선에서 시행한 결과를 토대로 재검토한 바, 모든 감수성 동물은 최종도착지가 도축장인 점을 감안할 때 도축장방역이 매우 중요함에도 불구하고 "구제역 긴급 행동지침"이 구체적이지 못하였으며 일선 방역 검사기관의 능력과 여건이 고려되지 않고 방역 및 검사업무는 물론 제반 행정사항을 검사원에게 일임함으로써 결과적으로 업무가중에 의한 검사처리능력의 한계점을 넘는 결과를 초래하였다 따라서 "구제역 긴급 행동지침" 및 자체 가상 시나리오 작성시 도축장 방역을 보완하여 유사시 효율적인 방역 검사가 이루어질 수 있도록 다음과 같이 제언한다. (1) 검사원의 증원방안 (2) 검사업무 보조원 확보 방안(기능직 공무원 대체) (3) 정육 및 부산물 처리장 선정(특히 오수 및 장내용물 처리방안) (4) 사법권의 적절한 활용방안

봄바람이 불면서 구제역 발생 방지를 위한 양돈장의 방역관리가 더욱 절실해지고 있다. 이에 농림부는 3월부터 5월까지를 '구제역 특별대책기간'으로 설정, 강도 높은 국격검역과 국내 방역활동을 추진하고 있다. 구제역은 국내에서는 2000년과 2002년도에 발생하여 4,500억원의 직접 손실을 입은 바 있으며 최근에는 발생하지 않았고 국제적으로도 발생이 감소하고 있지만 우리나라와 인접한 중국과 북한에서 계속 발생하고 있고 베트남 등 다발지역인 아시아 국가들과의 교류도 증가하여 국내에 유입될 가능성을 배제할 수 없는 상황이다. 특히 최근에는 사료 값이 큰 폭 인상되는 등 양돈농가의 경영여건이 악화되었고, 환절기 질병 발생률이 높아 방역에 소홀해질 수 있다는 우려가 높아지고 있다. 게다가 더 올봄에는 예년보다 황사가 자주 발생할 것으로 예보되어 구제역 방역에 더욱 고삐를 조여야 할 것으로 보인다. 또한 양돈농가에서 방역활동을 철저히 하는 한편, 특별대책기간 중 외국을 여행하는 농가는 중국, 몽골, 메트남 등 구제역 발생국가 여행이나 현지 축산농장 방문을 자제하고 입국시 육류 등 축산물을 가지고 들어오지 않도록 해야한다.

본 연구는 가뭄이 발생한 경우에 그 피해를 최소화하고 가뭄지역에 대한 적절한 행정적인 구제를 수행하기 위한 기본 연구로서의 성격을 가진다. 자연재해에 대한 대책으로서 자연재해대책법, 재난및안전관리기본법, 농어업재해대책법 등에서 몇몇 조항이 적용되고 있으나, 가뭄에 대한 대책으로서는 대단히 미흡한 실정이라고 할 수 있다. 특히, 가뭄의 특성상 피해지역의 특정이 어렵고 피해기간이 장기간에 걸치며, 가뭄 그 자체의 정의가 어렵다는 점 등이 가뭄피해 구제의 걸림돌이 되고 있다. 이의 해결을 위해서는 우선 피해구제의 관점에서 가뭄의 정의를 명확히 할 필요가 있다. 가뭄의 법적인 정의가 명확하지 않다는 것은 재난으로서의 가뭄을 인정할 것인지에 대한 판단이 모호하다는 것을 의미하며, 결과적으로 가뭄지역 선포 및 구제책의 지연을 초래할 수 있다. 가뭄에 대한 명확한 법적 근거를 마련함으로써 가뭄이라고 하는 자의적 해석이 강한 재해로부터 보다 합리적인 대응책의 마련이 가능할 것이다. 또한 피해구제의 관점에서도 공정하고 효율적이며 신속한 대응이 이루어 질 수 있을 것이다.

Due to the FMD(foot-and-mouth disease), the domestic animal husbandry and related industries suffer enormous damage every year. Although various academic researches related to FMD are ongoing, engineering studies on the social effects of FMD are very limited. In this study, we propose a systematic methodology to analyze emotional responses of regular citizens on FMD using text mining techniques. The proposed system first collects data related to FMD from the tweets posted on Twitter, and then performs a polarity classification process using a deep-learning technique. Second, keywords are extracted from the tweet using LDA, which is one of the typical techniques of topic modeling, and a keyword network is constructed from the extracted keywords. Finally, we analyze the various social effects of regular citizens on FMD through keyword network. As a case study, we performed the emotional analysis experiment of regular citizens about FMD from July 2010 to December 2011 in Korea.

구제역은 우제류 동물이 걸리는 급성열성전염병으로, 본 병에 걸린 동물은 발열이나 식욕부진을 지나 병명대로 구강과 혀 점막, 발굽 주위나 유방의 피부에 수포를 형성한다. 이후 이환된 가축은 섭취 장애나 보행장애가 일어나고, 산육능력이나 비유량이 저하됨에 따른 경제동물로서의 가치를 현저하게 떨어지게 한다. 또한 본 병의 전파는 극히 빠르고 동물이나 축산물에 대하여 엄격한 이동제한이나 방역조치가 본 병의 전파나 확대를 막기 위해 실시하기 때문에 본 병에 의해 생기는 경제적 피해는 농가의 지역단위 뿐만 아니라 국가단위에도 미쳐 심각하다. 그 때문에 자유무역을 표방하는 WTO체재하에 있어서도 구제역의 만연방지를 목적으로 한 무역제한은 국제적으로 용인되어져 오고 있고, 세계동물보건기구에 의해 국가나 지역단위의 청정도 구분이 장해져 각국의 법에 반영되어져 있다. 구제역의 병원체로 있는 바이러스는 숙주역이 넓고, 적지 않은 바이러스양에도 감염이 성립, 감염동물체내에서 바이러스가 신속하게 복제, 감염동물로부터 다량의 바이러스가 배설, 접촉전파만이 아닌 공기전파를 일으킨다는 등이 본 병의 전파나 확대에 유리한 복잡한 성성을 가질 경우에 구제역의 방역 및 박멸을 어렵게 하기 때문에 수의학영역에서 가장 경계해야할 전염병의 하나이다. 따라서 본 필자는 최근의 국내 구제역 발생상황속에서 관련자료정리를 하다가 대동물 임상수의사가 알아야 부분과 일본 동물위생연구소 등에서 구제역바이러스 인공감염 및 화학물질(T-1105)투여시험 결과 내역를 정리하여 소개해두고 저 한다.

최근 구제역의 발생으로 인해 농 축산업계 및 관련 산업분야에 막대한 피해를 야기함에 따라, 구제역의 발병에 따른 다양한 사회적 파급효과의 분석이 필요하다. 본 논문에서는 온라인 뉴스를 대상으로 텍스트 마이닝 방법들을 사용하여 구제역으로 인한 경제적, 환경적, 그리고 정책적 파급효과를 분석하는 공학적 방법론을 제안한다. 제안하는 시스템은 먼저, 구제역 관련 온라인 뉴스를 수집한 후, 토픽 모델링의 대표적인 방법 중 하나인 LDA(Latent Dirichlet Allocation)를 활용하여 뉴스 기사로부터 키워드들을 추출한다. 둘째, 추출된 키워드들로부터 구제역으로 인한 파급효과의 분석을 위해 동시출현 키워드 네트워크를 구성한다. 셋째, 키워드 네트워크 타임라인을 통해 각 파급효과들의 변화를 분석한다. 마지막으로, 사례분석을 통해 2010년 7월부터 2011년 12월까지 한국에서 발생한 구제역으로 인한 사회적 파급효과의 분석을 수행하였다.

Foot-and-mouth Disease (FMD) is a highly infectious and fatal viral livestock disease that affects cloven-hoofed animals domestic and wild and the FMD outbreak in Korea in 2010/2011 was a disastrous incident for the country and the economy. Thus, efforts at the national level are put to prevent foot-and-mouth disease and to reduce the damage in the case of outbreak. As one of these efforts, it is useful to study the spread of the disease by using probabilistic model. In fact, after the FMD epidemic in the UK occurred in 2001, many studies have been carried on the spread of the disease using a variety of stochastic models as an effort to prepare future outbreak of FMD. However, for the FMD outbreak in Korea occurred in 2010/2011, there are few study by utilizing probabilistic model. This paper assumes a stochastic spatial-temporal susceptible-infectious-removed (SIR) epidemic model for the 2010/2011 FMD outbreak to understand spread of the disease. Since data on infections of FMD disease during 2010/2011 outbreak of Aniaml and Plant Quarantine Agency and on the livestock farms from the nationwide census in 2011 of Statistics Korea do not have detail informations on address or missing values, we generate detail information on address by randomly allocating farms within corresponding Si/Gun area. The kernel function is estimated using the infection data and by using simulations, the susceptibility and transmission of the spatial-temporal stochastic SIR models are determined.

2010년 11월 28일 경북 안동에서 발생한 구제역은 2011년 4월 21일까지 144일간 전국 11개 시 도와 75개 시 군으로 확산되어 348만두의 가축을 살처분 매몰하고, 구제역 백신을 전국적으로 접종하게 되었다. 현재 구제역은 완전히 청정화된 것이 아니고 백신접종으로 관리되고 있는 상황이다. 앞으로 기온이 낮아지면 구제역 바이러스의 생존기간이 연장되고, 차단방역을 소홀히 하면 재발의 위험성이 매우 높아지므로 예방을 위해 축산농가에서 조치해야할 사항을 알아보자.
