A study on the Information Network Structure for the Marine Pollution Adminstration (해양오염관리를 위한 네트워크 정보시스템에 관한 연구)

  • In this paper recently catastrophic oil spills from tanker casualties have polluted the marine environment. The Sea Prince casualties are analyzed and the systems to be introduced are considered. Also, the establishment of the national contingency plan and the decision-making procedure based on technical analysis are described. Based on the discussions the Rapid Response Technical Support System is derived for the support of salvage and oil spill removal operation. The System will contribute to the protection of life and assets from the marine casualties and to keeping the clean and safe ocean.

  • Recently, the electric device has been launching owing to the development of industry. That development also can maximize the efficiency of generator. The emergency rescue vehicle operation differs from ordinary vehicles in engine life and usage distances. For the application of this system, this research proposes the ways to operate the emergency rescue vehicle operations more efficiently. Currently, many power systems, especially motors, developed with a large output of power. It is possible to produce electricity in the engine room with enough space and to operate all equipment within the rating load capacity.

  • 인류가 살아온 역사는 재난을 극복하기 위한 과정의 연속이였다. 효율적인 재난 대응을 하기 위해서는 중앙정부 뿐만 아니라 지방자치단체도 통합관리체제로 재편되어야 할 것이다. 기초자치단체의 재난관리체계가 상당히 미흡한 상태이기에 광역지방자치단체와 긴밀한 상호공조체제 유지로 역할 분담을 명확히 하여 신속하고 체계적인 대응체계를 구축하고, 재난관리 전문인력을 집중 육성 및 구난장비의 확충과 더불어, 국민들의 안전의식 수준을 향상시키고 위기 상황발생시 극복할 수 있는 가상체험 훈련 등을 통하여 유사시에 대비할 수 있도록 한다. 또한 재난관리 정보시스템을 설계하고, 재난관리 대응매뉴얼을 활용하여 재난시 국민들이 슬기롭게 대처하여 재난피해를 최소화 하는 방안을 강구하여야 한다.

북극항로 운항 선박의 항해안전지원시스템(KARS) 개발 개요

  • 지구 온난화로 인해 여름철 북극해의 해빙이 점차 감소함에 따라서 북극항로를 이용한 선박의 화물운송이 점차 증가하고 있다. IMO에서는 극지해역운항선박의 안전성과 해양오염방지를 위하여 2014년에 Polar Code를 개정하였으며, 2017년 1월부터 SOLAS협약과 MARPOL73/78협약에 추가되어 시행되고 있다. 본 연구는 해양수산부 해양안전 및 해양교통시설기술개발 사업으로 1) Polar Code 강제화에 따라 '극지해역 운항선박용 항해안전지원시스템의 개발'의 필요성과 2) 북극항로에 대한 국적선의 안전 운항 확보를 위한 '북극권 국가와의 국제협력 및 공조체계 구축'과 '극지 구난, 구조 및 환경보호 관련 국내법 및 규정 제정'을 위한 기반 연구의 필요성에 의거하여 2014년 11월 10일에 시작되었으며 2018년 12월 31일에 종료될 예정이다. 연구내용은 1) 고정밀도 북극항로 빙상정보 수치예측 시스템 개발, 2) 북극항로 안전속도 예측, 평가, DB구축 및 항행 모델 개발, 3) 북극항로 안전운항을 위한 항해계획 기술 개발, 4) 북극항로 운항선박 건조 및 안전항해 가이드라인 개발이다. 본 논문에서는 개발 중인 KRISO Arctic safe Routing System (KARS)에 대한 소개와 활용 결과 및 향후 계획에 대해서 설명하고자 한다. 본 KARS는 향후 지속적인 수정보완 작업을 통해서 완성도를 높여갈 예정이며, 검증단계를 거쳐서 최적하고 안전한 항로와 운항 관련 정보를 선사와 해기사에게 제공함으로서 북극항로 중 단기 운항계획 수립과 안전 운항을 지원할 수 있을 것으로 기대된다.

Experimental study on the suppression of fire fighting by using Compressed Air Foam system (압축공기포(Compressed Air Foam) 소화시스템을 이용한 구난역 열차 화재 진압에 관한 실험적 연구)

  • Since the Daegu subway fire accident, people's perception of safety has increased, and all materials inside the train have been changed to incombustible materials. However, there is still a lack of development of fire extinguishing systems. Train components are mostly made of steel plates, and therefore it is very difficult to extinguish the train fire by using general fire extinguishing equipment. In this regard, this paper investigated rapid and easy methods of extinguishing the train fire by using compressed air foam systems through full-scale fire tests. To extinguish the fire of train at rescue station, window breakers were used to quickly destroy the train windows, and the compressed air foam system was inserted inside the train. As a result, the train windows were destroyed in 5 seconds, and the 11.88-MW fire was put out in 30 seconds by the compressed air foam discharged from the compressed air foam system inserted inside the train. For the future work, there is a need for further experimental studies to prevent the spread of fire and protect tunnel structures with the use of compressed air foam systems.

  • In this paper, automatic recognition of an accident and whether service delivery and risk driving through the giving of the driver to correct driving habits before and after the accident to reproduce highly scalable video Smart Mobile Blackbox DVR (SMBD, Smart Mobile Blackbox DVR) Computer of the model was designed. SMBD on embedded systems equipped with wireless capabilities to sleep in the car accident point and the image information by wireless communications, by notification in the control center, 24-hour emergency rescue service and traffic information can be provided. The vehicle ECU (Electronic Control Unit) of the vehicle information and sensor data in conjunction with wireless eCall (Emergency Call) services can be realized.

  • u-safety service system inter-works with the diverse operation agencies, through CCTV network, such as the emergency call terminal with built-in GPS, the mobile communication network, u-safety service provider, relay system and CCTV control center. In the case of the emergency call, this service searches the location of caller in real time, and then continues to search the location of caller through the control of CCTV in the searched place, and can provide the several agencies like guardian, police office, fire station, hospitals, relief organizations and municipalities, with the diverse information necessary for the secure rescue through SMS and wired network. In this paper, a new protocol and specification for u-safety service relay system is designed and implemented. The effectiveness of presented protocol is verified by computer simulation. The designed protocol of u-safety service is applied to real 3GPP and 3GPP2 mobile communication networks to verify its performance.

Development of an Experimental Humanoid Robot and Dynamics Based Motion Optimization for Rescue Missions (구조/구난 임무 수행을 위한 실험용 휴머노이드 로봇의 개발과 동역학 기반의 모션 최적화)

  • This paper introduces an experimental rescue robot, HUBO T-100 and presents the optimal motion control method. The objective of the rescue robot is to extract patients or wounded soldiers in the battlefield and hazardous environments. Another mission is to dispose and transport an explosive ordnance to safe places. To execute these missions, the upper body of the rescue robot is humanoid in form to execute various kinds of tasks. The lower body features a hybrid tracked/legged design, which allows for a variety of mode of locomotion, depending on terrain conditions in order to increase traversability. The weight lifting motion is one of the most important task for performing rescue related missions because the robot must lift an object or impaired person lying on the ground for transferring. Here, dynamics based motion optimization is employed to minimize joint torques while maintaining stability simultaneously. Physical experiments with a real humanoid robot, HUBO T-100, are presented to verify the proposed method.

  • This paper proposed the position tracking and recognition method of workers and cars in construction field. The reason why the position of workers and cars has to be tracked is to prevent the safety accident, emergency rescue, and theft of building materials by unauthorized people and car, etc. To realize the tracking, it needs to adopt the Information Telecommunication technology to the construction field as an integrated support system. In this paper, we proposed the continuous positioning tracking algorithm for workers and moving cars using the selected wireless communication network. And we proposed the virtual gateway method to detect the entrance status of moving workers and cars. All of these proposed methods are evaluated in real construction field using the prototype of support system made by ourselves.

  • The purpose of this study is to introduce United States Coast Guard (USCG) in order to suggest a direction to advance the system of Korea Coast Guard. After the effect of United Nations on the Law of the Sea in 1994, the world is facing with new era of maritime age with emergence of new maritime border 'Exclusive Economic Zone(EEZ)'. Along with new maritime era, Korea also has been facing with the conflicts caused from EEZ. Also, there is a increasing concern about maritime safety and security since people looking for maritime tourism and leisure sports are dramatically increasing in Korea. Moreover, national security matters are a big issue in Korea due to the several incidents occurred in the sea such as the attack on Yeon-Pyung Island and the sinking of Cheonan naval vessel. Arising concern on these issues in maritime space requires Korea Coast Guard to handle these effectively. However, the systematical and structural limitation of Korea Coast Guard limits the effective management of recent issues. The United States Coast Guard which is considered as one of the military force in the United States has continuously reformed and developed its system and structure to better handle the maritime safety and security issues through developing project such as the Integrated Deep Water system. Also, maritime police system and structure in the United States is different with in Korea. This study expects to suggest a way to advance the system and structure of Korea Coast Guard through examination of United States Coast Guard and comparing maritime police system and structure between Korea and the United States in order to properly deal with the maritime safety and security issues arising recently.
