2005년 1월, 정부혁신지방분권위원회의 ${\ulcorner}$국가통계인프라 강화 방안${\lrcorner}$ 의 내용을 보면 통계청의 지방통계사무소를 지역통계센터로 개편하여 지역통계의 기획, 표본설계 등에 관한 기술지원을 담당하는 것으로 기술되어 있다. 향후 모든 기관의 통계조사업무를 수탁, 대행하는 기관으로의 발전을 목적으로 한다. 통계청에서는 이 역할을 담당할 인재를 양성하기 위한 교육과정을 통계교육원에 요청하여 개설한 바, 상반기와 하반기 2회 실시하였다. 교육과정명은 ${\ulcorner}$통계개발기획과정${\lrcorner}$ 으로 2주간 실시하였고, 교육대상자는 현재 지방청 및 지방사무소에 근무하는 직원으로 한정하였다. 교육과목으로는 이론과 실무가 접목되고, 교육 이수 후에 바로현장에서 활용 가능하도록 구성하였으나 결과론적으로 보았을 때 추가되어야 할 교육내용들이 나타났다. 조사기획 즉, 조사방법과 조사기획서 작성에 치중한 교육내용은 향후 지역통계센터에서 어떤 역할을 부여받느냐에 따라서 좀 더 체계화되지 않을까 생각된다. 전체 팀원들을 위해서는 일련의 조사기획에 대한 이론과 실무경험이 중요하다. 또한 지방자치단체의 통계DB구축에 도움을 주기 위해서는 그 부분에 대한 이해도 필요할 것으로 판단된다. 특히 관리자에게는 리더십과 관리능력 그리고 대인과의 커뮤니케이션 스킬, 분석능력 등이 추가적으로 필요할 것으로 생각되었다.

This study searches a transparency of financial management of Local government and then, tries to find a solutions to a management scheme to strengthen financial reform effectively. To summarize main contents: First, requirement of continued Public Accounting System. Second, contact of items of an account and items of a program budget, Third, requirement of construction cost accounting to estimate total cost inputting to public program objectively. Forth, improvement of rotation assign system and guaranteeing to professionalism and public official ethics. Fifth, requirement of strengthening inter-control and monitoring system. Sixth, auditing and role of accounting specialist group. Finally, construction of effective and practical computer system and continuing practice of R&D program.

The study aims to investigate the management status of fire services records of local government D in the metropolitan area. To achieve this, the study analyzed the data from 2013 to 2017 based on the production, preservation, and disposition processes of records. The findings are as follows: 1) unkept regulations to transfer the records, 2) a lack of understanding of archival objects, 3) reconsideration of the history management of the records appraisal committee, 4) and an on-site update of records. Therefore, this study suggested the following for an effective fire services records management: 1) training for the fire services records management, 2) proper budgeting for the records management, 3) and secured metadata for the history management of records.

This study was aimed at investigating the job characteristics and job environment of records managers who are in archives of autonomous districts, find out the problems with the management of duties for local records managers, and deduce the improvement methods that could help records managers more efficiently perform their duties. Through literature review, the study investigated the concept of basic autonomous districts, the allocated summary and duties of records managers through with basic autonomous districts, and the present conditions and duties of the archives through autonomous Gu offices that were in study. Based on the theories of job characteristics and job environment factors, the study drew up a survey that encompasses the present demographic summary, job characteristics, job environment, and working conditions.

현재 심각한 재해에 대한 임박성은 일부 관계자 이외는 감지하지 못하고 있는 것이 현실이다. 재해와 같은 위기에 관한 지식이나 이에 대처하기 위한 기술은 어린 시절부터 습득해 두어야 할 기초적 지식 및 능력이라고 생각한다. 그럼에도 불구하고 대지진 발생이 임박하고 있음을 타인의 일처럼 생각하고 있다는 점은 재해와 같은 위기를 자신의 일처럼 생각하고 어떻게 대처해야 할 것인가에 대해 스스로 생각할 수 있는 기회가 충분하지 않다는 것에서 유래한다. 즉 체계적 실천적인 방재 위기관리교육이 충분하게 실시되지 않고 있다는 점을 지적할 수 있을 것이다. 특히 지역주민의 생명 신체 재산을 보호해야 하는 지방자치단체의 소방담당직원의 실천적 대응능력은 말할 것도 없고 수장(首長)의 리스크 관리능력에 대해 의구심을 가지고 있다. 또한 지역 자체의 방재력 강화라는 관점에서는 자주방재조직 등의 지역방재리더나 지역주민 개개인의 방재능력을 향상시켜야 할 필요성이 강조되고 있다. 최근에 건설된 신관저를 계기로 변화된 방재 위기관리 시스템에 관한 정책적 동향을 살펴본다. 아울러 방재 위기관리에 대한 인재양성을 위한 교육의 일환으로 구축된 e-Learning System인 e-College의 구성 및 관련 내용을 살펴봄으로써 정책적 시사점을 도출하고자 한다. 지방자치단체의 방재 위기관리에 있어서 수장 등 간부직원의 의식과 자세가 지역의 방재력을 크게 좌우하는 것으로 볼 수 있다. 방재담당직원 소방직단원에 대한 교육과제를 들 수 있겠다. 고도로 도시화된 사회가 재해에 대한 취약성이 높아지고 있다. 지역의 방재리더, 재해자원봉사, 주민에 대한 교육과제로 도도부현, 시정촌, 대학에서 방재 위기관리 교육이 실시되고 있지만, 1999년 총리부(總理府)에서 여론조사를 보면 자주방재활동에 참가한 경험이 없는 사람이 전체 70%를 차지하고 있다. 기업에 대한 교육과제로 재해발생시에 사원이나 고객의 안전 확보, 사업의 피해경감 조기복구에 의한 경제에 대한 영향을 경감하기 위한 준비를 충실히 해야 한다.

Residents of the municipalities in administrative services are recognized as active objects and active customers who purchase the public services. This study analyzes, by quantitative approach of surveys, the residents' awareness of the quality of five policy content areas. The results show that awareness of the quality of the five contents areas is substantially below average. Lessons and implications of this study for management leadership are presented.

This study investigated the policies of return to farm & rural of the local government 's local communities. Through this, we intend to provide information for the successful establishment of the policies of the local village. The local economy is difficult due to the declining population. Therefore, it is also important as a way to increase the population. It is also important as a way to revitalize agriculture. The results of this study are as follows. The main factors are education, self-sufficiency, adaptation, funding, and consulting. In addition, the importance of these was highest in the self-supporting environment (28%). Followed by adaptation (21%) and funding (20%). Followed by consulting (17%) and education (15%). We can conclude that the factors that show a somewhat lower proportion are less important, but we can also conclude that the importance of the factors is high due to the high maturity of the factors. The importance analysis used AHP technique. The results of this study can be a guide for government policy.

"도서관법" 제2조에서는 "공공도서관이라 함은 공중의 정보이용 문화활동 독서활동 및 평생교육을 위하여 국가 또는 지방자치단체가 설립 운영하는 도서관 또는 법인, 단체 및 개인이 설립 운영하는 도서관을 말한다."라고 정의하고 있다. 서울특별시 공공도서관에 몸담아 온 지 30여년이 가까워 오는 사서로서 도서관 경영, 시스템, 이용자서비스, 프로그램 등의 영역에서 많은 변화를 경험하였고, 앞으로 더욱 빠른 변화가 예상되기에 현 시점에서 서울특별시 공공도서관의 변천을 돌아보는 것도 의미 있는 일이라 생각한다. 2010년 국가도서관통계를 기준으로 서울에는 총 666개의 공공도서관(작은도서관 등 포함)이 있고, 그중 서울특별시교육청 소속 공공도서관(평생학습관 포함)은 총 22개가 있다. 여기에서는 서울특별시교육청 소속 공공도서관 및 평생학습관의 변천에 대해서 개략적으로 살펴보되 도서관 설립과 통계 부문을 다루고자 한다.

Recently, small libraries have greatly increased by the support and interest of the central, or local government. Since 2004, 47 small libraries were established in Jeon-buk province. These libraries are equipping a new facility and collection with their support. Nevertheless, they still have many problems in operating process. This is causing degradation of the quality level of information service for local residents, further, this becomes the obstacle which solves a information divide and improves the cultural welfare. The purpose of this study is to analyze the status of small libraries in Jeon-buk province, and then, to propose solutions to problems.

공익사업 수행시 발생하는 용지보상은 매년 20조원에서 30조원에 이르는 막대한 예산이 투입되고 있는 반면 각종 규정과 업무절차가 복잡하여 업무처리에 많은 인력과 시간이 소요되고 있다. 이에 국토해양부와 같은 중앙부처, 지방자치단체, 도로공사 등 주요 공익사업 사업시행자들은 기관별로 별도의 보상시스템을 구축하고 있다. 하지만 교육과학부, 국방부 등 보상시스템을 사용하지 않는 중앙부처가 대부분이고 기 개발되어 있더라도 시스템 활용도가 낮아 보상시스템을 활용한 보상통계자료의 작성 등이 어려워 매년 국가가 취득하는 공공용지 취득실적 및 규모 등을 파악하기가 어려운 실정이다. 또한 회계시스템과 연계가 되어 있지 않은 시스템이 많아 정확한 보상비 집행실적 추적이 어려워 과세자료 누락으로 인한 세금 누수가 발생하고 있다. 더불어, 과다보상비 책정 및 지급시 이를 체계적으로 추적할 수 있는 전산자료 부재 등으로 보상비 집행의 투명성이 저하될 소지가 있다. 이에 중앙부처, 지방자치단체 및 공공기관별로 용지보상시스템 사용현황을 파악하고 이들을 근간으로 범국가적으로 보상업무를 선진화 할 수 있는 보상자료 통합 관리방안을 제시하고자 한다.
