본회(회장 오세을)는 지난 14~16일 2박 3일간 제주도에서 종계 부화농가 대상으로 제10기 전문육계 CEO 과정 교육을 진행했다. 종계부화농가의 합리적인 세무회계방법(진일회계법인 임기완 대표(공인회계사 세무사)), 육종트렌드에 따른 종계사양관리((주)체리부로 중앙연구소 김종택 소장), 종계질병진단 및 관리방안(우성양행 전용휘 수의사)에 대한 강연이 진행되었다. 또한, 종계부화산업 발전방안(농축유통신문 김재민 국장), 닭고기자조금사업 활성화방안(닭고기자조금관리위원회 심순택 위원장)에 대해 주제 발표 후 본회 종계부화위원회 연진희 위원장이 좌장을 맡은 가운데 농림축산식품부 축산경영과 김영민 사무관, 본회 이홍재 부회장, 닭고기자조금관리위원회 심순택 위원장, 농축유통신문 김재민 국장, (주)고려비엔피 한 장혁 전무가 종계부화산업 발전방안에 대해 토론회를 진행하였다. 이번 토론회로 종계부화인들의 목소리가 정책에 반영되길 기대하며 위기를 관리하고 대체할 수 있기를 바란다.

학회의 근본임무는 학문과 기술의 향상을 통하여 산업의 발전에 도모하는 전문인의 모임이므로 학회가 교육에 대하여 학회고유의 임무로 생각하는 것은 당연한 일이라고 할 것이다. 이미 국 내에서도 몇몇 학회에서는 교육부문위원회를 설치하여 운영의 효를 얻고 있다. 국내 최대의 학 회로서 만사지탄은 있으나 교육부문위원회의 발족을 본 것을 계기로 위에서 제기한 몇몇 문제를 포함한 여러 가지 과제들이 직접 교직들의 공통관심사가 되어 합리적으로 해결되어 나가기를 진신으로 기원하는 바이다.

한국정보통신대학교(ICU)의 총장으로 허운나 전 국회의원이 취임했다. 허운나 신임총장은 지난 83년 한양대학교 교육공학과 교수를 시작으로 정보화추진 자문위원, 제16대 국회 과학기술정보통신위원회 상임위원으로 전자서명법, 전자거래기본법 등을 발의하는등 IT산업 발전에 역량을 발휘하였을 뿐만 아니라 국제 IT의원 연맹 초대회장, 한국교육공학회 회장을 역임하는 등 산업과 교육을 연계할 전문가로서, ICU를 세계적인 IT 대학교로 성장∙발전시킬 적임자로 평가받고 있다. 허운나 ICU 총장을 만나봤다.

As year passes, terrorism is gradually increasing. Its target has becom various and arbitary, and recently, terrorists are aiming for national major facilities wich include multiplex facilities. Although special security guards took charge of its defence system from 2002, they have failed to establish its system firmly due to some institutional inertia. And 'Professionalism' appeared to be the mattter, according to the spot-probe and interviews. The purpose of this essay is to devise measures to develop sepecial security system including its specialization through investigating current educational training system. In order to attain professionalism, establishment of new proffessional school, division of current education system(into common education and full-course education), and reinforcement of substantial inspection activity should be preceded. Moreover, inspection activity should include standards for engaging instructors, establishment of compilation committee for editorial supervision, and establishment of clear educational policy. I hope the developmental measures in this essay to be speedily actualized with endeavor from police, security association, academic circles.

본고는 국회 농림수산식품위원회 위원인 김성수 위원과 교육과학기술위원회 조전혁 의원이 공동주최, 우리협회(회장 이승호) 주관으로 지난 12월 12일 국회 한정기념관에서 이낙연 농림수산식품위원장을 비롯한 국회의원 10여명과 정부 관계자 및 한국식품영양재단, 일선학교 영양사 등 다양한 분야의 전문가들과 함께 전국의 낙농인 등 400여명이 참가한 가운데, 개최된 "낙농산업 발전을 위한 학교우유급식 제도 개선 토론회" 내용이다.

This study is to examine educational environment in Goryeong-gun and the meaning and limit of educational qualitative improvement which it carries. Goryeong-gun has experienced the natural and social decrease of the number of students. So The number of school has continually decreased and more and more educational environment has been poor. Hence, firstly Goryeong-gun thought qualitative educational improvement of a source of regional development and established its committee for education development. They made funds from local government and community and has invested them with educational improvement and scholarship. Especially, Core educational policies in Groyeong-gun are in establishment of distinguished school, Daegaya public institute, and municipal reading room etc.. This educational policies are gradually taking a positive result and becoming competitive power of this region. But on the other hand new tension and conflict, trouble between local government and schools, difference of educational benefit has appeared through practice of these policies, Therefore, Now the qualitative improvement that is guaranteed educational equability within local community is required as new tasks.

본 고에서는 현재 중국에서 추진되고 있는 고등교육 부문에 대한 진흥시책을 "211공정(工程)"을 중심으로 조망해보았다. 등소평의 중점대학 육성 구상에 따라 중국 국내의 제반 여건을 고려하여 "구오(九五)"기간 중에 개시된 "211공정(工程)"의 주요내용은 국가중점대학(國家重點大學)과 국가중점학과(國家重點學科) 건설 사업이다. 강역민(江澤民) 집권 후에는 "과교흥국(科敎興國)"을 기본국책으로 설정하여 교육부(敎育部)내의 과학기술사(科學技術司)에서 기지건설과 인재양성을 중점적으로 담당하면서 과학기술교육을 고등교육 발전의 기본축으로 삼아 적극적으로 추진하고 있다. 중국의 경우 이와 같은 국가 주도적인 진흥책을 중국공산당중앙위원회(중공중앙(中共中央))와 국무원의 방침 결정에 따라 집중육성(중점(中点)) 항목 결정 및 관리를 국무원 산하 유관부문이 상호 협조 하에 분담하여 지원하고 있다.

IFLA의 어린이/청소년 도서관분과는 전세계의 어린이 청소년을 위한 도서관 발전에 초점을 맞추고 있다. 뿐만 아니라 평생학습의 중요성, 어린이의 독서, 그들의 정보를 제공받을 권리에 대한 인식을 고양시키고 있다. IFLA의 어린이/청소년분과에서는 '어린이를 위한 도서관봉사의 지침'과 '청소년을 위한 도서관봉사의 지침(Guidelines for library services for Young Adults, 원문은 http://www.ifla.org/VII/x10/pub/guidelinese.pdf 참조)'을 마련하여 각 국의 언어로 번역되기를 원하고 있다. 이에 우리 협회는 도서관의 청소년 봉사에 도움이 되기를 바라며, 송영숙 어린이 청소년 봉사위원회 위원장(서울독서교육연구회 회장)이 번역하여 '독서교육정보'(서울독서교육연구회지)2003년 제30호에 게제한 '청소년을 위한 도서관봉사의 지침'을 재수록한다. -편집자주

새천년민주당의 장영달의원은 정보통신에 대한 남다른 관심과 노력을 기울여온 정치인으로 잘 알려져 있다. 국회 과학기술정보통신위원회 간사, 한국정보화교육추진연합 회장 등으로 활동하면서 장 의원이 국내 정보통신산업의 발전을 위해 벌여온 많은 지원활동은 우리나라가 경제위기를 극복하는데 큰 밑거름이 된것으로 평가받고 있다. 최근 제16대 국회의원으로 당선된 장의원을 만나 그 동안에 거둔 성과와 향후 국내 정보통신의 발전을 위한 활동 계획을 들어봤다.

This study aims at examining what factors have an effect on congressional voting behaviors. In particular, the study closely investigates the Whole Reform Bill on the Law of Local Educational Self-Governing because the bill attracts a lot of attentions. Above all, the bill contains direct election of superintendents of educational affairs and members of a board of education. Likewise, the education committee is converted into a standing committee of the local assembly due to the passage of the bill. The reason the study mainly focuses on the bill is because in general, bills on the floor are approved with significant high in favor; however, the bill was passed with opposition. The study examines factors having an influence on legislators' voting decision. Statistical results show that the ruling party played a significant role in passing the bill. Also, the results exhibit that legislators with high careers and proportional members were in favor of the bill compared with other legislators. Although the study examined only particular bill passed by the National Assembly, it gave an opportunity to look at voting behaviors of legislators. Hopefully, the study contributes to the understanding of congressional voting behaviors.
