광파이버는 고도화된 네트워크의 주요 형태로서 향후 지속적으로 통신 사업자에 의해 구축되어야 할 설비이다. 현 단계에서 일방적으로 광파이버 개방의무가 특정 통신사업에게 부과될 경우 개방으로 얻게 되는 긍정적인 측면보다는 부정적인 측면이 더 크게 나타날 것이라는 주장도 제기되고 있다. 현재 광파이버를 개방한 국가는 미국, 일본 등 일부 국가게 불과하며, 대부분의 국가에서는 광파이버 개방을 사업자간 협상에 맡기고 있거나 설비제공대상에서 제외시키고 있다. 한편, 이미 광파이버를 개방하고 있는 미국과 일본은 광대역서비스부문의 투자촉진을 위해 기존의 광파이버 개방의무를 완화하는 추세로 나아가고 있다. 이런 점들을 고려했을 때 국내의 광파이버 개방문제는 정책결정에 앞서 신중한 검토가 요구된다.

Optical fiber is a kind of local loop types. Most of countries do not still require the incumbent to open his optical fiber network except just a few countries such as US, Japan and Italy. Recently the FCC, the regulator in US, decided to reduce the obligation of its unbundling in order to facilitate the incentive of broadband network investment. And Japan also is reviewing the policy of the fiber' unbundling. So, We needs to take into consideration about the benefit and cost of the opening of optical fiber network in advance. The purpose of this paper is to review the opening policy of optical fiber network in Japan, and to discuss the implication of case study.
최근의 광MEMS 연구개발동향은 광통신이외의 응용처를 찾아 다각적으로 수평 전개하는 경향이 보인다. 그중에서도 의료용의 광파이버 내시경으로의 MEMS응용은 차세대의 저침습(低侵襲) 의료기술의 하나로서 주목되고 있다. 이 원고는 도쿄대학 첨단과학기술연구센터의 토시요시 히로시씨가 월간 광기술컨텍트 2011년 8월호에 기고한 내용으로서 그린광학의 유정훈 팀장이 번역에 도움을 주었다. 본고에서는 파장다중 광파이버 통신기술과 MEMS기술의 조합에 의해 광에서 에너지를 공급하는 한편, 광으로 계측하는 방식의 광파이버 내시경을 구축한 예를 소개했다.
1970년 미국의 코닝글라스사(Corning Glass Company)에서 광섬유가 최초로 제조된 이래 광섬유는 통신분야에 많은 공헌을 해오고 있다. 1976년 Kinsley, Davies 등에 의해 광섬유를 이용한 전기적 위상변이 효과가 발표된 이후로 광섬유 특성을 이용한 센서연구가 많이 진행되어 왔다. 즉, 광파이버의 실현과 반도체 레이저와 발광 및 수광 다이오드의 성능 향상에 의하여 광파이버 응용 계측 기술이 현저하게 진보하여 그 다양성과 실현성도 두드러지게 증가되었다. 이것은 레이저와 수광소자 등의 광소자의 개발, 마이크로컴퓨터를 비롯한 전자기술의 진보, 또한 최근의 전력 계통과 철강, 석유 화학 등의 각종 공업 플랜트의 대규모화, 고도화에 따른 고품위의 계측 제어시스템에 대한 수용의 증대에 의한 것이다. 이에 따라서 광대역, 저손실, 고절연성, 내잡음성, 안전방폭성 등이 우수한 광파이버를 신경망으로 하는 광파이버 응용 계측 제어 시스템이 공장자동화에 있어서 중요한 역할을 담당하게 될 것이다. 이의 설계와 제어를 위해 가장 중요한 부분은 정보 수집을 하는 센서 즉, 광속도, 회전 각속도 등 많은 종류의 광섬유 센서의 연구 개발이 미국, 일본, 유럽 및 국내의 여러 기관에서도 게속적인 연구가 진행되고 있으며, 부분적으로 서서히 실용화되어 가고 있다[3-4].
In this paper, we introduce a multi purpose environmental monitoring system developed as a commercially available standard using the technique of hetero-core spliced fiber optic sensor. The monitoring system has been tested and evaluated in a possible outdoor condition in view of the full scaled operation at actual sites to be monitored. Additionally, the developed system in this work conveniently provides us with various options of sensor modules intended for monitoring such physical quantities as displacement, distortion, pressure, binary states, and liquid adhesion. Two channels of optical fiber line were monitored, in each of which three displacement sensor modules were connected in series, in order to examine the performance to a pseudo-cracking experiment in the outdoor situation, and to clarify temperature influences to the system in terms of the coupling of optical connectors and the OTDR stability. The pseudo-cracking experiment successfully observed the actually given cracks by means of calculation based on the detected displacement values and their geometrical arrangement of the used sensor modules. And the robustness to the temperature is verified in the various temperature change.

A fiber optic based weight sensor has fabricated using a fiber Bragg grating with a weight sensitive. The sensing concept exploits the inherent characteristics of the FBG and is based on the strain effect induced in the fiber Bragg grating through. A direct indication of the weight level is given by the shift of the Bragg wavelength caused by the expansion of the sensing material. A FBG behaves like a spectral filter which has inherent characteristics that render it very sensitive to strain and temperature. The sensing principle is also based on the strain effect induced in the FBG through the caused by the weight. The experimental setup used for the initial investigation to characterize the mass response of the sensor. The transmitted signal from the sensor was monitored using an optical spectrum analyzer with a resolution bandwidth of 0.4nm. In this paper, we presented the spectral characterization and shaping of FBG by scanning a mass element that affects a small grating fraction at a time, without permanent effects on the optical fiber when the various wavelength and strain is removed. That is, destruction when the optical fiber for weight is physically damaged.

Considering the field of high frequency or broad-band signal filtering with high speed, we pro-pose optical fiber filters which consist of directional couplers and optical fiber delay elements. Fiber delay line signal processor Is operated with Incoherent optical carrier because of Its simplicity. Due to the characteristics of the directional coupler which Is basic element of optical fiber filter a new design method which Is different from that of usual digital filter is required. By considering the characteristics of directional coupler and in order to make good use of the optical signal energy, we have given the design formulae and the conditions of optical fiber filters for the direct and the lattice form.

The propagation and delay properties in opical fiber are particularly attractive because digital signal processing and conventional analog signal processing techniques such as those using surface acoustic wave devices are limited In their usefulness for signal bandwidth exceeding one or two GHz, although they are very effective at lower frequencies. Since an accurate, low loss and short time delay elements can be obtained by using such an optical fiber, optical signal precessing has attracted much attention for high speed and broad-band signal precessing in particular channel separation filtering for optical FDM signals. In this paper, we consider a coherent optical lattice filter, which uses coherent light sources and consists of directional couplers and optical fiber delay elemnts. The optical fiber fitters are more restricted than the usual digital filters. The reasons are as follows. 1) the coupling coefficients of directional couplers are restricted to the number between 0 and 1. 2) optical signal E(complex amplitude) is divided into J If-$\boxUl$ and J L/7$\div$$\boxUl$ at the directional coupler. Considering these restrictions and in this case all the coupling coefficients of summing and branching elements are set to be equal, we have given design formulae for optical lattice filter, which make the best use of optical signal energy.

In fiber optic sensor, the error of the measurement is influenced by the surface roughness of the target and surroundings, especially the outside light. To reduce or modify this error, the sensitivity of the fiber optic sensor and the noise change by the surface roughness of the target should be known. This paper presents the system demonstrator for an optical fiber sensor system developed as a technological evaluator suitable for generic sensric sensing applications. The new type of fiber-optic sensor employed a diaphragm displacement transforms pressure into optical intensity. Form this sensing technique, we can know the variation of source intensity, the loss of a optical fiber, and the reflectivity of the diaphragm surface. Experimental results are applied to the low-pressure transducer suitable for measuring miniature pressure.
