  • The objective of this study is to analyze the risk of collision accidents to the VTSOs(Vessel Traffic Service Operators) as small vessels are expanded for monitoring targets. For this purpose, the risks of accidents and quasi-incidents involving small ships in the VTS area were analyzed by the collision risk model(CoRI) from the view-point of VTSOs. In addition, by analyzing risk of whether or not small vessels are included in the monitoring target by CoRI, we will contribute to the preparation of a proper range of the vessel for monitoring taget through various case studies in the future.

  • Recently, the Vessel Traffic Service (VTS) coverage has expanded to include coastal areas following the increased attention on vessel traffic safety. However, it has increased the workload on the VTS operators. In some cases, when the traffic volume increases sharply during the rush hour, the VTS operator may not be aware of the risks. Therefore, in this paper, we proposed a new method to recognize ship movement anomalies automatically to support the VTS operator's decision-making. The proposed method generated traffic pattern model without any category information using the unsupervised learning algorithm.. The anomaly score can be calculated by classification and comparison of the trained model. Finally, we reviewed the experimental results using a ship-handling simulator and the actual trajectory data to verify the feasibility of the proposed method.

  • 우리나라에서 해상교통관제시스템(Vessel Traffic Service, VTS) 구역을 설정하여, 관제사를 중심으로 한 VTS와 선박사이의 해상교통상황 등의 교환을 통해 항만의 안전과 항만운영의 효율을 높이고 있다. 향후, 연안으로 확대될 예정이다. 더 넓은 해역에 대해서는 해양안전종합정보시스템(GICOMS)이 있으며, 선박자동식별장치 (AIS), 장거리위치추적시스템 (LRIT) 등에서 송신하는 선박의 운항정보를 수신하여 전자해도에 표시하고 있다. 이와 같은 선박관제정보는 빅데이터로 향후 자동화된 분석과 제원체계가 요구된다. 여기서는 해상교통관제정보 기초 활용 연구로, 소청초 종합해양과학기지주변의 AIS (Automatic Identification System)정보를 사용하여 선박 활동 특성 해석을 진행하였다.

Risk Analysis of VTS operators for Small Vessels Using Collision Risk Assessment Model (충돌위험도 평가 모델을 활용한 소형선박에 대한 선박교통관제사의 위험도 분석)

  • The objective of this study was to analyze the risk of collision accidents to the VTSOs (Vessel Traffic Service Operators) as small ferries and fishing boats are expanded for monitoring targets. The VTSOs was surveyed, the scale of the small vessels defined and the course of general cargo vessels and small vessels along the Busan VTS area investigated for three days. From calculating the risk with CoRI, patterns of increased or decreased risk due to course deviation were similar, and there was no significant difference between the maximum values and the minimum values. In addition, most VTSOs responded that the minimum time required was approximately three minutes to safely instruct in encounter situation, however, the collision risk with a small vessel is very rapidly changing within the three minutes, which is likely to increase the workload and decrease the concentration of the VTSOs. The objective of this study was to investigate the effect on VTSOs with respect to the expansion of small vessels as collision risk, it is expected that it will contribute to the establishment of a suitable scale for the target vessels for VTS through the analysis of each index of the CoRI model and various case studies.

  • There are 24 airways in Incehon IFR, including 11 domestic routes and 13 international routes. The airways designated by ministry of Transportation and Construction are the routes for aircraft to fly being serviced by air traffic control system for flight safety. This study reviewed safety situation of existing permanent airways within Incheon IFR and temporary airways connecting North and South Korea. The study tried to identify the problems related to airway operation and to suggest solutions to the questionable area. The main findings are as follows: It is necessary to improve the existing normal airway systems and enlargement of the route. The airway A593 has to be upgraded to normal route. The temporary airways established to connect Seoul and Pyongyang also needs to be upgraded by air traffic control transfer agreement between two Koreas.

  • Recently emphasizing the importance of security such as national major institutions' facilities or major industrial facilities for the maintenance of security/crime prevention due to specialization of the Green Information Technology(G-IT) and Green Ubiquitous Technology(G-UT) industry fields, The Security System Building linked high technology within the government-related organization, enterprise and army the military is urgently required. This paper is about the green USN intelligent an unmanned guard MUX system that receive the signals, from alarm device within surveillance area, with various ways of communication techniques and then transmit to local control center and remote control server trough TCP/IP network. This study enables the mutual senergy effect by realizing a total solution of an unmanned guard system and also significantly contributes to the global/domestic market expansion. That can be applied to the crime prevention/security fields in the Green Ubiquitous Environment Implemented Business(survalance-Home, Gu-City, Gu-Health, etc.), and will contribute to expand companies with international competitiveness that can provide the Green Ubiquitous Vision(Gu-Vision).

  • At recently, Oil spill accident of large size oiler that happen domestic and outside the country is occured to social impact us as well as economical damage in sea environment. Also, because spread extent of pollution accident is reaching harbor, bay and close water areas, as necessity that traffic control ships are sea place. VTS is changing to concept that control space is magnified gradually. Our country is operated to 14 harbors which is control center. But abroad is operating coastal VTS that do main waterway and coastals to authority dimension. Therefore, necessity that traffic density of ship manages high coastals and ship traffic of waterway to our country is risen. This paper is execute sea traffic survey at Mokop sea areas and sea casualty occurs. It proposal that coastal VTS center field of most suitable and position of radar site.

  • Our nation have several procedures and law for national airspace management, however those procedures and law not enough to manage airspace. Therefore, I have studied this paper for improving flight safety and for providing economics flight of civcil aircraft and military aircraft, also, for increasing efficiency of airspace through systematic airspace management, additionally, for improving nation defense ability and for preventation our nation damage when occuring airspace problem. Nowaday. in using airspace. two theory which freely use theory and use theory under jurisdiction is opposed by every nation in worldwide. Consequently. we can realize every nation endeavour to increase their jurisdiction airspace. However. our nation is not still prepared to cope with other nation when occuring airspace trouble. because airspace definition is not prescribed on our aviation law. Therefore. several problems which are improved in our airspace management are presented on this paper. The presented matters are as follows. First, The airspace definition is not prescribed on aviation law and responsibility limit of airspace management is ambugious. Second. problem on structure of approach control area and special airspace, Third. problem on airway system. Fourth. civil agency and military agency apply respectively different regulation in establishment of aircraft flight route, To grasp these problems, considered the airspace conception, airspace classfication. legal character of airspace. our nation airspace state and management together with other nation airspace state and management. also compared our nation airspace management with other nation airspace management. And. improvement methods to solve problems which was appeared by comparing and analysis are presented on this paper.

A study on Operation Rules of Korean Air Defence Identification Zone (한국 방공식별구역 운영규칙에 관한 고찰)

  • Declaration of Air Defense and Identification Zones started with the United States in 1950, which was followed by declaration of KADIZ by the Republic of Korea in 1951. Initial ADIZ were solely linked with air defense missions, but their roles have changed as nations around the globe manifested a tendency to expand their influence over maritime resources and rights. In particular, China declared ADIZ over the East China Sea in October 2013 and forced all passing aircraft to submit flight plan to ATC or military authority, saying failure of submission will be followed by armed engagement. China announced it would declare another zone over the South China Sea despite the ongoing conflict in the area, clearly showing ADIZ's direct connection with territorial claim and EEZ and that it serves as a zone within which a nation can execute its rights. The expanded KADIZ, which was expanded in Dec 15, 2013 in response to Chinese actions, overlaps with the Chinese ADIZ over the East China Sea and the Japanese ADIZ. The overlapping zone is an airspace over waters where not only the Republic of Korea but also of China and Japan argue to be covering their continental shelf and EEZ. Military conventions were signed to prevent contingencies among the neighboring nations while conducting identifications in KADIZ, including the overlapping zone. If such military conventions and practice of air defense identification continue to be respected among states, it is under the process of turning into a regional customary law, although ADIZ is not yet recognized by international law or customary law. Moreover, identification within ADIZ is carried out by military authorities of states, and misguided customary procedures may cause serious negative consequences for national security since it may negatively impact neighboring countries in marking the maritime border, which calls for formulation of operation rules that account for other state activities and military talks among regional stake holders. Legal frameworks need to be in place to guarantee freedom of flights over international seas which UN Maritime Law protects, and laws regarding military aircraft operation need to be supplemented to not make it a requirement to submit flight plan if the aircraft does not invade sovereign airspace. Organizational instructions that require approval of Chairman of Joint Chiefs of Staff for entrance and exit of ADIZ for military aircraft need to be amended to change the authority to Minister of National Defense or be promoted to a law to be applicable for commercial aircraft. Moreover, in regards to operation and management of ADIZ, transfer of authority should be prohibited to account for its evolution into a regional customary law in South East Asia. In particular, since ADIZ is set over EEZ, military conventions that yield authority related to national security should never be condoned. Among Korea, China, Japan and Russia, there are military conventions that discuss operation and management of ADIZ in place or under negotiation, meaning that ADIZ is becoming a regional customary law in North East Asia region.
