Estimation of Flood Quantile in Ungauged Watersheds for Flood Damage Analysis Based on Flood Index of Natural Flow (미계측 유역의 홍수피해분석을 위한 자연유량의 홍수지표 기반 확률홍수량 산정)

  • In this study, flood quantiles were estimated at ungauged watersheds by adjusting the flood quantiles from the design rainfall - runoff analysis (DRRA) method based on regional frequency analysis. Comparing the flood frequency analysis (FFA) and DRRA, it was found that the flood quantiles estimated by the DRRA method were overestimated by 52%. In addition, a practical method was suggested to make an flood index using natural flows to apply the regional frequency analysis (RFA) to ungauged watersheds. Considering the relationships among DRRA, FFA, and RFA, we derived an adjusting formula that can be applied to estimate flood quantiles at ungauged watersheds. We also employed Leave-One-Out Cross-Validation scheme and skill score to verify the method proposed in this study. As a result, the proposed model increased the accuracy by 23.2% compared to the existing DRRA method.

  • The labor contract Law has been prepared as an important solution for social stability. After long disputes around the orientations of the law, On June 29, 2007, the new Chinese labor contract law is passed. This law reflects the changing labor relations because of economic reforms like restructuring of the state-owned enterprises and so on. This law contains more market-oriented clauses that are supplemented by corporatist scheme supported by trade unions than the first draft. This law emphasize labor's rights and interests to remove prior labor contract problem. So Chines government see this law as standard law to restructure social relationship and also require firms to corporate social responsibility. Therefore, implementation of the new Chinese labor contract law bring about increasing labor cost, infringement of autonomy for human resource management, rigidity of industrial relations. Under these situation, Korean shipping and port logistics companies need to introduce management system of minimized employment, prepare human resource management in response to long-term employment, maintain favor relationship with trade union, and set up counteiplan about risk of a labor dispute.

포장과 법률 - 자원순환사회 전환 촉진법

  • 환경부(장관 윤성규)가 추진해 온 '자원순환사회 전환 촉진법(이하 '자원순환법')' 제정안이 국무회의를 통과했다. 자원순환법은 재활용자원의 매립을 최소화하고 이를 최대한 순환이용하도록 하여 박근혜정부의 환경분야 핵심 국정과제인 '자원 에너지가 선순환하는 자원순환사회 조기 실현'을 구체화하는 법이다. 환경부는 정부안과 의원발의안이 국회에서 충분한 논의를 거쳐 정기국회에서 처리될 수 있도록 지원하는 한편, 산업부를 비롯한 관계부처, 산업계 등 이해관계자가 참여하는 협의체에서 2015년부터 2년간 충분한 의견수렴을 거쳐 하위법령 등 제도를 공동으로 설계할 계획이다.

  • 경쟁법은 혁신을 촉진할 수 있고, 소비자후생을 증대한다. 지적재산권의 제한적인 배타성도 혁신을 촉진할 수 있고, 소비자에게 이롭다. 경쟁법과 지적재산권법의 상호관계는 상호조화가 필요한 보완관계로 파악하여야 한다. 우리 경제가 신경제화되고, 첨단기술 산업의 발전과 함께 성장하고, 지적재산권의 강력한 보호의 방향으로 나아가는 것을 전제할 때, 경쟁법은 그 변화에 대응하여 시장에서 발생하는 지적재산권에 관련한 공정거래법 위반사건에 대한 처리기준을 준비하여야 할 것이다.

  • 대화형 관계 추출의 목표는 주어진 대화에서 두 개체 간의 관계를 식별하는 것이다. 대화 중에 화자는 개체 및 관계와 관련이 있는 단서인 트리거를 통해 특정 개체 간 관계를 식별하는 것에 힌트를 얻을 수 있다. 그러나 데이터에 대해 항상 트리거 정보가 존재하는 것이 아니므로 트리거를 활용해 성능을 향상시키는 것은 어렵다. 본 논문은 이 문제점을 해소하기 위해 대화, 개체, 관계 중심으로 트리거 생성 모델을 학습하고, 이를 통해 생성된 트리거를 대화형 관계 추출에 학습하여 관계 식별에 효과적인 성능 향상을 보이는 접근법을 제안한다. 제안하는 접근법은 대화형 관계 추출 태스크에서 기존 성능과 비교한 결과 Dev, Test에서 각각 F1 19.74%p, F1 15.53%p 의 성능 향상을 보였다.

The Clinical Significance of Bioelectrical Impedance Analysis for The Diagnosis of Obesity on Elementary Students (초등학교 아동의 비만 진단에 있어서 생체 전기저항 분석법의 의의)

  • Purpose: The purpose of our study is to provide useful information for me-asurement methods of childhood obesity and to provide clinical significance of bioelectrical impedance analysis. Methods: We measured height, weight, waist to hip ratio, skinfold thickness and bioelectrical impedance from 206 elementary students in Kwangju from May to July 1997. Results: In males; 1) There were statistically high correlations between tri-ceps skinfold thickness and body mass index (BMI), percentage of body fat (%BF), weight, Rohler index (RI), total fat weight (TFW), waist to hip (W/H) ratio, height, lean body mass (LBM) (all, p<0.001). 2) There were statistically high correlations between subscapular skinfold thickness and BMI, RI, weig-ht, %BF, TBW (all, p<0.001). 3) There were statistically high correlations between %BF and BMI, triceps skinfold thickness, RI, TFW, subscapular skinfold thickness, weight (all, p<0.001). In females; 4) There were statistically high correlations between triceps skinfold thickness and BMI, weight, LBM, height, %BF (all, p<0.001). 5) There were statistically significant correlations between subscapular skinfold thickness and BMI, weight, LBM, RI, height. 6) There were statistically high correlations between percentage of body fat and BMI, RI, triceps skinfold thickness. The percentage of body fat according to the bioelectrical impedance analysis highly correlated with that calculated by skinfold thickness in males (r=0.57, p<0.01) and in females (r=0.30, p<0.01). Conclusion: The results of our study suggests that bioelectrical impedance analysis is a useful method of estimating body fat in the childhood obesity.

Learning Relational Instance-Based Policies from User Demonstrations (사용자 데모를 이용한 관계적 개체 기반 정책 학습)

  • Demonstration-based learning has the advantage that a user can easily teach his/her robot new task knowledge just by demonstrating directly how to perform the task. However, many previous demonstration-based learning techniques used a kind of attribute-value vector model to represent their state spaces and policies. Due to the limitation of this model, they suffered from both low efficiency of the learning process and low reusability of the learned policy. In this paper, we present a new demonstration-based learning method, in which the relational model is adopted in place of the attribute-value model. Applying the relational instance-based learning to the training examples extracted from the records of the user demonstrations, the method derives a relational instance-based policy which can be easily utilized for other similar tasks in the same domain. A relational policy maps a context, represented as a pair of (state, goal), to a corresponding action to be executed. In this paper, we give a detail explanation of our demonstration-based relational policy learning method, and then analyze the effectiveness of our learning method through some experiments using a robot simulator.

Deflection Calculation Based on Stress-Strain Curve for Concrete in RC Members (콘크리트 응력-변형률 관계에 기반한 철근콘크리트 부재의 처짐 산정)

  • The concrete structural design provisions in Korea are based on ultimate strength design. Up to service load stage, it is assumed a linear stress-strain relation, but there is no stress-strain relationship for a concrete material from service load stage to limat state. According to the current provisions, an independent method is provided for the each calculation of deflection and crack width. In EC2 provisions based on limit state design, however, a stress-strain relationship of concrete is provided. Thereby, it is able to calculate a strength as well as a deflection directly from concrete stress-strain relationship. In this paper the moment-curvature relationship is directly calculated from a material law using equilibrium and compatibility conditions. Then strength and deflection are formulated. These results are compared with the values from the current provisions in Korea. From the results, the deflection based on a moment-curvature relationship is well agreed with experimental results and it is appeared that the deflection after the yielding of steel is also possible.

  • 본 협회는 도서관 발전의 기본이 되는 도서관법의 개정을 적극 추진하여 그간 전문위원회에서 위촉한 특별 위원회에서 기초자료를 조사하여 지난 22차 정기총회에서 회원 여러분에게 개정 초안을 배부한 바 있습니다. 도서관법은 우리 도서관계의 큰 관심사인 동시에 반드시 개정되어야 하는 과제를 안고 있으므로 여기에 그 대강을 게재합니다. 다만 이번에 마련된 초안은 전체 도서관계의 의견이 반영된 것이 아니며 법 개정 기술상의 전문성이 결여된 부분이 상당히 있음을 미리 밝혀두며 아울러 회원 여러분의 고견을 참고 하겠아오니 많은 참여가 있기를 기대합니다.

도서관법시행령 개정령(공청회안)

  • 입법예고된 도서관법시행령 개정령(안)에 대한 각 도서관계의 의견을 수렴하고자 지상공청회에 회부(1,300건)한 결과 396건의 의견서가 접수되었으며, 여기서 제시된 의견을 1988년 3월 12일 제 3차 도서관법시행령 개정심의위원회에서 심의하여 안을 작성하였고, 또 한편으로는 문교부에서도 관계기관과 협의하여 안을 작성하였다. 이를 상호 취합하고 심의하고자 1988년 3월 30일 제4차 도서관법시행령 개정심의위원회를 개최하였는데, 여기서 검토되고 종합평가하여 채택된 안이다.
