This study analyze the relationship between S&T policy and the R&D performance plans of GRIs which lack relevant research through quantitative information analysis. KISTI which is focused on the case is an ICT-based GRI that is sensitive to changes in the internal and external environment, and the impact of government S&T policy changes on KISTI's R&D performance plans was analyzed in depth.

Science and technology policy a lot of implicit usjustified assumptions. These assumption without being reflected may cause various social problems. In this paper, lit is shown that philosophy of science could make contribution to resolving these problems. In epistemological viewpoints, theory of science and technology policy has been analyzed. I argue that social kinds, social entities appeared in social science should be interpreted realisticaly. Realizing this realistic interpretation of social kinds, as one field of social sciences, theory of science and technology policy can deal with the causal relation among social entities and the causal influence of science and technology policy more objectively- scientific knowledge has two components. One belongs to coded knowledge and the other belong to tacit knowledge which cannot be coded. I analyze the content and characters of tacit knowledge appeling to Michael Polany. One of the important function of science and technology policy is to make tacit knowledge more fruitful. I argue that philosophy of science fit well this function. Finally I claim that philosophy of science can help science and technology policy to reduce the ethical problems caused by science and technology.

This article examines the historical and general characteristics of science and technology policy in Korea. Historical characteristics are analyzed through formation period, growth period, and transition period. Korea institutional sis for the promotion of science and technology was made from the initial stage of industrialization. As national R&D programs were launched, technological activities in the private sector were rapidly increased from the 1980s. Korea pursued new directions of science and technology policy with the formation of related laws and Plans from the late 1990s. General characteristics are analyzed by the concept of 'policy regime'. The prime policy goal of science and technology policy in Korea has been related to industrial development so far. In the policy means, input element has been increased focusing on the external aspects. Bureaucratic policy culture has dominated other cultures including economic culture, academic culture, and civic culture.
