In this study we made a try to define the concept of national information resources in science and technology fields and analyzed the current status through the comprehensive examination. And more detailed current status are investigated about building database for each type of national information resources and distribution through Internet services. To the end we described the problems and suggested the considerations for the future.

널값(null value)중 그 값은 존재하지만 현재 알려지지 않은 값을 미지 값(unknown value)이라고 한다. 본 논문에서는 논리합 퍼지 정보를 허용하는 퍼지 데이터베이스 응용 환경에서 잠재술어(Implicit Predicate, IP)를 이용하여 미지 값을 문제를 해결하기 위한 새로운 접근 방법을 제안한다. 이 방법의 특징은 첫째, 논리합 퍼지 정보를 퍼지 데이터베이스 내에 허용함으로써 미지 값의 의미적 표현력을 강화시키고, 둘째 개념에 기반한 퍼지 부합 매커니즘을 지원할 수 있으며, 셋째, 퍼지 소속성 함수를 구조화하여 시소러스로 활용함으로서 보다 정교한 부합을 가능하게 한다는 점 등이다. 본 논문에서는 먼저 이러한 IP의 특징들에 대해 기술하고 퍼지 데이터베이스에서 이 IP들을 최대한 이용하여 확정적 답을 이끌어 내기 위한 질의 평가 방식을 제안한다.

생물다양성정보는 크게 생물종다양성 정보 구축과 종정보를 대상으로 구축되어지는 컨텐트정보로 나눠 데이터베이스화한다. 이때, 분야별 데이터베이스 통합은 종정보에 대한 횡적인 통합과 컨텐트에 대한 종적인 통합이 동시에 이루어지며, 분류학자들에 의해 정의된 항목과 국제적인 GSD(Global Species Database) 구축의 표준이 되는 내용들을 기반으로 구성요소들의 표준화 정의와 XML기반 표준 DTD를 작성한다.

This study is focused on the quality of the Web databases which has been produced in science. For the quality evaluation of NDSL, PubMed, Scopus, and WoS, 10 evaluating criteria are developed on the basis of literature review. The evaluation results show that NDSL and PubMed are superior in the currentness and cost. Scopus and WoS are superior in the information of citing and the analysis tool. It is needed for purchasing, user training, and library service based on the above evaluation results.

Telecommunication revolution, which was triggered by the convergence of computer and telecommunication technologies, is changing the fundamental fabrics of industrial society. Especially, mass media of our society are forced to face the changes in both their production and distribution processes because of these emerging new technologies. News database industry is an area of new business opened by those technologies which made physical processes of newspaper production and distribution electronic. In this article, the status and trend of Korean newspaper database industry is described in comparison with those of the U.S. and Japan, and the difficulties to overcome are briefly discussed.

A description of SGML(Standard Generalized Markup Language) is given together with a detailed description of WIPO Standard ST.32. The benefits of the use of SGML are highlighted-its system Independence and flexibility in building publication systems and full-text databases. A structure of WIPO Standard ST,32 based patent content is defined by DTD(document type definition) written in ST.32, and full-text itself is described with generalized markup depending on DTD. This article explains how to represent a document structure : a hierarchy structure like a entire document, a specific, sub-document, a paragraph, or non-hirarchy structure like a table drawings, or chemical structures. Merits of SGML In patent document processing are also discussed.

무선 기기의 소형화와 무선 통신 기술의 발달, 그리고 센서의 환경 정보 측정 기술 및 센서 네트워크의 확산으로 홍수, 태풍, 지진, 환경 오염, 등 재난의 피해를 줄이고자 재해 방지 시스템에 대한 연구가 활발하게 진행되고 있다. 그리고 이러한 재해는 특정한 시간에 특정 지점에만 발생하는 특징이 있으며, 이 발생 시간을 제외한 나머지 시간대에서는 정상적인 상황을 유지한다. 이와 같은 특성은 센서 네트워크 응용에서 센서의 배터리 전력 유지 및 환경 정보 획득 방법을 설계할 때, 주요한 사안으로 고려되고 있다. 이 논문에서는 센서의 전력소비를 줄이고 대기 오염에 대한 정보를 오염 발생 시간에 따라 적절히 획득하기 위하여, 대기 오염 방지 시스템에서의 센서 샘플링 주기 조정 기법을 제안한다. 제안된 기법은 대기 오염의 현재와 가까운 미래의 상태를 기반으로 센서의 샘플링 주기가 변화하는 규칙과 경계, 가중치를 설정한다. 그리고 매 샘플링 주기마다 센서 데이터 값과 이전에 저장된 오염 레벨을 고려하여 다음 샘플링 주기를 갱신한다. 이렇게 변화하는 샘플링 주기로 인해 대기 오염 감지 시스템은 측정 데이터의 정확도와 센서의 배터리 전력 소비의 균현을 적절히 유지할 수 있다. 제안된 샘플링 주기 기법은 다양한 환경 감시 응용에 활용될 수 있다.

This paper intends to introduce various bibliographic CD-ROM database products which can be employed in library environments instead of practising online bibliographic searching. However, impacts and future prospectives of CD-ROM searching on online bibliographic searching are explored. Possible applicable areas of CD-ROM technologies in Korean library setting are recommended.

17대 국회 과학기술정보통신위원회 위원장에 이해봉 한나라당 의원이 선출돼 본격 상임위 활동에 들어갔다. 이 위원장은 6회 행정고시에 합격한 뒤 경상북도, 내무부, 대통령비서실, 총리실, 대구직할시장, 체육청소년부 차관을 거친 관료 출신으로 이번이 3선이다. 또한 내무부에서 잔뼈가 굵은 행정관료 출신으로 97년 한나라당 창당 때 입당해 깨끗하고 대쪽같은 이미지로‘이회창맨’으로 통한다. 15대 국회에서는 행자위, 16대 국회에서는 건교위에서 전문성을 발휘한 바 있는 이 위원장은 과묵하고 잘 나서지 않는 성품이지만 풍부한 행정 경험으로 업무추진력이 뛰어나 IT산업 발전과 정부정책 조정자로 제 역할을 다할 적임자로 평가받고 있다. 이해봉 과기정위 위원장을 만나봤다.

디지털 스토리텔링은 활자 속에 묻혀 있던 인문정신이 과학기술과 결합해 만들어진 새로운 문화 콘텐츠기법이다. 어려운 고전문학도 디지털 스토리텔링을 통해 쉽고 재미있고 다양한 이야기로 다시 태어난다. 디지털 스토리텔링 기술 중 특히 많은 사람에게 회고되는 것은 '영웅 스토리텔링'이다. 특히 게임의 경우 '영웅 서사'에 대한 이해만 확실하게 되어도 스토리텔링을 하는데 문제가 없다고 할 정도로, 스토리텔링의 기본을 '영웅 스토리'에 두고 있다. 영웅의 여행에 대한 스토리 텔링은 디지털콘텐츠에서 많은 이들의 사랑을 받는데 한몫해 왔다. 이번 호에는 많은 이들의 사랑을 받는 영웅 스토리텔링에 대해 집중적으로 살펴보고자 한다.
