세계의 유수한 과학학술지나 종합과학자들이 설정한 새로운 연구결과 발표시간 제한제도인 이른바 '엠바고' 정책이 인터넷과 WWW이라는 새로운 요소 등장으로 흔들리고 있다. 과학전문지와 기자간의 신사협정이었던 이 제도가 위기를 맞는 것은 그동안 제기되어온 신속한 정보교환 및 보도에 저해된다는 견해와 함께 인터넷 온라인이 과학정보를 유통시키는 새로운 장으로 대두되었기 때문이다.

The purpose of this study is to evaluate the quality of the Serials Union Catalog(UCAT) of KISTI. In examining both MARC records and bibliographic display records of 172 Japanese serials, AACR2R and KORMARC formats were used as the standard rules. Those records were described in the minimum or incomplete level ; but had repeated errors in various data fields, which included the incorrect choice of main headings, parallel titles and other titles, the improper use of language codes and related data fields, and the provision of incomplete information, etc. To improve the overall quality of bibliographic database, thorough comprehension and application of cataloging rules and MARC formats are strongly required.

일본(日本) 과학기술청(科學技術廳)에서는 장래의 과학기술정보(科學技術情報) 유통(流通)시스템에 정보기술(情報技術)을 활용하기 위한 조사를 실시하였으므로 그 개요를 소개한다. 조사는 전문가(專門家)로 부터의 청취 그리고 연구개발(硏究開發) 담당자(擔當者)와 각 기관정보관리부문(機關情報管理部門)에 대한 설문조사 및 문헌조사 등의 결과를 중심(中心)으로 정보유통기술(情報流通技術), 과학기술정보(科學技術情報)의 이용형태(利用形態)의 장래전망(將來展望) 등을 근거(根據)로 새로운 유통(流通)시스템의 검토(檢討)를 함과 동시에 경판신(京阪神) (경도(京都), 대판(大阪), 신호(神戶)의 약칭) 지역(地域)에 있어서의 과학기술정보(科學技術情報)에 대해 그 활용(活用)의 요구파악(要求把握)과 유통(流通)시스템의 동향(動向)을 분석(分析)하고 지역(地域)에 있어서의 정보유통촉진(情報流通促進)을 위한 과제정리(課題整理)를 하여 종합적(綜合的)으로 분석(分析)하였다.

The need for a system to promote the effectiveness of national R&D investment has become an important issue. Korea Institute of Science and Technology Information(KISTI) is developing National Science and Technology Information System(NTIS) to meet this need. For the consistency of IT strategy and to promote more effective IT investment the NTIS have been established Information Technology Architecture (ITA). NTIS is the system for coordination outcomes of each R&D centers. This case study's contents are the process of NTIS ITA establishment, the major contents and the effectiveness of NTIS ITA.

공동주택 전기 요금제에는 호별 계약, 단일계약 및 종합계약으로 분류된다. 호별계약은 저압전력이 공급되는 공동 주택에 적용되며, 세대별 사용량에는 주택용 저압요금제가 적용되고 공동부 전기 사용량에는 일반용 저압 또는 주택용 저압 요금제가 적용된다. 단일계약과 종합계약은 고압전력이 공급되는 공동주택에 적용된다. 단일계약은 공동주택 세대별 사용량과 공용설비 전기 사용량을 합산하고 평균하여, 평균세대의 전기요금량을 기준으로 주택용 고압 요금을 적용하여 공동주택 전기 요금을 산정하는 방식이다. 종합계약은 공용설비 전기 사용량에는 일반용 고압요금을 적용하지만, 세대별 전기 사용량에 대해서는 주택용 저압 요금을 적용하여 공동주택 전기 요금을 산정하는 방식이다. 공동주택에서는 3가지 요금제중 하나를 선택하여 한국전력과 계약을 맺을 수 있다. 고압전기를 공급받는 공동주택은 상황에 따라 단일계약이 유리한 경우도 있고, 종합계약이 유리한 경우도 있다. 따라서 본 연구에서는 공동주택에서 전기요금을 시뮬레이션하여 각 공동 주택에 적절한 요금제를 선택하는 의사결정을 지원할 수 있는 공동주택 전기요금 시뮬레이터를 설계하고 개발하고자 한다. 이를 위해 본 연구에서는 공동주택 전기요금 시뮬레이터의 요구사항을 분석하고, 시뮬레이터를 설계하고, 공동주택 전기요금 시뮬레이터 프로토타입을 개발하였다.

In order to effectively establish the national S&T information system that consists of essential element in national competitiveness, it is necessary to make institutional devices for systematically and comprehensively collecting, managing and distributing S&T information resources at the national level. This paper aims to seek for alternatives to improve the legal deposit system, one of the institutional devices, on the basis of reviewing the existing laws and regulations.

The purpose of this study Is to analyze and describe the characteristics of the information needs and information seeking behavior of ST information users of the KISTI. Questionnaires were distributed to the ST information users in the academic, industrial, and scientific sectors via mail. The role of the KISTI as the specialized information source and intermediary for other institutional information sources as well as individual users and the need for improving the strategies for customer-based services and collection development were evaluated. Major findings include the need for a more comprehensive effort to collect, preserve, and communicate the ST information resources. the need for much broader collection of journals and conference proceedings to provide the documents "on demand" for users, and the need to improve DDS in general.
