한국과 미국 정부간에 과학 및 기술 협력에 관한 협정이 체결되었다. 지난 11월 22일 서울에서 박동진외무부장관 스나이더 주한미국대사가 서명한 이 협정문서는 전문11개 조항으로 되어 있으며 양국간에 과학 및 기술의 정보교환으로 평화적 상호 이익이 되는 문제에 관하여 우호와 유대를 강화하게 될 것이다.

In an era of global competition, international cooperation in science and technology plays a key role in determining a nation's competitiveness. In fact, without international cooperation, it is almost impossible to keep in touch with the fast-changing technology. In regard to this, the Korean government put much efforts into building a strong base for global R&D networking. As a result, the environment for international cooperation has improved a lot. However, the outputs of international cooperation are still poor and fall short of expectations. With the importance of international cooperation in science and technology rising more and more, it is meaningful to examine the current situation of international cooperation in S&T and analyse the outputs of the cooperation activities to review our past and present international cooperation activities. Therefore, this paper focuses on analyzing the outputs of the MEST's international S&T cooperation programs in various ways and recommends ways to improve the outputs of the international cooperation in science and technology.

The purpose of this study is to present scientific and technical information management policy for efficient support for technical cooperation with Russia and China. Bearing this purpose in mind, the main function, of Korea's scientific and technical information managing organizations related to Russia and China and the status of information management were examined, then the realities of, and controversial points on, technical cooperation have been investigated and analyzed. On the basis of this, this paper tried to present measures concerning the establishment of scientific and technical information managing policy, the securing of budget, the enforcement of scientific and technical information managing operations and the promotion of a comprehensive organization for scientific and technical information management.

한국의 과학기술정보 유통 및 분석 전문기관인 한국과학기술정보연구원(KISTI)은 동북아시아 국가들간의 정보 협력과 국제 협력을 위하여 오랜기간 일본과 중국의 정보 유통 전문기관들인 JST와 ISTIC과 함께 CJK(Chinese, Japanese, Korean) 국제회의와 연구협력을 지속해오고 있다. 본 논문에서는 이들 국가간 인용정보를 매개로 하는 새로운 학술정보의 개발을 위한 기초 연구를 수행하여, KSCD 참고문헌에 출현하는 일본 및 중국의 고인용 학술지와 양국간 주제분야별 인용특성을 살펴보고 응용 서비스 사례를 제시하였다.

한국과학기술단체총연합회는 북한의 과학기술에 대한 실상을 올바로 이해하고 남북간의 협력방안을 모색하기 위한 「북한의 과학기술과 남북교류정책」에 관한 워크숍을 12월8일 타워호텔에서 개최했다. 이날 워크숍에서는 과총이 그동안 북한과학기술의 실상에 관한 연구와 남북한 비교조사연구를 각 분야별로 전문가들에게 의뢰하고 그 연구결과를 순차적으로 발표키로 함에 따라 올해에는 9개분야의 연구결과가 발표됐다. 그중 ▲과학기술정책분야를 비롯 ▲천문학 ▲기상 및 대기환경 ▲원자력 ▲전자공학 및 정보공학 ▲한의학등 6개분야의 연구결과를 요약, 소개한다.

대학과 기업 간의 상호협력은 기술 혁신이라는 대명제 하에 여러 가지 형태로 이루어지고 있으며, 이의 필요성 또한 여러 보고서에서 언급되었다[1,2,3,4]. 가장 보편화 되어 있는 산학협력으로는 대학이 기업의 프로젝트를 수주하여 수행하는 형태로써, 이를 기반으로 대학은 기업이 갖고 있는 상업화 감각을 배우고, 기업은 대학이 갖고 있는 최신 기술 동향을 얻을 수 있다.

남북한간 소프트웨어 관련 협력이 진행되고 있고, 민족의 동질성 및 신뢰성 회복이 증진되어 화해와 협력이 요청되는 현 시점에서, 북한의 소프트웨어와 관련된 정보를 일반인도 공유를 하는 것이 북한을 조금이라도 더 이해하는데 도움이 될 것이라는 생각으로, 본문에서는 북한의 S/W산업과 관련된 현황 등과 북한이 동 전시회에 출품했던 S/W제품을 위주로 북한의 S/W현황과 기술수준을 소개하고자 한다.

이 연구는 한중일 3개국의 해양분야 대표학술지 3종(OSJ, CJOL, JO)을 대상으로 편집위원단, 저자, 피인용도 및 국가간 연구협력 현황을 분석하였다. 이 결과, 편집위원단의 연구실적은 CJOL이 가장 뛰어나며, 3개 학술지 모두 동아시아 지역 연구자의 논문 투고율이 높았다. OSJ는 서아시아와 서남아시아에서, JO는 동아시아 중에서 한국과 중국이 높은 투고율을 보였고, CJOL은 중국(자국) 연구자의 비율이 가장 높았다. 평균 피인용 횟수는 5년이 경과하면 JO가 OSJ와 CJOL에 비해 상대적으로 급증하는 경향을 보였다. 국가간 연구협력 현황에서 JO는 일본을 중심으로 미국, 중국, 대만, 한국과의 연구교류가 활발하고, CJOL은 미국 외 국가와의 협력은 미미하다. 그리고 OSJ는 일본, 미국, 인도와의 연구협력이 활발한 것으로 나타났다.
