A Study on the Building and Operating of the National Science Library (국가과학도서관 건립 및 운영에 관한 고찰)

  • Science and technology information resources are major impetus for all research and development activities. Now countries around the world are seeking efficient and effective means to cope with the exponential growth of needs for science and technology information for research. In this context, it has been perceived vital to establish national infrastructures in order to extend the availability of world's science and technology information. In Korea, it has been a recurring issue to build a national science library to prevent knowledge colonization and to gain a competitive edge in the fields. It is essential to have one as a national information infrastructure to assume the role of developing a sustainable model for access to the world's science and technology information, providing permanent access to them. In this paper, therefore, some issues concerning building and managing a new national science library in Korea are examined. In doing so, the following details are dealt with in detail. First, the rationale behind building a national science library is described, Second, the functions and roles of the library are defined, Third, previous discussions and attempts to build a national science library are reviewed and analysed. Finally, possible problems and issues raised in relation to build a national science library are probed, and future directions are also suggested. In this process, the recent strategic plan for national science library, national agriculture library, and national medical library, and changing plan for Sejong city are taken into consideration as influencing factors.

  • This paper outlines recent conditions after the collapse of former Soviet Union and presents activities in eight major information-related organizations including International Center for Scientific and Technical Information, Russian State Central Scientific Medical Library. Russian National Public Library for Science and Technology, All-Russian Institute for Science and Technical Information, Natural Sciences Library of Russian Academy of Sciences, Scientific and Technical Information Center of Russia, Russian State Library and All-Russian Scientific and Research Institute of State Patent Examination. All of these organizations face economic difficulties brought about by financial crisis and inflation as well as shortage of the state budget. In addition, the domestic information processing technology using computers and computer networks is generally inferior to that of developed western countries due to lack of growth of information infrastructure in Russia.

영국(英國)의 국가도서관제도(國家圖書館制度)

  • 영국(英國)에서는 대학도서관(大學圖書館), 공공도서관(公共圖書館) 및 특수도서관(特殊圖書館)을 포함하여 각종(各種)의 도서관(圖書館)이 많이 있다. 그러나 불과 몇 달전까지만 해도 국가도서관제도(國家圖書館制度)가 없었다는 것은 경이(驚異)할만한 일이며, 세계적(世界的)으로 유명(有名)한 영국박물관도서관(英國博物館圖書館)도 공식적(公式的)인 국가도서관(國家圖書館)이 아니었기 때문이다. 1972년(年)에 새로운 입법(立法)이 통과되어, 소위 "영국도서관(英國圖書館)"이라 불리우는 국립도서관(國立圖書館)이 현재(現在) 건립중(建立中)에 있는데, 이것은 영국박물관도서관(英國博物館圖書館)(British Museum Library), 국립과학발명참고도서관(國立科學發明參考圖書館)(National Reference Library of Science and Invention), 국립과학기술대출도서관(國立科學技術貸出圖書館)(National Lending Library for Science and Technology), 국립중앙도서관(國立中央圖書館)(National Central Library) 및 영국국립서지관(英國國立書誌館)(British National Bibliography)을 통합(統合)하여 3부(部)로 구성(構成)되어질 것이다.

In the information age, libraries and information centres become centres of knowledge management for the science community, as well as for the industry and for the public. Suitable solutions for a fair trade of information are necessary. Information professionals set up digital libraries and new metadata systems. The government's updated science policy and public-initiatives accelerate the development.

  • This study purpose to investigate the information needs of researcher necessary for portal service development in the science and technical library analyze the present status of information service and present the fundamental data. We collected the question survey targeted to member of science and technical library and the statistics data about information service and analyzed it for study method. The result of this study indicates that researchers in science field use mostly their library Web homepage for obtaining necessary information and use meta search service frequently And they consented the necessity of Academic information co-ownership activity and intended to join this activity.

  • This study was to build a collaborative digital library model between KSTI and JST for sharing science and technology information created in Korea and Japan. For this study, digital library framework, it's main concepts and widely-used digital library technologies were investigated. And also, best practices of collaborative digital library were surveyed to characterize collaborative digital library trends. Collaborative Sci-Tech digital library model proposed in this study can be applied in real environment and expanded into other institutions and/or subject areas.

  • A system of networked digital libraries will be a primary component of information infra-structure. The general strategy for digital libraries by the American university libraries is summarized as building of information infrastructure, content database construction, and project-based design. This paper describes the present feature and status of digital libray programs being implemented by the libraries of Michigan University, Carnegie Mellon University and Virginia PolyTech & State University.
