1983년 12월 레이건 미 대통령의 승인으로 잉태한 우주정거장 사업은 그동안 숱한 진통을 겪으면서 국제협력사업으로 바뀌어 마침내 2005년 가동을 목표로 지상 4백60km의 우주상공에서 미국을 비롯한 16개국이 참가한 국제우주정거장(ISS)에는 최근 우리나라도 참여할 길이 열려서 그동안 남의 일로만 생각해 오던 국제우주정거장 사업에 대한 우리의 관심이 차츰 높아지고 있다. 우리나라의 항공우주연구소가 우주정거장에 탑재할 우주선 검출기인악세스를 수용할 모듈의 설계와 제작을 맡게 될 것으로 알려졌다.

21세기 첨단기술로 다기능성 금속과 세라믹 나노입자 재료기술이 부상하고 있다. 한양대 금속재료공학과 이재성교수는 활발한 국제적 협력을 바탕으로 나누구조재료에 관한 연구를 계속하고 있다. 현재 국제 나노구조재료학회 국제상임위원으로 한국을 대표하고 있는 이교수는 '나노입자분말 합성기술 및 치밀화 기술개발과 다기능성 나노벌크재료기술을 핵심기술로 발전시켜 나갈 계획"이라고 강조했다.

The value chain of a country is achieved in cooperation with other countries. Accordingly, the international technical cooperation in the field of R&D is known to be one of the innovation strategies. But the efforts on research in the international technological cooperation is lacking in Korea. Europe expects technological progress in the industrial area in order to create employment in the near future but Science and Technology Research should also create this endeavor for the future. EU recognizes that the current trend of scientific and technological research will have a negative impact on future job creations in Europe. Therefore EU has developed the 2020 strategy. The purpose of this paper is to seek the technological cooperation policy especially on the basis of the EU's 2020 strategy. In accordance with the results of this paper, our government will pursue future EU FP 8 policy to be developed on the basis of EU's 2020 strategy.

국제원자력기구(IAEA : International Atomic Energy Agency)에서는 원자력의 평화적 이용을 지원하기 위한 주요수단으로 기술협력사업 (Technical Cooperation Project)을 수행하고 있다. IAEA는 동 사업을 통하여 회원국들의 원자력의 평화적 이용 과정에서 당면하게 되는 기술적 장애요인을 자체 재정지원으로 해결하고 있다. 기술협력사업 내용은 회원국의 요청에 근거하여 IAEA 이사회에서 승인되며 2년 주기로 갱신된다. 승인된 기술협력사업은 동 사업을 통하여 달성하고자 하는 뚜렷한 목표를 가지며 구체적 예산이 지원된다. IAEA의 기술협력사업에 참여하게 되는 주된 배경은 동 사업을 통한 기술전수 (technology transfer)가 국가의 과학기술발전, 특히 원자력기술의 발전에 도움이 된다고 판단하기 때문이다. 그러나 궁극적으로는 기술전수의 수혜자가 아닌 공여자의 입장으로 전환하여야 할 것이다.
