과학연구의 세계적 권위로 자리 잡은 노벨과학상이 제정된 지 100년이 넘었다. 그 동안 물리학, 화학, 생리의학상 세 분야에서 수백 명의 과학자들이 영예로운 상을 수상했으며, 지난 2001년 노벨재단은 이를 기념하기 위해 전세계 주요 도시를 순회하는 특별전시회를 기획했다. ‘창조성의 문화 : 개인적 차원 혹은 사회적 차원’을 주제로 한 이 전시회는 과학적 창조성의 발현이 개인의 특성뿐만 아니라 개개인이 태어나고 성장하는 사회∙문화적 여건에 의해 영향을 받는다는 강한 메시지를 전달하고자 했다. 이번호부터 게재될‘노벨과학상 수상자의 삶과 애환’은 뛰어난 연구 성과를 낸 과학자들이 살았던 사회∙문화적 맥락과 함께 그들의 삶을 소개하고자 한다.

As our society leads into information age, it becomes necessary to build a new national science & technology information system responded to new social technological change. Therefore, It is needed a picture of the new economic structure to introduce a new system, but our part of science & technology information service have not taken into account of it. This paper gives the national R&D electronic information service system of science & technology in this new change a guide to the coming structure, thus allowing it to better define and position its offerings in the context of one another. The premise of this paper is that new role of it will be based on the structure of new national science & technology information system In this research results, information society of the future is going to the direction of maximizing the economies of extent and connection. The intent of Science & Technology Integrated Information System is hold the information in common, to possess accumulation benefit of the information. In this system, science & technology information fulfill its function of a R&D part in national management system, therefore cooperation among enterprise, school and research institution is easily made through the process into more enhancing the total competition of national science & technology.

This paper attempted a content analysis on the S&T comprehensive plans in Korea focusing on five-year plans. They include twelve plans from the 1st five-year plan for technological promotion($1962{\sim}1966$) to S&T basic plan in participatory government($2003{\sim}2007$). The result of content analysis on such plans was explained according to policy environments, formative system, policy goals, policy scopes, and policy subjects. In the case of policy subjects, this paper reconstructed nine policy categories such as national strategic technology development, S&T investment, S&T manpower, basic science research, private technology development, international S&T cooperation, regional S&T innovation, S&T infrastructure, and S&T culture. In conclusion, this paper proposed future directions for the making of S&T comprehensive plans in Korea.

우리나라는 오랫동안 인문사회적인 가치가 절대적이고 과학기술적인 가치가 천시되는 문화를 형성하였으므로 비합리적인 전통문화를 개혁하려면 고유문화를 경시하는 것으로 오해를 받곤 하였다. 우리사회의 이런 비합리성과 비능률성을 없애려면 '전국민의 과학화 운동'이 가장 효과적이라고 생각하였다.
