경쟁제한을 제거해야 한다는 경쟁정책적 결론에 관해서는 이견이 있을 수 없다. 그리고 어느 경쟁개념의 관점에서나 인위적 시장진입장벽은 경쟁제한이다. 그래서 어떤 기업이건 최소한 경쟁압력을 받도록 유지시키고, 독점적 지위가 궁극적으로 제거될 수 있도록 전체 시장들의 개방유지가 합리적인 경쟁정책의 주요과제가 되어야 한다. 시장진입장벽은 국가에 의해서는 연유할 수 있으므로 효과적인 경쟁정책을 위해서는 국가와 관련된 경쟁제한도 경쟁의 예외영역이 아닌 한 제거하여야 한다. 과규제 되고 기존기업의 보호를 위해 폐쇄된 시장이 존재한다면, 개방이 추진되어야 하고, 국공영기업의 불필요한 독점의 제거를 통한 규제완화도 더욱 필요하다.

세계 각국은 경제성장을 위한 무한, 무차별 경쟁시대에 대처하고 국민의 삶의 질을 향상시키기 위해 국가차원의 대학 교육개혁을 시도하고 있다. 이러한 가운데 우리나라 대학들도 선진국의 교육시장 개방압력과 기술 보호장벽 그리고 다른 한편으로 대학교육 경쟁력의 배양 등의 우선 과제를 안고 있는 실정이다. 특히 상아탑적 대학교육의 관점이 퇴조하고 교육을 서비스 산업의 일환으로 이해하려 하는 교육산업사회의 도래와 함께 모든 이를 위한 대학교육체제인 개방대학체제가 확충되고 있는 실정이다. 이러한 변화는 결국 학생소비자시대를 도래케 하여 결과적으로 학사운영에 있어서도 고객중심 학사과정(curriculum)에 의한 다학문적 접근의 보편화를 가져다 주고 있다.

인천, 평택, 대산항 입출항 선박의 주요항로상에 위치한 충청권역 내 유일한 유인등대인 옹도등대를 민간에 개방함으로서 역할을 재조명하고, 등대 해양문화공간 체험을 통한 항로표지의 중요성을 국민에게 알리고자 한다. 이에 따라 옹도등대 민간개방시 발생되는 해결과제, 대책 등 활성화 방안을 제안하며, 이를 통해 옹도 주변 섬과 연계한 해양관광자원 개발을 통해 국민에게 다가가는 등대로 거듭나는데 기여하고자 한다.

As ICT industrial paradigm changes and wireless communication services evolve, demands on spectrum information are soaring. We conducted demand survey of experts and public in general on spectrum information and prioritized what we should disclose. And we looked into overseas cases and analyzed their policy, the current status, exceptions for opening spectrum information. In this paper, we suggested a direction on how to make spectrum information public in Korea. Also, we made a proposal to establish management system and legislation for opening spectrum information.

Research Projects allow students to experience of scientific research by conducting experiments on specific scientific subjects and writing reports. The process of research begins as students find and propose research questions and its importance has been consistently emphasized. In this study, we developed various strategies to support students to draw research questions and applied to each phase. We analyzed how students' research questions were developed at different phases. The program consists of five phases, such as (1) Exploration, (2) Literature Review and Data Collection, (3) Modification and Extension, (4) Sharing and Evaluation, (5) Final Selection and Research Plan. The program was applied to high school Research Project for 12 hours. A total of 13 students were divided into four groups of 3-4 students and conducted researches. The results of each student's research process and final research plans were then collected and analyzed. The overall quality of research questions produced by the students showed improvement in each phase. Each strategy improved in various aspects of the research questions at each level. Students were able to find their own area of interest in the 'Exploration' phase and then they began to suggest verifiable plans in the 'Literature and Data Collection' phase. They were able to find a variety of variables under the 'Modification and Extension' phase, whereas the precision of research questions improved in the 'Sharing and Evaluation' and the 'Final Selection and Research Plan' phase.

The extended science investigations, comprehensive investigations contrasted with exercises of process skill components and cookbook style experiments, should be pursued for giving opportunity of more authentic science activity. The characteristics of the extended investigation tasks were emerged from critical argument on school practical work. And one of important educational objectives in students' investigations is to achieve motivation for investigation. The purpose of this study is to explore how the characteristics of the extended investigation tasks, that is practical context, openness and continuity, affect middle school students' motivation for investigation. On the basis of questionnaire results and students' school science achievement, ten students were interviewed to see the change of motivation for investigation and its causes while they perform two textbook investigations and four extended investigation tasks. Among the interviewees, the students who showed positive motivation for the extended investigations were critical about textbook experiments as they are just confirmations of theories and perceived practical context and openness as the main causes of their positive motivation. The students who showed negative motivation for extended investigations preferred textbook experiments as there was enough guidance from teacher and textbook-centered learning. They recognized the openness of the tasks as a main reason of their negative motivation for investigation. Some students showed negative responses about continuity of the extended investigation tasks but continuity was not recognized as a main cause for their motivation for investigation.

The study aims at providing enhanced policies of school library opening services. It analyzed various issues on primary school libraries in Gangnam-gu, Seoul which have provided opening services for the last 10years, from 2001 to 2011, in cooperation with the Gang-Nam Gu Council. In theoretical aspect, this study discussed legal grounds, types, strengths and weaknesses of school library opening policies. Furthermore, it conducted a survey and interviewed the primary school librarians and users to explore their understanding about school library opening. As a result, it presented alternative strategies of three aspects; human resource, administrative system and finance for improving school library opening services.

96년 유통시장 개방이후 국내 할인점시장은 급속한 성장을 지속해왔으며, 조만간 국내 최대업태 등극을 눈앞에 두고 있다. 하지만 급속한 성장의 이면에는 한국형 할인점의 개발과 내실있는 업태로의 성장 등 여러 가지 과제를 가지고 있는 것도 사실이다. 현재 토종업체와 외자계업체로 양분되고 있는 할인업계는 여러 가지 문제점을 보이고 있으며, 이의 해결 없이는 할인점의 지속적인 성장과 업태로의 성공적인 정착도 보장되지 않는다고 할 수 있다. 따라서 본고에서는 국내 할인업태가 지속적으로 성장하기 위해서 해결해야 할 과제들을 할인점시장의 현황 파악과 문제점 분석 등을 통해 생각해 보고자 한다.(중략)

WTO 체제 하에서 전세계적으로 모든 분야에 대한 국제적인 개방화가 요구되고 있는 현 시점에서 선진국의 산업재산권 공세가 더욱 강화되고 있으나 식품분야의 국내의 대응능력이 매우 약한 것이 그 현실입니다. 본고는 그 대응책의 일환으로 추진되고 있는 산업재산권 진단사업의 포괄적인 내용 소개와 아울러 1997년도 우리연구원이 수행한 진단과제(녹차 농축물 제조방법)에 대한 사례를 소개합니다. 본 사업을 통하여 좀더 철저한 기술 분석 및 연구개발을 통해 국제적으로도 손색없는 우수한 제품을 개발하고 산/학/연/관의 협조체제의 틀 속에서 완벽한 산업재산권을 획득할 수 있는 기틀을 마련하시기 바랍니다.
