건설정책(2) - "성장.고용.복지"의 선순환을 위한 국가고용전략 2020 발표

  • 정부는 지난 10월 12일 "성장 고용 복지"의 선순환을 통해 우리 경제가 2020년까지 선진국으로의 도약 및 선진국 수준의 고용률 70% 목표 달성을 위한 국가고용전략을 발표하고, 이에 따른 5대 과제를 선정했다. 정부가 마련한 일자리 희망 5대 과제는 (1) "지역 기업"이 주도하는 일자리 창출 (2) 공정하고 역동적인 노동시장 구축 (3) 일 가정 양립 상용형 일자리 확대 (4) 생애 이모작 촉진 (5) 일을 통한 빈곤탈출 지원 등이다. 이번 국가고용전략에는 건설업 맞춤형 대책이 포함돼 건설업계도 적지 않은 변화를 가져올 전망이다. 고용노동부는"건설업에서 고질적 문제로 지적돼 온 과도한 노무비 삭감, 유보임금, 숙련기능인력 부족, 불법 외국인 근로자 사용 등에 대한 근본적인 개선방안을 마련할 방침"이며 특히 정부 발주 공사의 경우 근로자 노무비를 사전에 공사원가에 반영하는 방안을 협의 중에 있다.

  • 급격한 시대적 변화속에 각국은 전자정부 프로젝트를 적극 추진하고 있다. 전자정부의 리더십은 민간부문의 전자상거래나 e-Business 활성화를 위해서도 중요한 기반이 된다 (Jutra et al., 2002). 한국은 2002 년에 전자정부 핵심과제를 완료하여 기술기반 구축에 성공했다고 하나 전자정부 활용도는 23%로 31 개국 중 20 위이다 (TNS, 2002). 이러한 전자정부의 활용도를 높이기 위해 기술기반 확충, 고객 만족 측정, 맞춤식 설계, 리엔지니어링 등의 노력이 병행되고 있으나, 서진완(2000)에 의하면 네트워크 이용능력이 0점인 응답자가 26.9%, 정보탐색능력은 5점 척도로 3점 미만이다. 시민의 정보 리터러시(information literacy) 수준이 낮다면 의견수령에 의한 시스템 설계방식은 한계가 있을 것이다. 요컨대 의견수령 방식도 중요하지만, e-Business 의 경우와 마찬가지로 e-Government 에서도 모델에 의한 전략적 접근이 필요하다.(중략)

  • 스마트폰의 보급이 급증하면서 모바일 인터넷 서비스, SNS 등 새로운 ICT 서비스의 이용이 크게 확대되고있다. 이로 인해 정치, 경제, 사회 문화 등 다양한 분야에서 많은 변화와 발전이 일어나고 있다. 그러나 이에 따라 인터넷 침해 사고와 개인정보 유출사고, 악성 댓글과 같은 인터넷 윤리 문제도 심각한 수준에 이르고 있다. 이러한 도전과제를 해결하기 위해 본고에서는 한국인터넷 진흥원이 중점적으로 추진하고 있는 인터넷 침해사고 대응을 비롯한 주요 정보보호 활동을 설명하고, 개인정보보호법 시행에 따른 추진활동 등을 통한 안전한 인터넷 이용환경 조성 노력을 기술한다. 아울러 건전한 인터넷 이용분화 조성을 위한 범국민 운동 및 교육, 그리고 사업자의 자발적 정화노력 동에 대해 살펴본다. 또한 인터넷 윤리 및 정보보호 문화 조성을 위한 국제협력 활동, 개도국 인터넷 정책 수립 지원을 위한 패키지 개발과 보급 활동 동에 대해 설명하고, 이어 인터넷 정보보호와 윤리 문화 선진화와 글로벌 선도 국가로서의 도약을 이끌어내기 위한 한국인터넷진흥원의 역할에 대해 제시한다.

  • u-Society 구현을 위한 IT 발전전략은 경제 재도약을 위한 IT 산업정책에의 요구 종대, 디지털 컨버전스 추세의 강화, IT의 사회전반에의 영향력 확대라는 세 가지 환경변화를 감안하여 수립 추진되어야 한다. IT 산업정책에의 요구 증대에 부응하기 위해서는 IT를 중심으로 하는 신성장 동력을 강화해야 하는데, 구체적으로는 IT 원천기술 투자비율을 단계적으로 증가시키고 기존산업과 IT의 융합 분야의 창의적인 R&D 과제를 발굴하고 국제화된 IT인력을 양성하는 것이 중요하다. 또한 한국형 벤처 생태계를 조성하여 소프트웨어 및 컨텐츠 부문을 육성시키는 것이 필요하다. 디지털 컨버전스 추세에 대응하기 위해서는 진입장벽의 완화, 수평적 규제체계의 적용, 방통융합 서비스의 조속한 도입 및 규제기구의 통합이 선결과제이다. IT의 사회전반에의 영향력 확대를 경제 및 사회 제분야의 발전으로 연결시키기 위해서는 물리적인 광대역 인프라의 구축에 더하여 정보사회의 역기능 방지 및 정보보호체계 강화, 정보화추진위원회의 기능 강화가 요구된다. 또한 비IT부문에의 IT접목과 더불어 복지, 교육, 공공부문 혁신에 If를 적극적으로 활용하여야 한다. 즉, u-Society구현은 기존의 정보화정책의 한계를 넘어, 물리적인 인프라 구축과 보완 제도, 규제정책, 산업정책의 유기적인 조화를 필요로 하며 이러한 노력이 결실을 맺을 때 우리나라는 경제적 풍요와 수준 높은 삶의 질을 향유할 수 있을 것이다.

  • As the development type of domestic technology on information & communications have changed from following development to leading devalopment, developing new technology and creating new market through securing basic technology and IPR has been more essential than ever before. At the same time, it is required to increase the possibility of commercialization on developed technology. Therefore, it is necessary to formulate the consensus on the value and function of project at project planning phase for creative & innovative idea to be adopted into project and to be performed successfully. Accordingly, this paper proposes use case developing methodology adopted to creative & innovative project by analysing use case developing method in software engineering. Also, new methodology is appled to LASA display developing project to prove the reliability. Since the demands on new technology is henceforth expected to increase gradually, it is necessary to continue to study on the methodology of being more formal and logically related between phases as well as on that of analysing relationship among use cases and proving logical reliability of use case.

The Effect of Environmental Enrichment Therapy Program for Developmental Delayed Children on Task Performance, Sensory Processing (환경 강화 치료(Environmental Enrichment Therapy) 프로그램이 발달지연 아동의 과제 수행 및 감각처리에 미치는 효과)

  • Objective : The purpose of this study was to investigate the effect of the environmental enrichment therapy (EET) program on the task performance and sensory processing of children with delayed development. Methods : This study was conducted with a single-subject ABA research design for two children with developmental delay findings, and intervention was conducted 7 times a week for 4 weeks. Both children confirmed changes in task performance and sensory processing after intervention. Results : After intervention, task performance improved from an average of 200% to a maximum of 354% compared to the baseline period, and the score in the sensory processing area, which affects tactile processing, emotional response, and activity level, was improved to the normal category. Conclusion : Through this study, it was confirmed that the EET program was effective in performing tasks and sensory processing for children with developmental delays, and its usefulness was confirmed as a program that can be implemented at home.

  • The desktop interface is not suitable for the environment in which mobile devices are used commonly with moving, because much attention should be paid for it. And the miniaturizing of mobile devices increases the workload for using them, makes the operation speeds lower and makes more errors. So the study of appropriate level of the input interface for this changing environment is needed. In the aspect of mobile devices. input style and the complexity of the menu hierarchy, this study will look for the way to decrease the workload when doing some primary tasks and using mobile devices simultaneously with moving. The input style was classified into gesture input style, button input style, and pointing input style. The accuracy and speed were measured when doing dual tasks, including a menu searching task and a figure memory task, through one input style of three. By Changing the level of menu hierarchy in the menu searching task, the accuracy of task execution was examined. These Experiments were done in standing state and moving state. In both state the pointing input style was the highest in the accuracy of task execution but the slowest in the speed. In contrast, the gesture input style was not high in the accuracy but the fastest in the speed. This fact shows that the gesture input style is suitable for the condition needed for speedy processing rather than accurate execution when moving.

The Development of Students Argumentation in Science Context (과학 맥락에서 학생간 논의과정의 발달)

  • The purpose of this research was to investigate the change of argumentation of middle school students when they participated in argument tasks with CASE(Cognitive acceleration through science education) programs. Students argumentations were divided into two categories; 'explanatory argumentation' and 'dialogic argumentation'. Several argumentation components were used in their argumentation. Among argumentation components, claim and ground took place more than half of argumentation components. The percentage of 'dialogic argumentation' was lower than the percentage of 'explanatory argumentation'. The percentage of 'dialogic argumentation' was getting higher during CASE intervention. CASE programs had more effect on symmetric group than asymmetric group, however it was unstable. In general, participation ratio in argumentation of the formal operational student was high and the ratio in argumentation of the transitional student was getting higher.

  • The purpose of this study was to compare and analyze changes to the middle school mathematics textbooks of third mathematics curriculum period and seventh mathematics curriculum period. This study put the math curricula from the third to the sixth one in third mathematics curriculum period as those math curricula witnessed the maintenance of industrial society paradigm. And then it put the math curricula from the seventh one to current the 2009 revised mathematics curriculum in seventh mathematics curriculum period as the knowledge-based information society paradigm has continued throughout those math curricula. Based on those period categories, We compared and analyzed changes of the middle school math textbooks. For the comparison and analysis of math textbooks between the two periods, this study set the unit organization system, unit goal, task type and content development approach as analysis elements in the unit of 'Nature of Figures' in the second grade math textbooks for middle school. As a result of the research, it was confirmed that the textbooks of the two periods had many changes in the unit organization system, but the unit goal, task type, and content development approach stayed in low level goals and task type that require conceptual and procedural.

  • The purpose of this study is to identify the effect of problem solving with task-based activities on understanding of major concepts and learning attitude in 'Applications of ICT' subject. In teaching the 4th class of 'Applications of ICT' subject, problem solving with reasoning task-based activities are used for the experimental groups and instructor-oriented teaching for the comparative groups. The results are as follows: First, no meaningful difference was found in the pretest result of concepts of ICT, while posttest found that the students with problem solving with reasoning task-based activities in experimental group marked average 5.87 point higher than the control group and showed meaningful difference at significance level p<.05. Dividing concepts about Information Communication Technology into four domains, there were no meaningful difference between two groups in the concept test about communication principles and methods and network, while the test results about the other two concepts, that is, expressions and patterns of information and compositions and types of communication network, showed the meaningful difference at significance level p<.05. Second, the research proved that the experimental group with problem solving with reasoning task-based activity teaching, compared to the control group with lecture, showed desirable change in learning attitude. From the results, the solving with reasoning task-based activity model is better teaching-learning method compared to lecture, revealing positive change in understanding major concepts of information and communication technology and learning attitude.
