This thesis is intended for addressing issues of the local expropriation committee system by drawing the policy suggestion through theoretical considerations on the land expropriation system of the UK and of the US, and for finding a plan to improve the system by focusing on the examples of land expropriation of local governments. The US' Takings utilize a public hearing and the jury system. When property is expropriated through eminent domain, stakeholders and citizens share the necessity of the expropriation and its awareness through a public hearing, and project institutes (administrative organizations) file a lawsuit to a law court to exercise takings. In the case of Compulsory Purchase in the UK, the system should be based on laws established by the Parliament, and the resolution to use CPO is also decided by district councils. So the system is able to prevent power abuse. As a plan to improve the land expropriation committee of local governments, it is necessary ${\triangle}$ to enhance the professionality of the local land expropriation committee, ${\triangle}$ to expropriate lands by the analysis of land type, and ${\triangle}$ to come up with alternative measures to prevent the rights of the expropriated.

The national level curriculum revision is underway in Korea. A proposed model of family and consumer sciences curriculum was proposed for a public hearing, which was held in December 15, 2005. In the model curriculum, practical problem focused curriculum development approach is partially adopted. However, there is lack of understanding for the practical problem focused curriculum, therefore correct understanding of it is needed. This study tried to promote understanding of the nature of perennial practical problem that FCS deals with and of a conceptual framework of practical problem focused curriculum development. Seven competing topics related with practical problem focused curriculum are discussed for resolving misunderstandings and prejudice on it. From the discussion, it is concluded that practical problem focused curriculum is meeting the needs of students' present and future individual and family life.

This paper is studied in order to develop the models that are appropriate for the procurement of electronic books at the school libraries. To develop the model, the following factors were reviewed: the characteristics of an electronic book, the factor analysis that affect the electronic book price, use case, environment, the role of government for the price decision model and procurement method. The models were proposed based on the above analysis and review. In addition, the proposed models reflect various opinions that the school libraries can apply.

국가 발주 공사는 3월 1일, 지방자치단체 발주 공사는 3월 9일 예정가격을 작성하는 사업부터 표준시장단가 제도가 적용된다. 대한설비건설협회(회장 이상일)를 비롯한 건설관련 유관단체에서는 실적공사비의 불합리한 공사비 산정 기준 및 운영관행에 대해 폐지 건의를 지속적으로 해왔다. 정부는 이같은 건의를 받아들여 지난해 12월 17일 실적공사비 제도개선을 위한 공청회를 개최하고 개선안을 발표했으며, 이번 계약예규 개정을 통해 개선됐다. 이에 따라 실적공사비 제도를 대체하는 새로운 공공공사비 산정 방식인 표준시장단가 제도가 지난 3월 1일부터 시행에 들어감에 따라 기획재정부는 국가계약예규를, 행정자치부는 지방계약예규를 개정해 각각 지난 3월 1일과 3월 5일 공포하고 시행에 들어갔다. 각 개정 계약예규는 실적공사비의 명칭이 표준시장단가로 변경됨에 따라 용어를 수정했고, 실적공사비 제도 적용배제 범위를 신설했다. 또한 적용배제 공사범위는 300억원 미만 공사 중 100억원 미만 공사는 실적공사비(표준시장단가) 적용을 폐지하고, 100억원 이상부터 300억원 미만 공사는 2016년 12월 31일까지 한시적으로 적용하지 않는다. 정부는 100억원~300억원 공사에 대한 '실적공사비 적용 배제제도' 연장 여부를 2016년 하반기에 실적공사비 현실화 수준 등을 평가하여 재검토할 예정이다. 한편, 표준시장단가 제도는 공사비를 산정할 때 현행 계약단가 외에도 시공단가와 입찰단가 등 다양한 시장 거래가격을 반영하는 제도로, 지난 1월 22일 국가정책조정회의를 거쳐 확정된 '공공건설 공사비 적정성 제고방안' 후속조치의 일환으로 공공공사비 예정가격 산출방식의 하나인 실적공사비제도를 개선한 것이다.

As a new practical model of Korean Library statistics, It suggests 6 parts, fifty-four items for 4 types of libraries. In comparison with last version, 'library use and users', 'electronic services' parts are increased which are occupied as more than hair of the whole statistical items. Budget parts are increased also. The new model which is developed based on the international standards like ISO2789 and NISO/ANSI Z39.7 is advised by professionals in the fields.

World Skills Korea Committee for Industrial Policy in the 21st century to meet the needs of the historical profession in animation filed excellent acquisition and the need for human resources through research and public hearings beginning in 2009 a new animation filed in the National Skills Competition adopted the profession. Youth animator's features, technologies, and creativity to develop features that help the tournament by forming social relationships and participation. In this study, four years of the test questions analysis and making questions on animation field the way the game athletes and coaching staff interviews, surveys of major in animation through a detailed analysis of the challenges and constructive suggestions by the direction of the best animated field, excavation and occupations were aimed at improving levels of functionality.

산업통상자원부는 '17년부터 '31년까지 향후 15년간의 전력수급 전망 및 전력설비 계획 등을 담은 '제8차 전력수급기본계획'(안)을 마련하여 12월 14일 국회 산업통상자원중소벤처기업위원회(이하 산업위)의 통상 에너지 소위에 보고했다. 이번 계획(안)은 지난해 12월 계획 수립에 착수한 이래 약 1년간 70여명 전문가들의 43차례 회의를 거쳐 작성되었으며, 그간 수요 전망, 설비 계획, 예비율 등 5차례에 걸쳐 중간 결과를 공개하여 시민 환경단체, 에너지업계 등 이해 관계자로부터 의견을 수렴해 왔으며, 지난 9월에는 국회 산업위 통상에너지소위에 중간 보고를 하였다. 기존 수급계획이 수급 안정과 경제성 위주로 수립되었던 것에 반해, 이번 8차 계획은 최근 전기사업법 개정(전기사업법 제3조 개정('17.3월) : "전력수급기본계획 수립시, 전기설비의 경제성, 환경 및 국민안전에 미치는 영향 등을 종합적으로 고려하여야") 취지를 감안하여 환경성 안전성을 대폭 보강하여 수립한 것이 특징이다. 또한 발전소 건설을 우선 추진하기보다는 수요 관리를 통한 합리적 목표 수요 설정에 주안점을 두었고, 신규 발전설비는 대규모 원전 석탄 일변도에서 벗어나 친환경 분산형 재생에너지와 LNG 발전을 우선시하였다. 이번 수급계획은 국회 산업위 통상에너지소위 보고 외에도 국회 산업위 전체회의 보고, 공청회 등을 통해 추가적으로 의견을 수렴한 뒤 전력정책심의회 심의를 거쳐 최종 확정될 예정이다. 국회에 보고된 제8차 전력수급기본계획(안) 전문을 게재한다.

차랑 등의 수송연료인 휘발유나 경유에 일정비율을 식물에서 뽑아낸 신재생연료 즉 바이오 연료를 혼합하여 공급하도록 의무화하여 온실가스 배출을 줄이기 위한 신재생연료 혼합의무제도(RFS) 국내 시행방안과 관련한 공청회가 지난 2월 15일 서울교육문화회관에서 지식경제부 주최와 한국석유관리원 주관으로 개최됐다. 정부는 2020년까지 경유나 휘발유에 바이오 디젤 에탄올을 4~5% 섞게 하여 동 기간까지 온실가스 감축목표량 중 8~10%까지 달성한다는 계획을 세워놓고 있다. 하지만 녹색연대 등 민간단체들은 온실가스 감축 효과는 매우 불확실하며 특히 어떤 원료를 쓰느냐에 따라 오히려 기후변화를 악화시킬 수 있다는 주장과 산림훼손, 세계 곡물가 상승, 국내 유가 상승 등 많은 문제점들이 있음을 우려해 강하게 반대를 표명하고 있는 입장이다. 우리 협회에서도 곡물을 이용한 에탄올의 혼합의무가 시행되는 경우 옥수수 등 사료원료가격의 상승으로 가뜩이나 어려운 축산업의 경영상황을 더욱 약화시키게 될 것이 예견되는 바, 동 혼합의무제도의 시행을 적극 반대하는 대 국회 및 정부활동을 전개한 바 있다. 그 결과 지난 4월 17일 국회 지식경제위원회 법률심사소위원회에서는 신재생연료 혼합의무제도의 시행 시기를 2년간 유보하고 혼합의무연료에서 에탄올을 제외시키는 방안을 논의한 바 있어 향후 입법과정에 관심이 모아지고 있다. 이에 따라 본지는 이번 RFS의 국내 시행과 관련하여 어떠한 문제점들이 있는지 관련 업계 종사자의 글을 통해 알아본다.

정보통신회선 사용제도가 대폭적으로 개선되었다. 그동안 협회가 “민간 VAN활성화 방안의 연구”, “전기통신 관계법령 정비에 관한 워크샾”. “공중전기통신사업 개정안에 대한 공청회” 등의 활동을 통해 회원사들의 요구사항을 수렴. 집약하여 체신부로 하여금 현행의 불합리한 회선사용의 제한을 완화토록 누차에 걸쳐 촉구한 결과 이번 개선조치를 얻어냈다. 이번 조치는 지난 1일 협회 법제분과위원회 석상에서 정부당국자에 의해 최초로 발표되어 회의참석자(회원사 임직원) 모두로부터 전폭적인 환영을 받았다. 특히 이제까지 그룹 VAN에만 허용하던 정보의 교환행위를 중소기업 대상 전산망 서비스분야까지 확대 허용한 점, 다중화 장치 접속 허용, 긴밀관계자 인정범위 확대 등의 내용은 업계측을 크게 고무하고 정보통신사업의 활성화를 촉진하는 획기적인 조치라는 것이 중평이다. 아울러 중소기업기본법 제2조의 기중에 관련한 확대허용 조치는 자칫 대규모 VAN업체에 대한 영세 S/W 업체들의 자본적, 기술적 예속을 가속화시킬 가능성을 잉태하고 있어 이들에 대한 육성.지원대책을 서둘러야 할 때임을 암시하고 있다. 이번 조치에 따라 체신부는 ‘89.1.1일자 시행을 목표로 공중통신사업자로 하여금 다중화장치 접속기준을 제정토록 지침을 하달한 것으로 알려졌다. 한편, 정부는 국내 정보통신사업 육성방안에 대한 연구.검토와 함께 전기통신관련법령의 전면적인 개편을 추진키 위해 이미 전문연구기관단체 등에 연구용역을 주는 등 본격적인 준비작업에 들어갔다.
