We study the relationship between the closedness of public service recruitment system and the corruption rampant between private firms and public servants. Empirically we test our claim that the closedness of public service recruitment system tends to heighten the corruption level of each country. Our results show that the closedness is positively correlated with bureaucracy corruption levels indexed by IMD, WEF, and World Bank.

The purpose of this study is to identify the influence of external-social and cultural factors on the perception of corruption in the public society through the Structural Equation Model(SEM) and to seek ways to reduce corruption in the public society. Currently the level of corruption in public sectors that people think is still large, and it is necessary to continuously reduce corruption in public sectors in order to improve national competitiveness. Since one society is a part of a country in system theory and social network theory, public society needs quantitative research in order to find the causes of corruption and solve them. The model was built and the variables were defined in SEM based on 600 questionnaires. As a result of analysis, corruption in public offices has decreased since the implementation of the solicitation and graft law, and socio-cultural factors have had a direct impact on corruption in public offices. The further research area is to seek detailed ways for transforming the education and awareness of civil society across the country in addition to the efforts of the public officials themselves in order to reduce corruption in public offices.

The purpose of this study is to understand the utility of election campaign advertising by applying Q methodology that draw upon schematic model in subjectivity study. A survey was carried out among college students to classify the 16 selected Q-statements into a normal distribution using a 7 point scale. The collected data was analyzed using QUANL program, and principal component analysis using varimax rotation was used to identify the types of perceived utility of election campaign advertising. Type I can be categorized by a strong concern for the advertising technique improvement, Type II can be categorized by advocating for interest induction and Type III can be categorized by the truth inducement. The use of Q methodology provides insights into audience perceptions on the utility of election campaign advertising that would not be available through traditional methodologies and offers a foundation for audience involvement to address and overcome concerns about the utility of advertising for election campaign.

The Moon Jae-in administration insisted on reforming the prosecution for the reform of power institutions, and also tried to control the power of the prosecution through the establishment of a high-ranking public officials criminal investigation office. Then, what is the direction of the legal prosecution reform? Above all, it is a logic to drastically reduce the power of the prosecution. How to shrink it? First, it is necessary to control or check the power of prosecution and investigation that the prosecution has. Second, the key to the reform of the prosecution is perhaps to separate personnel rights from power. In order to exclude external pressure from the prosecution's personnel rights, there must be no instruction or intervention from the attorney general. To do this, the prosecutor general must go through various personnel evaluations, such as multi-faceted evaluation. Third, the essence of the High-ranking Officials Criminal Investigations Act is to deal with crimes of prosecutors, judges, police, and members of the National Assembly. It is also the core of the institutional mechanism to cover the corruption of one's family members while holding all the right to investigate, prosecution, and warrant claims, and to check the omnipresent prosecutors who have abused their right to investigate for political purposes. Then, what is necessary for the success of the high-ranking officials criminal investigation office? Above all, We think political neutrality is very necessary. The Ministry of Airborne has a very high authority of the Director. This paper intends to examine the functions and roles of the prosecution and high-ranking officials criminal investigation offices to prevent corruption. We analyzed the contents of the prosecution and the public officials criminal investigation office, and examined the limitations and problems, and the measures to control corruption in public offices.

This study focused on establishing the basic direction for the development of officials ethics education contents using value clarification. The value clarification is well known as an effective teaching and learning method to develop moral judgment among others as follows: moral sensitivity, moral motivation, moral practice. This study outlines the teaching-learning method and the evaluation method for the actual officials ethics education. This waits for the further empirical works.

국제투명성 기구가 발표한 우리나라 부패인식 지수는 2008년을 기점으로 매년 하락하는 추세를 보이고 있으며, 지난 2013년 55점(세계 46위, OECD 34개국 중 27위)를 나타내고 있다. 현대사회에서 공직자의 부패문제는 과거부터 꾸준히 제기되어온 해결과제라고 할 수 있으며, 최근 몇 년간의 문제만은 아니라는 것을 의미한다. 다산 정약용의 저서 "목민심서" 율기육조 중에서 제2조 청심에서 청렴은 수령의 기본임무이고, 모든 선의 근원이요 모든 덕의 근본이니, 청렴하지 않고서 수령 노릇을 할 수 있는 자는 없다고 하였다. 이는 공직사회의 청렴성을 중요시 하는 것으로 현대사회를 살아가는 공직자에게 귀감이 된다고 할 수 있을 것이다. 그러나 최근 경찰공무원의 청렴성이 대중매체의 도마에 끊임없이 회자되며, 이는 경찰조직구성원 전체에 대한 신뢰를 저하시키는 요인으로 작용되고 있다. 따라서 본 연구에서는 경찰부패와 청렴도 제고에 관련되는 선행연구를 검토하고, 경찰조직의 내 외적 환경에서의 청렴도 제고를 저해하고 있는 문제점을 도출하여, 이에 관한 개선방안을 제시하도록 하였다.

국회 농림해양수산위원회 이상배위원장님은 오랫동안 공직에서 활동하시고 국회에 들어오셔서도 3선을 하시고 지난해 8월말에 농림해양수산위원회 위원장님으로 취임하셨다. 1961년에 서울대학교 법과대학 재학중에 제 13회 고등고시 행정과에 합격하셨고, 스물일곱에 울진군수로서 공직의 첫발을 내딛었고, 이후 경북도지사, 환경청장, 시장에 이르기까지 30여년간을 오로지 행정에만 몸담은 정통 행정관련출신이다. 특히 병술년에도 우리 인삼 · 약초업계의 숙원인 「인삼발전기본법」제정에도 많은 관심을 가져주셔서 꼭 입법이 이루어지도록 격려와 성원을 아끼지 않고 있으시다.
