This study introduces a method for computation of process and operation gap in the specific construction operation(i.e., RC frame construction applying a block-grouping scheme) using CYCLONE-based simulation modeling and analysis technique. Since uncertainty of construction environment exists, a thoughtful production planning is required to effectively deal with a risk resulting in schedule delay in advance. This study presents the concepts of a time delay occurred in a process level and operation level in a operation model, and a method of measuring gap-times in each level while the simulation progresses. It helps a site manager to decide how many segmentation in a construction block is suitable for eliminating unproductive time-delays under the constrained resources (e.g., laborer, equipment). A case study presents a network model representing a three segmented RC frame work, and result obtained from the simulation experiment.

대법원이 2012년 7월부터 8월까지 사이에 선고한 일부 판결을 소개한다. 대법원으로서는 위 기간 동안 네 분의 대법관님이 퇴임하시는 등 업무적으로 공백이 있었다. 법리적으로 큰 의미가 있는 사건은 아니지만 사례판결로서 의미가 있는 판결이 몇 건 선고되어 이를 소개한다. 그러나 글의 마지막 부분에서는 많은 주목을 받았던 10년 공공임대주택의 표준임대차계약서 조항에 관한 판결을 소개하기로 한다.

Photoimageable thick film technology is a new technology in that the lithography process such as exposure and development is applied to the conventional thick film process. Line resolution of 25 $\mu\textrm{m}$ width and 25 $\mu\textrm{m}$ space could be obtained by laminating green sheet, printing photoimageable Ag paste, exposing the test patterns, developing, and co-firing. In case of using the alumina substrate, 20 $\mu\textrm{m}$ fine line could be also obtained by similar process. Test results showed that exposing power density and developing time were the most important processing parameters for the fine line formation. Microstrip and series gap resonators with well-defined line morphology and good transmission characteristics in high frequency were formed by this new technology, and thereby dielectric constant and loss of test substrate were calculated.

많은 인원을 필요로 하는 조선업은 선박을 건조하는 현장의 제품들이 복합 공정이면서도 중후장대한 특성을 가지고 있다. 이러한 선박을 건조할 때는 종사하는 작업자 간의 작업 내용에 대한 의논과 방법의 결정에 따른 경험기술의 활용도가 높다. 그래서 작업자별 작업 방법이나 기능의 차이가 많고 그 차이만큼이나 공정 진척이나 품질에 대한 결과도 다르게 나타나게 된다. 하지만 인력 집약도가 높은 조선소 작업인력이 퇴직이나 이직 등으로 발생되는 공백을 내국인으로 채우지 못하고 경험이 없고 소통도 어려운 외국인 작업자로 대체하고 있는 실정이다. 외국계 작업자의 경우 인건비가 낮은 중소기업이나 대기업의 하도급 업체에 고용이 되는데 중소기업의 특성상 기술력의 축적이나 안전작업을 위한 사전 직무교육 등에는 여유가 없어 제한된 기간 동안의 고용이나 단순 업무에만 종사토록 하는 등의 방법으로 활용해왔다. 그러나 외국계 작업자의 고용 비중이 높아지면서 전반적인 생산성의 한계와 불안전 작업에 대한 우려로 그 관심도 높아지고 있다. 외국계 작업자의 경우 생산 현장에서 이루어지고 있는 각종 안전관련 교육이나 행사, 동료간의 소통등에 소외되면서 불안전이 가중되고있고 비자종류에 따라 체류기간이 한정되어 기술력의 유지는 어려운 현실이 될 수 밖에 없다. 이러한 외국계 작업자에게 안전에 대한 수준을 높이기 위한 방안으로 직무별 위험성평가도 작업자의 논높이에 맞게 해야 한다. 현재 활용되고 있는 4가지 위험성평가 방법을 일부 보완하여 안전수준에 맞게 실시하여 작업자 개인별 직무 수행상의 위험성에 대한 이해도가 안전에 미치는 영향을 최소화 하여 안전을 유지시키는 방안을 연구한다. 위험성평가의 취지가 기본적으로 해당 작업자 전원참여라는 중요 요소임을 감안할 때 외국인 작업자의 직무 이해도 점검은 매우 중요하다 하겠다.

Expanded graphite/carbon fiber hybrid conductive polymer composites were fabricated by the preform molding technique. The conductive fillers were mechanically mixed with a phenol resin to provide an electrical property to composites. The conductive filler loading was fixed at 60wt.% to accomplish a high electrical conductivity. Expanded graphites were excellent in forming a conductive networking by direct contacts between them while it was hard to get the high flexural strength over 40MPa with using only expanded graphite and phenol resin. In this study, carbon fibers were added in composites to compensate the weakened flexural strength. The effect of carbon fibers on the mechanical and electrical properties was examined according to the weight ratio of carbon fiber. As the carbon fiber ratio increased, the flexural strength increased until the carbon fiber ratio of 24wt.%, and then decreased afterward. The electrical conductivity gradually decreased as the increase of the carbon fiber ratio. This was attributed to the non-conducting regions generated among the carbon fibers and the reduction of the direct contact areas between expanded graphites.

This study reviewed pension reform's overall characteristic and(anticipated) positive negative effect in OECD countries's and then analysed middle-old age's retirement transition and determinants of full/gradual retirement through the $3{\sim}7th$ Korea Labor and Income Panel considering that Korea has been aging society quickly and it is necessary to suggest not only solution of early retirement and working age reduction but also pension reform. As a result of this study, about 1/4 of 50 years and older have been continuing to work through various pathways after retirement and 98% among fully retired older who passed by re-employment step of occupational status including retirement are still searching for jobs. This showed that it is also inappropriate to typical retirement concept itself on the lines of labour market participation in Korea and part-time/temporary work or self-employment have been used by means of alternatives of maintaining works for middle-old ages. However, the duration of changed occupational status of gradual retirees is mostly only $1{\sim}2$ years. Therefore it is necessary to support the gradual retirement to minimize a term of income insecurity and promote the work of the old ages who have will and capacity of work. Most of all, partial pension system which is main program of gradual retirement, should make the rules that beneficiaries are those who age less than pensionable age and benefit levels should be actuarial fairness together with pension system and provide substantial help. But, the introduction of partial pension system is not the only way to solve and needs overall social economic approach. Especially guarantee the increase of quantitative qualitative employment for middle-old ages linking labor market policy and supporting gradual retirement not ought to be abused to force the part time works and early retirement route against their own will.
