A Study on Application of Universal Design Principles to Cultural Centers in Local Areas - Focused on Public Service Areas - (지역문화시설의 유니버설 디자인 적용성 평가연구 - 공연전시영역의 공공서비스 공간을 중심으로 -)

  • As the seniors and the disabled has increased, the demand for cultural centers has also increased in many local areas. This means that the local cultural centers designed from the viewpoint of universal design are needed, so that to be used by everyone without any difficulties. This study examined the applicability of universal design principles to the public service areas of the local cultural centers. The subject cultural centers were three local ones which had seating capacity of more than 1,000 and opened after the year of 2,000 in Gyungnam. The spatial scopes of the study were six public service areas of the local cultural centers : entrance area, corridor and pathway, stair, ramp, elevator, and rest room. The total 65 items for evaluating the applicability of universal design were selected and examined for six areas. On the whole, accessibility, such as wide pathway and flat floor was good. However, the following improvements were needed. 1) Handrails and rounded corner were needed on walls. 2) Consideration of the visually impaired like as braille sign was needed. 3) The handrails on ramp should be installed for usability. 4) The automatic door would be more useful to the physically disabled users. 5) Wider space and familiar handrail design and color were needed in the rest rooms for the handicapped.

A Brief Review of Backgrounds behind "Multi-Purpose Performance Halls" in South Korea (우리나라 다목적 공연장의 탄생배경에 관한 소고)

  • The current state of performance halls in South Korea is closely related to the performance art and culture of the nation as the culture of putting on and enjoying a performance is deeply rooted in public culture and arts halls representing each area at the local government level. Today, public culture and arts halls have multiple management purposes, and the subjects of their management are in the public domain including the central and local governments or investment and donation foundations in overwhelming cases. Public culture and arts halls thus have close correlations with the institutional aspect of cultural policies as the objects of culture and art policies at the central and local government level. The full-blown era of public culture and arts halls opened up in the 1980s~1990s, during which multi-purpose performance halls of a similar structure became universal around the nation. Public culture and arts halls of the uniform shape were distributed around the nation with no premise of genre characteristics or local environments for arts, and this was attributed to the cultural policies of the military regime. The Park Chung-hee regime proclaimed Yusin that was beyond the Constitution and enacted the Culture and Arts Promotion Act(September, 1972), which was the first culture and arts act in the nation. Based on the act, a five-year plan for the promotion of culture and arts(1973) was made and led to the construction of cultural facilities. "Public culture and arts" halls or "culture" halls were built to serve multiple purposes around the nation because the Culture and Arts Promotion Act, which is called the starting point of the nation's legal system for culture and arts, defined "culture and arts" as "matters regarding literature, art, music, entertainment, and publications." The definition became a ground for the current "multi-purpose" concept. The organization of Ministry of Culture and Public Information set up a culture and administration system to state its supervision of "culture and arts" and distinguish popular culture from the promotion of arts. During the period, former President Park exhibited his perception of "culture=arts=culture and arts" in his speeches. Arts belonged to the category of culture, but it was considered as "culture and arts." There was no department devoted to arts policies when the act was enacted with a broad scope of culture accepted. This ambiguity worked as a mechanism to mobilize arts in ideological utilizations as a policy. Against this backdrop, the Sejong Center for the Performing Arts, a multi-purpose performance hall, was established in 1978 based on the Culture and Arts Promotion Act under the supervision of Ministry of Culture and Public Information. There were, however, conflicts of value over the issue of accepting the popular music among the "culture and arts = multiple purposes" of the system, "culture ≠ arts" of the cultural organization that pushed forward its establishment, and "culture and arts = arts" perceived by the powerful class. The new military regime seized power after Coup d'état of December 12, 1979 and failed at its culture policy of bringing the resistance force within the system. It tried to differentiate itself from the Park regime by converting the perception into "expansion of opportunities for the people to enjoy culture" to gain people's supports both from the side of resistance and that of support. For the Chun Doo-hwan regime, differentiating itself from the previous regime was to secure legitimacy. Expansion of opportunities to enjoy culture was pushed forward at the level of national distribution. This approach thus failed to settle down as a long-term policy of arts development, and the military regime tried to secure its legitimacy through the symbolism of hardware. During the period, the institutional ground for public culture and arts halls was based on the definition of "culture and arts" in the Culture and Arts Promotion Act enacted under the Yusin system of the Park regime. The "multi-purpose" concept, which was the management goal of public performance halls, was born based on this. In this context of the times, proscenium performance halls of a similar structure and public culture and arts halls with a similar management goal were established around the nation, leading to today's performance art and culture in the nation.

A study on Economic Evaluation of the Theater Stage Lighting System Using LED (공연장 LED 조명시스템 구성의 경제성 평가에 관한 연구)

  • This study analyzes economic feasibility of the LED lighting system compare to the halogen. To evaluate economic feasibility of the LED devices, we analyzed the size of theater, current value of the lighting devices in kinds, annual cost and annual cost according to the surface in case of designing stage lighting system with LED using WEELS 2011. Also, to compare energy consumption, we analyzed consumption and amount of electric energy by the surface and the amount of CO2 emission. Data showed that annual cost of the LED devices are highly inexpensive than halogen and now the value is of great. However initial cost of the equipment 200% higher than halogen. Though LED devices are expensive in startup setting, the value of utilization factor is large and depreciation years of LED(30years) are longer than halogen(2years). Therefore, annual cost of LED can make up the minus. Consider the tendency of reducing price of LED devices, we can assume that annual cost of the LED will be lower than halogen devices. Further, in 3years the expense of LED and halogen is reversed.

  • This study focuses on the potential for creating spatial and atmospheric effects in small theaters using mobile stage equipment, without being constrained by physical space or theater facilities, for mega musical productions. With the continuous growth of mega musicals in the domestic market, the study analyzes the distribution and sales of musical works in Korea and proposes methods for creating spatial effects in university musical education to facilitate the production of mega musicals in small theaters. The mobile stage equipment is designed based on the principle of the periaktoi, a stage mechanism used in ancient Greek theater and the characteristics of mobile stage equipment used in musicals such as <Notre Dame de Paris> and <Laundry>. The mobile stage equipment is a four-sided column-shaped device, which is applied to the musical <Les Misérables> to derive the potential for creating spatial effects, representing the inner state of characters, and forming the mood of the drama. The study is expected to provide opportunities for performing mega musical productions in university musical education and to contribute to the development of the musical industry and education. The utilization of mobile stage equipment demonstrates the possibility of producing mega musical productions in small theaters.

  • The purpose of this study was to examine the demand of parents and teachers for a children's library and analyze the need in consideration of their age and children's library-using frequency. The subjects in this study were 1,500 parents and teachers in the region of Gwangju, on whom a survey was implemented to find out the necessity of a children's library, what should be considered in terms of design and program development and what forms of materials should be provided. As a result of checking their needs for the functions of a library, the parents and teachers investigated attached importance to culture, welfare and hands-on culture/art programs as what a library should focus on. Second, as for design, they gave top priority to comfortableness(sanitary facilities, ventilation, humidity and temperature) and safety(sofas, cushions and carpets for children). Third, as to program preference, both of the parents and teachers considered activity, performance and educational programs necessary among multiple kinds of ongoing programs. Specifically, performance programs ranked first among the parents and third among the teachers. Activity programs ranked first among the teachers and third among the parents. Fourth, concerning the importance of materials possessed by a library, they placed the most emphasis on the kind of materials that could foster creativity and instill the right personality.

A Study on Size and Spatial Composition of Culture & Art Centers (지방 문예회관의 규모와 공간구성에 관한 연구)

  • The purpose of this paper is to find out and discuss architectural factors for planning the cultural facilities for performing art. For the purpose, the Culture & Art centers in major cities are investigated. The investigation focuses on the analysis of efficient utilization and spatial composition of the Culture & Art centers. Generally the cultural facilities must be located on the site where people can easily access, and should have various kinds and sizes of rooms which people can use for various activities. However, most of the investigated Culture & Art centers are apart from the downtown of the cities, and do not provide the varied spaces. In particular, the sizes of performing halls are too large, and this makes the ratio of room use frequency and the occupancy of seat to be low. To encourage people to use the Culture & Art Centers, the program managers should arrange various programs which reflect the needs of people, and the clients and designers should decide proper room sizes and functions through appropriate analyses of the facilities.

  • 인터넷의 급속한 보급과 사용이 일상화됨에 따라 웹사이트를 이용한 온라인 예약은 이미 다양한 분야(교통시설, 공연티켓예매, 식당예약 등)에서 폭 넓게 이용되고 있다. 본 논문에서는 국내의 특급 호텔 및 특급식당을 운영하는 기업의 온라인 예약 사이트를 중심으로 예약을 직접 수행하는 과정을 통하여 사용자 인터페이스의 평가 및 분석을 실시하고 바람직한 인터넷 예약 사이트의 사용자 인터페이스 설계방법을 제안하는데 목적이 있다. 평가방법으로는 설문 및 모니터링을 통하여 사용성 평가를 실시하였으며 평가결과를 기초로 하여 온라인예약 사이트 구축과 관련한 사용자 인터페이스 설계 시 우선적으로 고려해야 할 사항을 제안하였다.

  • 최근에 이르기까지 문화예술회관들이 대중들의 문화적인 욕구에 의하여 많이 건립되었으나 대중들과 음악가와 연주자들을 도외시한 채 건축음향 기획 없이 건립되어진 많은 문화예술회관들이 지방자치시대를 맞이하여 지방재정에 적잖은 부담으로 작용하고 있으며 또한 민영화로 독자적으로 운영을 하지 않으면 안되게 되었다. 이와 같은 경쟁체제에서 많은 문화예술회관들이 음향문제로 많은 어려움을 겪고 있으나 대책은 미미한 실정이다. 본 연구는 U문화예술회관의 대공연장을 중심으로 대공연장의 음향특성을 측정분석하고 최근 6년간의 공연장의 장르별 이용률을 기초 자료로 활용하여 측정 결과를 중심으로 대공연장의 개선방향을 설정하고 음향 시뮬레이션를 통한 음향인자를 (잔향시간 (RT60, EDT), 명료도(C80, D50), LF, 음압레벨) 비교분석 평가하였다. 그리고 설계에 반영 벽체에 음향 보강 반사판을 시설하고 분석하여 리모델링 공사 후 음향특성이 개선됨을 확인할 수 있었으며 벽체에 시공된 반사판의 효능을 입증할 수 있었다.

  • This paper deals with the analysis of actual state and establishment method of the power source installations in the entertainment spaces. This paper shows the result that investigate actual state of the power source installations in the entertainment spaces. In this paper, in other to improve the safely and authoritativeness of entertainment spaces, an author propose establishment method of the power source installations in consideration of the special quality of stage equipments.

Ubiquitous Service Model for Information Convergence of Jeju Island Culture, Tourism, Sport and Traffic (제주 문화·관광·체육·교통 정보를 융합한 유비쿼터스 서비스 모델)

  • Recently the navigation service and LBS (Location based Services) using map supports much information services on mobile terminal. Also Internet Web sites support user much information. But, the user has the difficulty for acquiring the service and the various information based on map because of searching the many Internet sites. Accordingly, this paper supports a convergence information service model of various culture, education, tourism, sport and traffic for accessing synthesizing information based on map. And we design and implement this model using 공개 API. We present a convergence information service model of culture, tourism, sport and bus line information form tour destination and cultural place of Jeju province using the model. Additionally, we develop this service model using apache web server on Linux environment, PHP and JavaScript, MySQL database and Map 공개 API. As this service model supports a convenience action of culture and tourism for Jeju islanders and tourists.
